6 No. Objective Target 8 Undertake environmental awareness training for staff 3.2. Review of Environmental Objectives after One Year 1. The number of customers accepting electronic copies of invoices and statements increased in 2018 to 39%. This number has been steadily rising in recent years and is expected to continue its increase in the next 12 months. 2. Over 80% of all documents sent from Irish Oxygen (e.g. orders, letters, quotations) are now in electronic form. This percentage is rising and expected to continue to increase. 3. Irish Oxygen actively requests non paper versions of documentation from customers and suppliers. In 2016 over 70% of all invoices were received in non paper electronic format and this is expected to increase further in the coming years. 4. Energy use is reviewed on a continuous basis for possible reductions in waste. Following trials in 2013, further automatic sensor lighting was installed on the premises in 2016 to reduce unnecessary energy consumption. More of these light fittings are scheduled to be installed in Packaging materials received in shipments from suppliers has been significantly reduced. Efforts will be continued in 2017 to further reduce the use of unnecessary packaging in consideration of the environment. 6. The recycling of paper, plastic, metals and oil continued in Staff are encouraged to car pool and times of work are flexible to support this and to reduce inefficient driving in traffic. It is the policy of Irish Oxygen Company to operate in all matters in a manner that will have the minimum detrimental effect on the environment. 2. This policy specifically includes: (a) the environmental effect on the surrounding air (b) the environmental effect on nearby river water (c) the environmental effect on the local ground water (d) the disposal of all waste products 3. Irish Oxygen Company will adhere to all Laws and Regulations in force. 4. Irish Oxygen Company will adhere to the conditions of the Integrated Pollution Prevention and Control Licence issued by the Environmental Protection Agency. 5. Irish Oxygen Company will respond in a prompt and responsible manner to any complaints received on environmental matters. 6. Irish Oxygen Company will set out a series of Objectives and Targets for its performance in environmental matters. Progress towards achieving these objectives shall be reviewed annually with a view to continuously improving environmental performance. P _2016 Irish Oxygen Company Ltd Page 8 of 20

Irish Oxygen Company will produce an Annual Environment Report which shall summarise its performance on environmental matters including: (a) Waste management (b) Review of complaints (c) Schedule of targets and objectives for the following year (d) Recovery, reduction and recycling (e) Review of resources used 4.2. Procedures Cooling Water Cooling water drain shall be monitored for temperature and shall not exceed 21.5 o C at any time outside the mixing zone Chemicals stored on site 1. All chemicals shall be stored in a safe way in accordance with any applicable law, regulation or condition of the Environmental Protection Agency. 2. The main chemical stored is Calcium Carbide in solid form in sealed refillable Intermediate Bulk Containers (IBCs) or in sealed drums. All Calcium Carbide containers shall be stored in accordance with manufacturer s recommendations. 3. Liquid chemicals stored include Acetone and Lubricating Oil. All drums of acetone and lubricating oil shall be stored in areas which shall be bunded to either 110% capacity of the largest drum or 25% of the total volume of the liquid chemical which could be stored within the bunded area. 4. Drainage from bunded areas shall be diverted for collection and safe disposal Waste Disposal 1. All scrap materials shall be sorted and put aside for recycling. This shall include: (a) steel from scrapped cylinders or other scrapped items (b) brass from cylinder valves, welding equipment, etc (c) glass (d) cardboard packaging and paper (e) plastic (f) oil P _2016 Irish Oxygen Company Ltd Page 9 of 20

10 2. Domestic type refuse from the office and canteen shall be left for collection on a weekly basis by the Local Authority refuse service Packaging 1. All packaging shall be sorted into recyclable and non recyclable. Recyclable materials shall be further sorted and shall be put aside. 2. All materials shall be sent to recycling facilities holding the relevant waste permit Responsibility and Supervision 1. Overall responsibility for all environmental protection matters lies with the Managing Director. In his absence, the Assistant Environmental Protection Officer shall deputise for him. Also contact may be made with the Managing Director by mobile phone. 2. It is the responsibility of the Managing Director to ensure that all operations are carried out within the terms of all relevant Laws and regulations as well as the conditions of the Integrated Pollution Prevention and Control Licence issued by The Environmental Protection Agency. 3. During all operations a person in charge shall be responsible for routine operations and it shall be his duty to ensure that protection of the environment is carried out in accordance with procedures. 4. Where an event occurs which may have a detrimental effect on the environment the person in charge shall take all necessary steps to minimise any damage to the environment. He shall also immediately inform the Managing Director, or in his absence, the assistant environmental protection officer. 5. Where an incident occurs with the potential for damage to the environment, the Managing Director, or in his absence, the assistant environmental protection officer, shall take control of all environmental protection matters and arrange to take steps to minimise damage and avoid a recurrence. 6. Where an incident occurs with the potential for damage to the environment, the Managing Director, or in his absence, the assistant environmental protection officer shall record all matters and monitor the situation in accordance with the conditions of the Integrated Pollution Prevention and Control Licence. Where an incident occurs with the potential for environmental contamination of ground or surface water, or posing an environmental threat to air or land, or requiring an emergency response by Local Authority, the Managing Director, or in his absence, the assistant environmental protection officer, shall notify the Environmental Protection Agency and the Local Authority in accordance with the conditions of the Integrated Pollution Prevention and Control Licence. If the incident relates to the contamination of ground or surface water, notification shall also be made to the South Western Regional Fisheries Board Monitoring, Reporting and Review 1. All emissions shall be monitored in accordance with the conditions of the Integrated Pollution Prevention and Control Licence. 2. Disposal of all waste shall be recorded, other than domestic type refuse arising from canteen, office, etc. which shall be left for collection by the Local Authority refuse service. The following details shall be recorded for all waste disposal: (a) The name and transporter of the waste (b) The name of the person responsible for the ultimate disposal of the waste (c) The ultimate destination of the waste (d) Quantities of any waste removed (e) The relevant European Waste Council (EWC) code 3. Irish Oxygen Company shall report details of all emissions and waste disposals to the Environmental Protection Agency in accordance with the conditions of the Integrated Pollution Prevention and Control Licence. 4. Irish Oxygen Company shall review the results of emissions monitored and records of waste disposals with a view to reduce the environmental effects of all emissions. 5. Following review of emissions Irish Oxygen Company shall take suitable steps to alter plant, equipment or procedures to improve the environmental effects of any emission or waste disposal Training and Resources 1. Irish Oxygen Company reviews the training needs of employees annually as part of its standard procedures. P _2016 Irish Oxygen Company Ltd Page 11 of 20

