5 Climate Neutral Communities Initiative (CNCI) CNCI applies a GHG lens to the NZEI systems approach to integrated decision-making and technology deployment Net-Zero Carbon. A Climate Neutral Community is a campus that balances a measured amount of greenhouse gases released with an equivalent amount sequestered over the course of a year. Encompasses scope 1, scope 2, and some scope 3 emissions. Innovation for Our Energy Future

6 Process overview The CNCI case studies will develop a cost-benefit analysis of different approaches that Federal campuses can take toward climate neutrality. 1. Establish Energy/GHG Baseline 2. Energy Efficiency Assessment 3. Renewable Energy & Load Reduction Assessment 4. Transportation Assessment 5. Electrical Systems Assessment (microgrid) Recommendations and next steps Innovation for Our Energy Future

8 Background: Federal City New Orleans FCNO vision Public-private, mixed-use commercial and residential development 200 acres, 10,000 jobs, 1,400 residences New model for small military bases Sustainable development MARFORRES to become anchor tenants in Federal City Close New Orleans East Bank in accordance with the 2005 Base Realignment and Closure Commission. 11 MARFORRES Headquarters Building The MARFORRES HQ building comprises the largest component of the CNCI analysis. 400,000 sq ft facility (4 floors) Command center (top 2 floors) requires 24/7 up-time Data center Designed to LEED be certifiable Rendering courtesy of Federal City New Orleans ( Designed/constructed using state funding; building will be transferred to MARFORRES operation upon completion. 16 Micro-grid Assessment The micro-grid assessment will encompass the critical load required to keep the command center operational. Estimated critical load: 1 MW Backup power: kW diesel generators The purpose of the micro-grid analysis is to evaluate the potential to supplement the diesel generators with renewables to increase the run time of the generators. 19 Photovoltaic Siting The following areas were considered for PV systems: 1. HQ building roof 2. North parking lot 3. Parade ground Southwest VIP parking lot 7 5. Athletic areas 7 6. North walkway 7. Guard booths Total estimated PV generation capacity: 600kW (60% critical load)

21 Summary The NZEI approach can also assist planning for climate neutrality. Based on preliminary analyses, the MARFORRES Center can potentially reduce its emissions by 37%. Significantly deeper energy and emissions reductions are realized by incorporating abatement measures into design. PV installation can increase the runtime of backup power system.
