1 BRIEF DESCRIPTION OF THE PROJECT. Introduction M/s Indorama Industries Limited is proposing to expand their project known as Indorama Spandex for manufacture of manmade textile fibre using petro chemical derivatives at Village Lodhimajra, Teh. Baddi, Himachal Pradesh to produce tons per annum from their current capacity of tons per annum. The project has been granted EC by Himachal Pradesh SEIAA on 6.9. by letter no. HPSEIAA//78 6 (attached as Annexure IV). As per G.O.I EIA Notification dated 4/9/6, they fall under the category B of the (d). Since, there is no SEIAA/SEAC committee in Himachal Pradesh, we are applying for Environmental Clearance in MoEFCC under Category A. However, we request our case be considered as category B. Indorama s spandex manufacturing in Baddi is the first Spandex manufacturing facility in India. Spandex is a specialty man made textile fibre (a polyurethane polymer manufactured from petrochemical derivatives) that is used extensively in active wear, fashion wear, sportswear, swimwear, intimate wear, lingerie etc to provide stretch, aesthetics and comfort properties. Spandex is blended with cotton, wool, nylon, viscose and polyester yarns to create the desired functionalities. Spandex is a relatively small component in the fabric by weight but adds considerable value to the fabric.. Need of the Project The current annual global demand for Spandex is Tons per annum. Demand is growing at the rate of 9% per annum. Almost 7% of this quantity is consumed in Asia where most of the Spandex is also produced. Baddi site total area is about acres. During Phase construction, most of the structure and infrastructure for Plant and Plant 3 is already constructed like utility block, pipe rack, general store, office building, fire fighting facility, roads and drains etc.. Project Description with Process Details Indorama Industries is expanding its present capacity of MTPA to MTPA to meet with the increased demand of the SPANDEX yarn. The SPANDEX fibre has a special property to expand itself by % and is able to recover its shape after the expansion is complete... 4 ..3 Detail of Products & by products Products: Dry spun Spandex Current: SPANDEX at Tons Per Annum Proposed: SPANDEX about 6 Tons Per Annum Total after expansion: SPANDEX about Tons Per Annum By Product: Heavy spandex.6 Water Management Source of Water: Ground Water. The permission for Ground Water extraction has already been obtained. Present water requirement is KLD & the total water requirement after expansion is 96 KLD. Water is used in the process at the final stage of the yarn produced along with emulsion to give it proper finish. The emulsion mixed water is reused and only very small quantity of water is lost which is replaced. Similar water used in cooling system is re circulated and there is no wastage of water. Present waste water generation is 84 KLD which is being treated in ETP cum STP of KLD & the total waste water generation after expansion shall be 9 KLD which shall also be treated in already existing ETP cum STP of capacity KLD. The treated effluent will be used within the premises for landscaping and tree plantation. It will be a zero discharge complex..7 Solid Management.7. Set will be carefully stored in HDPE drums in isolated covered facility. The used oil will be sold to vendors authorized by Central Pollution Control Board for the treatment of the same. Suitable care will be taken so that spills / leaks of used oil from storage could be avoided Sludge from ETP covered under hazardous waste. It will be stored in the impervious pit and finally sent to TSDF site for disposal. M/s Indorama Industries Pvt. Ltd. has a contract with Shivalik Management Company to dispose the Hazardous waste to the TSDF or vendors authorized by SPCB..8 Air Emissions and Control The major air pollutants sources are Boiler of capacity TPH & D.G. sets of capacity x KVA (including one D.G. set of capacity KVA in standby). For mitigation of impacts of air

6 pollution, stack height of 3 m above ground Level & Diameter of m shall be provided for boiler & stack height of 3 m above ground level has been provided for D.G. Sets. Fuels like coal/rice husk will be used in Boiler having daily consumption of MT/day. To control the air emission from the Boiler Cyclone, Bag Filter & Wet scrubber shall be provided as air pollution control system..9 Power Requirement Source & Back up The existing unit requires about 3 KW of Electricity, which is being supplied by HPSEB. Four No. of D.G. sets of capacity KVA (including one D.G. set of capacity KVA in standby) have been installed in the existing unit for power backup. The proposed power requirement is about 3 KW, which will be supplied by HPSEB. For Power back up D.G. set of capacity x KVA is proposed in addition to existing.. Noise Pollution Management Adequate green belt has been developed for the mitigation of noise pollution from the plant. Some amount of noise is being generated from machineries such as DG Set, ID Fan, Blowers& pump etc. All these machines are located in closed covered rooms. The D.G. sets is being kept in acoustically treated room. Ear plugs & ear mufflers is being provided to the workers.. Estimated Project Cost Cost of expansion is estimated to be a total of 4 crores.. Project Benefits It will provide direct and indirect employment to local people. Spandex is a specialty manmade textile fibre & is blended with cotton, wool, nylon, viscose and polyester yarns to create the desired functionalities & adds considerable value to the fabric. There will be economic benefit due to selling of products all over India & export of the material. After expansion the increased demand of customers shall be fulfilled. The industry will have a Zero Liquid Discharge system and shall adopt all the necessary steps to protect the environment.
