3 What is blight? How is it affecting yor commnity? Blight is the state or reslt of being blighted or deteriorated; dilapidation; decay. Blight incldes litter, abandoned or dilapidated property, weed-infested lots, illegal dmpsites, graffiti-marred pblic spaces, abandoned cars anything that negatively impacts the aesthetic appeal, pblic health, and environmental health of a commnity. Tackling blight reqires a coordinated broad-based commnity effort that incldes: Identifying resorces and roadblocks Identifying potential partners Creating a sstainable program to eliminate the problem (clean ps) Preventing ftre blight (enforcement) Implementing effective, ongoing pblic edcation (behavior change)

6 What We ve Learned Rral AZ commnities face common blight isses: Potentially contaminated properties need assessment and abatement before they can become sefl again Illegal dmpsites pollte the natral environment: roadsides, empty lots, abandoned properties, rivers, ravines, desert sites, forests, etc. Solving blight reqires broad commnity participation: Elected officials, pblic agency staff, law enforcement, school district representatives, bsiness leaders, local healthcare professionals, commnity grops Effective, sstainable soltions reqire long-term commitment: To create and sstain a broad-based commnity coalition To develop and implement a long-range strategic plan To create the political will to solve the problems To sccessflly edcate the pblic to achieve long-term behavior change

7 REAP Creating Sstainable Soltions Soltions to blight vary somewhat for each commnity, bt share key elements that mst be considered and overcome to create a sstainable soltion: competition for limited resorces (the limited pie problem) lack of appropriate waste diversion infrastrctre Inconsistent law enforcement and jdicial response lack of political will a lack of pblic edcation The REAP (Rral Environmental Action Planning) program provides resorces for commnities to organize and take action: Identify scope of problem and contribting factors Identify existing resorces and needs, and potential partners Develop sstainable waste diversion soltions that work for yor commnity Create strategies for long term behavior change pblic otreach and edcation
