The meeting was called to order by Committee Chair Dudley with the above persons present. Councilmember Kornell moved for approval of the Agenda. All were in favor of the motion. Councilmember Kornell moved for approval of the February 27, 2014 Committee minutes as submitted. All were in favor of the motion. In connection with the new business item concerning Sea Level Rise, Mike Connors, Public Works Administrator, announced that this will be a joint presentation by himself (Urban Planning), Holly Greening, Executive Director of Tampa Bay Estuary (Regional Habitat Strategies), Derek Kilborn (Local Considerations), and Tom Gibson (Engineering Standards). Ms. Holly Greening, Executive Director of Tampa Bay Estuary, provided a PowerPoint presentation regarding Planning for Sea Level Rise: Regional Habitat Strategies. She reported sea level has risen one inch per decade since 1950s; the rate is expected to increase in coming decades; and that sea level rise may affect sea grass depth by reducing ambient light (more water to penetrate through to reach the seagrass blades). She further reported that there has been a lot of planning for sea level rise. The Florida Department of Transportation consensus projections by 2060 is 9 inches (low) to 24 inches (high) above local mean sea level. The US Army Corps of Engineers 2060 planning sea level rise ranges from the St. Petersburg Tide Gage equate to 7 inches (low) to 27 inches (high) above local mean sea level. She indicated that Tampa Bay Estuary is working with our local partners to develop regional approaches for incorporating resiliency into habit restoration strategies for Tampa Bay. Mr. Connors presented a PowerPoint presentation regarding Florida Sea Level Rise. He discussed that Florida sea level rise is similar to global sea level rise throughout the State s coastal areas; 75% of Florida s population resides in coastal counties; these regions are vulnerable to the storm surge; as sea levels rise, low-lying coastal areas will be increasingly prone to coastal flooding; water table will rise impacting coastal development opportunities, shallow aquifer, and constructions means/methods will be impacted. He further reported surficial coastal aquifers already experience salt water intrusion, and that sea level rise can reduce groundwater flow toward the ocean and move the saltwater front inland threatening water supply wells in coastal areas with seawater intrusion. He indicated that studies have been initiated by numerous federal, state and regional councils, associations and partnerships, coalitions and collaborations. The effectiveness of Local Community Regionalization (i.e., Pinellas/Hillsborough/ Manatee Counties) is local collaborations intrinsic to planning between public local, public/private and private. 1

3 Mr. Derek Kilborn, Urban Planning & Historic Preservation Manager, discussed important components at the local level, such as: Flood Plain Management Ordinance, Community Rating System, Comprehensive Plan Improvements, Land Development Regulations, Infrastructure Improvements, and Engineering Structures. He further discussed that the City s Flood Plain Management Plan had to be repealed and replaced to line up with the updated 2010 Florida Building which became effective on March 15, The updated Flood Plain Management Ordinance was approved and adopted by Council in December Mr. Tom Gibson, Engineering Director, discussed engineering standards as it relates to sea level rise: drainage outfall/design, seawall design and roadway design. Mr. Connors discussed the need to solicit assistance for research & compilation from local institutions of higher education; interns; identify existing plans (state/national); compile salient features; and create framework for a City/Regional Plan. He stated that it is going to take Hillsborough, Pinellas, and Manatee counties coming together to develop a plan. Councilmember Rice commented that this is a lot of planning to manage and mitigate, and that the City has important responsibility in reducing carbon pollution which helps cause sea level rise. Councilmember Kornell discussed two initiatives that he would like to see: sea level rise and carbon pollution. He thanked City staff for their comprehensive work on Sea Level Rise. Councilmember Gerdes questioned if the demolition of the Pier would affect sea level rise; Mr. Connors responded that the structure debris would be used for erosion control of the shoreline not in conjunction with sea level rise. Councilmember Gerdes questioned how the Albert Whitted property would be affected by sea level rise. Mr. Connors responded that a 27 inch rise in sea level would still leave the airport property 3 to 5 foot above sea level. There being no further business, the meeting was adjourned at 10:30 a.m. 2
