1 MEETING SUMMARY GWEF WASTEWATER TREATMENT COMMITTEE (WWTC) Chair: Greg Goodman Vice-Chair: Stuart Humphries Meeting Date: July 15, 2008 Location: R.L. Sutton WRF, Cobb County Presiding: Greg Goodman, Black & Veatch Prepared by: Stuart Humphries, Crocker & Associates Attendees gathered at 10:00 AM for a presentation by Frank Sapienza, Camp Dresser & McKee (), who discussed the new biosolids handling processes at the R.L. Sutton WRF. Following the presentation at 10:30 AM, a plant tour was provided by Jeff Mills and Carrie Carden of (see attached photos). Mr. Mills and Ms. Carden showed the solids handling process, to include the anaerobic digesters, dewatering centrifuges, and incinerator. The tour ended at approximately 11:45 AM, at which time attendees moved to a conference room for lunch and the start of committee business discussions at 12:00 PM. The WWTC thanks and Jacobs for providing lunch. The meeting concluded at approximately 1:00 PM. Numerous issues were discussed during the WWTC meeting, which are as follows: 1. Meeting minutes from May 8, 2008 were approved by the committee. 2. GAWP Annual Conference Program: Greg Goodman led a discussion of the programs to be presented at the upcoming GAWP Annual Conference (August 18 20, 2008). The program session topics will consist of Wastewater Process, Wastewater Regulatory Update, Wastewater & Emerging Contaminants, and Wastewater Alternative Delivery. The Wastewater Process session will consist of the following: Converting Conventional Treatment Plants to Nutrient Removal by J.C. Lan, Jordan Jones & Goulding; Paulding County MBR Facilities by Alexander Sharp, ARCADIS; and Fulton County Big Creek WRF Split Flow Treatment by Ron Latimer, Hazen & Sawyer. Greg Goodman, Black & Veatch, will moderate the session. The Wastewater Regulatory Update session will consist of the following: EPD s Long- Term BOD Testing by Paul Lamarre, GAEPD; EPD s Waste Load Allocations by Andy Kao, GAEPD; and General Wastewater Regulatory Update by Linda McGregor, GAEPD. Steve Simpson, Black & Veatch, will moderate the session. The Wastewater & Emerging Contaminants session will consist of Wastewater Treatment Methods for Emerging Contaminants by Gary Hunter and Brian Townsend, Black & Veatch; Removal and Transformation of Antibiotics by Chlorinated Processes by Ching-Hua Huang, Georgia Tech; and Environmental Contaminant Treatment with Page 1 of 7

2 UV and Peroxide by Michael Leach, Trojan Technologies. Stuart Humphries, Crocker & Associates, will moderate the session. The Wastewater Alternative Delivery session will consist of To DB or not to DB by Kun Suwanarpa, Fulton County; Gwinnett County s Yellow River WRF Construction Manager At-Risk Project by Bob Huie, Pizzagalli; Alternative Project Delivery Experience in Augusta Georgia by Allen Saxon, Augusta Utilities Department. Dave Williams, Templeton & Associates, will moderate the session. 3. Initial program topics for the Fall Conference, November in Dalton, were discussed. Proposed topics included the following: Wastewater Treatment Plant Upgrades in Northwest Georgia (e.g., Rome, Dalton); Microbial Changes; WWTP Cost Saving Ideas (e.g., chemicals, hauling); Instrumentation; Dewatering Technologies; Process Control; Best Management Practices; and Screening Technology and Related O&M Issues. 4. Mr. Humphries announced that Srinivas Jalla, Gwinnett County, and GWEF will be developing a new web site, in This web site content will consist of information, tools and links for interested persons to learn more about wastewater treatment. The WWTC will be asked to form a subcommittee to assist with content development. 5. Committee liasons attending the meeting were asked to provide a brief report. Mr. Goodman stated that the Legislative Committee will again try to move the Spill Language legislation forward from the GAWP to the GA DNR and EPD. Mr. Simpson reported that the Residuals Committee will have an Annual Conference track entitled, Rethinking Wastewater Residuals, which will discuss alternative methods of residual disposal. Jim Poff, Clayton County Water Authority, reported that the Laboratory Committee is addressing the Long-Term BOD testing that GA EPD now requires. 6. O.P. Shukla requested that the Fecal vs. E-Coli information he presented during the March 11, 2008 WWTC meeting be included in the meeting minutes. (See attached.) 7. Mr. Goodman announced that the end of his term as WWTC Chairman was ending at the Annual Conference and that Mr. Humphries would be WWTC Chairman for Mr. Humphries announced that Mr. Poff agreed to become WWTC Vice Chairman for Next WWTC meeting is scheduled for 10:00 AM, September 23, 2008, at the Douglasville-Douglas County WSA, South Central WPCP.
