1 HOLIDAY INN AIRPORT HOTEL Plaine Magnien ENVIRONMENTAL IMPACT ASSESSMENT Chapter 6: Environment Monitoring Plan 6.1 Introduction Environment Monitoring Plan (EMP) plays a vital role in safeguarding the environment and ensures that the Promoters and all Contractors and subcontractors including Consultants, understand the potential environmental risks arising from the implementation of the project. Environmental monitoring, mitigation programme and the project implementation arrangements are addressed in this section. The main objectives of the Environmental Monitoring Programme include: To provide a database from which the environmental impacts of the project can be assessed; To provide an early indication should any of the environmental control measures or practices fail to achieve the acceptable standards; To monitor the performance of the project and the effectiveness of mitigation measures; To determine project compliance with regulatory requirements, standards and government policies; To take remedial action if unexpected problems or unacceptable impacts arise. 6.2 Scope of the Environmental Monitoring Programme The scope of the EMP shall include inter alia: To identify and resolve environmental issues and other functions that may arise during the construction and operational phases; To implement water quality, air quality and noise impact monitoring programme during the operational phase; To check and quantify the Construction Contractor's as well as the Hotel Operator's overall environmental performance, implement action plans and recommend and implement remedial actions; To conduct regular reviews of monitored data as the basis for assessing compliance with defined criteria and to ensure that necessary mitigation measures are identified, designed and implemented; To assess and interpret all environmental monitoring data to ascertain whether environmental control measures and practices are functioning in accordance to specifications; To manage and liaise with all stake holders (residents of the surrounding areas,, local authorities, business operators, etc.) concerning any environmental issues during the construction phase; Conduct formal and informal site visits during the Construction and operation phases to assess adherence of the concerned parties to the mitigation measures as set out in the EIA report.

2 EIA Airport Hotel Ltd- Development of Holiday Inn Airport Hotel at Plaine Magnien Page Environmental Reporting During Construction Phase The Promoters will appoint an Environmental Liaison Officer (ELO) during the Construction Phase of the Project. The ELO will work closely with the Construction Contractor and ascertain that all mitigating measures identified in the EIA report and forming part of the works contract are observed. The ELO will report directly to the Project Management Team (PMT) and will also liaise with the Authorities and all concerned parties. The PMT will be responsible for issue of instructions to the Construction Contractor to rectify any non-compliance as a contractual requirement. The ELO will submit monitoring reports to PMT during the construction phase During Operational Phase During the operation phase, the ELO shall be a member of the Hotel Management Technical Team and will be responsible for all environmental matters pertaining to the day to day operation of the hotel. The main responsibilities and duties of the ELO include, inter alia: To monitor and evaluate the effectiveness of mitigation or control measures in achieving environmental protection; To carry out and monitor environmental awareness within the hotel personnel; To establish and promote good relations with local communities (industrial, residential, etc.) on matter pertaining to environmental protection; To prepare and submit reports regularly to Top Management; and To submit environmental reports to enforcement agencies in conformity with local regulations. 6.4 Environmental Action Plan Several measures have been incorporated already in the Project for the protection of the environment and duty of care; these are summarised in Table The Promoters commit themselves to the actions as specified in Table 6.4.1, within the specified deadlines, and declare that the resources specified below have been allocated. 6.5 EMP at Construction Phase With reference to the foregoing, the Environmental Monitoring Process can be planned as described hereunder in Table EMP at Operation Phase With reference to the foregoing, the Environmental Monitoring Process recommended for the Project in its Operation Phase can be planned as described hereunder in Table

Services provision An estimate of daily potable and construction water requirements shall be provided for the duration of the Construction Period Likewise for electricity consumption Temporary ablution and sanitary facilities, appropriate waste containers shall be provided A.6. Removal of vegetation and others Removal of vegetation and others (boulders, soil, etc.) shall be executed as per instructions of the Engineer or Contractor's Representative. Trees identified for removal on account of building location shall be identified and submitted to the Forestry Section of the Ministry of Agro-Industry and Fisheries for administrative clearance. Reuse of demolition rubbles from the existing building These rubbles will be crushed, compacted and reused as filled materials for the creation of construction platforms for the buildings. All hydrocarbon containers shall be stored within a suitable reinforced-concrete area surrounded by a containment (bunded) wall to a capacity of at least 110% of that of the containers. The Site is to be kept free of litter at all time. Food leftovers shall be packed in bins to be hauled by a nominated Solid Waste Operator. Construction wastes shall be stored in a demarcated area protected -Dittofrom rain to prevent leachate running pending haulage to an approved disposal site (e.g., Mare Chicose Landfill). Adequate toilet facilities shall be provided. These facilities should be connected to the existing septic tanks with the Engineer s approval.

Solid Waste Solid wastes from the Hotel shall be sorted and kept in separate bins. Compostable waste will be collected on site by Compost Plant operator as per agreement. Plastic, pet bottles, aluminium cans, glass bottles, waste papers etc, shall be collected by recyclers through contract agreements. Hotel Operator/ Recyclers/Solid Waste Operator B.
