Buld the stadum after the operaton effcency evaluaton system, and study how to ncrease the operatng effcency of the venue s very mportant. Ths artcle n the brd's nest, for nstance, by Vvan method establshed the brd's nest operatng effcency ratng system, and puts forward the correspondng set up. Frstly, Vvan, affectng the brd's nest after the operaton beneft level evaluaton ndex are dscussed. Influence of socal beneft ndex sex s the largest. Usng analytc herarchy process (ahp) to the test results, the fndngs have relablty. Then, usng the method of CAM, combned wth the level of ndex weght, the brd's nest after the camp cloud benefts of secondary evaluaton ndex for the determnaton of the total weght, the results met the TABLE 9. For qualty of employees s the most mportant, envronmental qualty and management system, weght value of , respectvely, 0.08, In concluson s put forward for the brd's nest management, enhance the brd's nest brand, mprove the qualty of employees. The mplementaton of Chna's one hundred Olympc dream, not only the event held n such aspects as economy and culture of our country has a great nfluence. In order to meet the arrval of the Bejng Olympc Games, Chna bult and change a lot of sports venues. These stadums durng the game not only send out a dazzlng lght, after the game also brought great benefts to our country. The brd's nest s 200 by herzog and DE meuron and L Xnggang Chnese archtects n collaboraton wth the gant stadum. The brd's nest belong to super sports buldng, use fxed number of year 00, the man structure desgn fre resstance ratng for level, sesmc fortfcaton ntensty of 8 degrees, the waterproofng of underground engneerng grade, steel structure total amount s tons. The brd's nest, formally began on December 24, 2003, s expected to be completed n March 2008, the project total cost 2.26 bllon yuan. The brd's nest constructon engneerng, nvestment s huge. Ths makes the brd's nest at the begnnng of constructon becomes the streets the focus of debate. After the completon of the brd's nest s known as "the fourth generaton of stadum" the great archtectural works of wtness s not only the human n the 2st century, the relentless pursut n the feld of archtecture and envronment, also wtness to Chna's the hstory of ths Orental ancent cvlzaton contnuously towards openng process. The brd's nest n 2009 ncluded n the "ten buldng" n the world. The brd's nest n the ntal set up, the Chnese government wll gve a hgh degree of attenton. Before and after the revew of prevous Olympc Games, countres n the Olympc Games there were rapd economc rse and then fall phenomenon. Olympc venues have appeared n the dfferent stuaton of dle, low utlzaton rate. Make constructon and huge nvestment n reconstructng the stadums, get the correspondng returns, the cause of the government and nvestors economc losses. The specfcaton of the brd's nest n the constructon scale, hgh to all professonals n favour. In order to make the brd's nest n conformty wth the nvestment gan after the game, how to under the envronment of rapd economc development, the sustanable development of the play to ts own force, mprove the management mode, optmze operatng level, becomng the key of the brd's nest after the operaton. The problem s the key to measure the brd's nest "development degree", judgng t and external factors of "coordnaton". Fnd the nest through regulatng economc evaluaton system, optmzng the correspondng aspects of the operatonal level, n order to mprove the operatng level of the brd's nest. OPERATING EFFICIENCY EVALUATION INDICATOR SYSTEM ESTABLISHMENT Accordng to nest operatonal features, t s known that nest operatng effcency s related to multple aspects factors. To establsh nest operatng effcency evaluaton ndcator system, t needs to fnd out dfferent factors mpacts degrees on operatng effcency. It s smlar to Delph method. Delph method s usng experenced experts opnons by wdely consultng to predct one subject or one project future development method. The method s relatve smple, and saves expense. Delph method Frstly, t should fnd out research objects evaluaton ndcators. Then defne every expert evaluaton on dfferent ndcators, accordng to expert evaluaton, t gets every ndcator weght. Assume

Every ndcator can dvde nto fve grades accordng to emphass from bg to small: very mportant, mportant, normal, less mportant, much less mportant. To every grade emphass to score that are respectvely: 5, 4, 3, 2,. Expert scorng status on every knd and ndcators are as TABLE 2 shows. Delph method accords to experts scores, t has certan subjectvty. For above results, we utlze analytc herarchy process to test the model. By testng whether the two results are consstent or not and further defne whether t can utlze Delph method to judge ndcator mportance. At frst construct judgment matrx: Herarchcal structure reflects relatons among each element, but crteron layer s each crteron weght covers the targets measurement s not always the same. The paper adopts establshng pared comparson matrx method on factor B B to carry out pared comparson. When sngle layer weght s mportant, t shows the factor has larger mportance to frst grade ndcators, when weght s small, t shows the ndcator has relatve weaker mportance to frst grade ndcators. When total weght s mportant, t shows the factor n nest operatng effcency evaluaton s relatve more mportant. When total weght s smaller, t shows the ndcator relatve mportance n nest operatng effcency evaluaton s smaller. In ths way, then t gets other second grade evaluaton ndcators weghts so that can get all evaluaton ndcators mportance szes to nest postgame operatng effcency. Accordng to above table each grade evaluaton ndcator weght, t can get dfferent evaluaton ndcators mportance to nest operatng effcency. Accordng to mportance and weghts, the solved weghtng sum s nest postgame operatng effcency score. CONCLUSION Accordng to experts scores status, t s not dffcult to see that all experts thnk socal effcency such ndcator s more mportant. Accordng to TABLE 9 result, socal effcency total weght s And economc effcency weght s , t s slghtly lower than socal effcency. Other stadum effcency weght s , mportance s lower than economc effcency. And management level weght s the lowest as , mportance s also the lowest. Accordng to TABLE 9 each layer ndcator factor weght, by comparng, t s clear that nest safety protecton work s most mportant for nest operatng effcency gradng, others contan overall management, envronment qualty, traffc management and others, all are very mportant. And under economc effcency second grade evaluaton ndcator weght s not bg; ts mportance to nest postgame operatng effcency evaluaton s lower. Therefore, when people utlze nest to carry out effectve operatng, compare to ts profts status, they more focus on nest socal effcency, management level and other aspects. In order to ncrease nest profts status, we put forward followng suggestons: ncrease nest postgame advertsement, as cultural advertsement, advertsng and so on. Try to buld nest nto communcatve carrer to upgrade cty publcty and abstract foregn nvestments. Put emphass on nest self qualty cultvaton. Organze relatve famous events or cultural transmsson events. Not only buld nest nto hgh level stadum, but also buld t nto nternatonal cultural exchangng hgh class platform. So as to mprove nest attendance, brng pressure to foregn organzers, and meanwhle mprove nest brand. Enhance nest nternal staff qualty; staff qualty s best reflecton of brand. In addton, better staff qualty s easly to leave deeper mpresson to nvestors. It s benefcal to nest permanent development.