12 2. The requirements for staff training in relation to environmental protection shall be added to Irish Oxygen Company s annual review of training and shall be included in its training plan. 3. All employees shall have adequate training so as to prevent any damage to the environment as a result of their duties. 4. Employees shall be trained in the procedure to be followed where an incident occurs with the potential for environmental contamination of ground or surface water, or posing an environmental threat to air or land, or requiring an emergency response by Local Authority. 5. Employees shall be trained in the procedure for dealing with complaints from the public on matters of environmental protection. 6. Sufficient resources shall be made available so as to reduce the risk of damage to the environment. These resources shall include: (a) Equipment to adequately control all plant so as to minimise the risk of environmental damage. (b) Maintenance program to ensure that all plant is maintained in a condition to minimise the risk of any failure likely to cause an emission with the potential for environmental damage. (c) Instrumentation to monitor all emissions as required by all Laws and Regulations and by the Environmental Protection Agency. (d) Training in accordance with the training plan. (e) Program to deal with public awareness and to react to complaints from the public on Environmental matters. (f) Adequate finance to cover the costs of the above Complaints Irish Oxygen Company is committed to responding to all complaints, on any environmental matter received from members of the public in a prompt and efficient manner and in accordance with the following procedure: (a) A complaint received by telephone will be recorded in the complaints file and the matter reviewed immediately by the manager or person in charge. Any action required will be carried out without delay. The complaint will be acknowledged by telephone within three working days and again, if required, after any problem, should one exist, has been dealt with. 13 (b) A complaint received in writing will be recorded in the complaints file and the matter reviewed immediately by the manager or person in charge. Any action required will be carried out without delay. The complaint will be acknowledged in writing within three working days and again, if required, after any problem, should one exist, has been dealt with. (c) A complaint received anonymously will not be accepted as a formal complaint. However, any matter raised will be reviewed by the manager or person in charge. If the complaint is justified, it will be recorded in the complaints file and any action required will be carried out without delay. If an anonymous complaint is found to have no basis, no record of it will be kept in the complaints file Public Communication and Awareness 1. Irish Oxygen Company is committed to a policy of frankness and openness in its dealings with the public on all matters concerning the Environment and the practices and procedures used to protect the environment. 2. Irish Oxygen Company invites members of the public to visit the office at Waterfall, at all reasonable times subject to a mutually acceptable appointment being made in advance, and discuss how operations affect the environment and what steps are taken to protect the environment. All members of the public visiting the site must obey all safety rules and instructions in accordance with the safety procedures of Irish Oxygen Company. 3. Irish Oxygen Company s IPPC Licence, Monthly Monitoring of Emissions and Annual Environmental Report for the previous year will be made available for examination by any member of the public who so requests, at all reasonable times subject to a mutually acceptable appointment being made in advance. 4. 14 4.8. Incident Notification In the event of an incident which caused or could cause environmental damage, Irish Oxygen Company will follow the guidelines as laid out in EPA Document Guidance to Licensees/COA holders on the Notification, Management and Communication of Environmental Incidents. Irish Oxygen Company will first assess the incident and classify its level in accordance with the table below: Ranking Classification Impact on the environment 1 Minor 2 Limited 3 Serious No contamination, localised effects Minor effect on air quality as evidenced by dust or odour complaint(s) ELV breaches An emission which does not comply with the requirement of the licence (A pattern of repeated minor incidents should be taken into account when considering the level of response) Simple contamination, localised effects of short duration Local limited impact to water, land and air Notification to and short term closure of potable water extractors required Simple contamination, widespread effects of extended duration Significant effects on water quality Major damage to an ecosystem (e.g. significant impact on fish population) Longer term closure of potable water extractors Significant reduction in amenity value Significant Damage to agriculture or commerce Significant Impact on man 4 Very serious Heavy contamination, localised effects of extended duration 5 Catastrophic Very heavy contamination, widespread effects of extended duration Irish Oxygen Company shall notify the EPA in the following manner: During office hours: by phone ( ) and by fax ( ) to an EPA inspector neither a message on an answering service nor an shall be used. Irish Oxygen Company shall take the appropriate response in accordance with the level of ranking of the incident, including the following: Deploy the necessary resources to deal with the incident. Notify the relevant bodies as specified in the licence plus other bodies as deemed necessary. Activate Irish Oxygen Company s Emergency Plan where necessary. Initiate appropriate corrective actions to deal with the incident. Initiate appropriate preventative actions to prevent a reoccurrence of the incident. Comply with the requirements of the licence conditions in relation to the investigation, notification, management and reporting. Ensure an appropriate level of contact with the public/media for the impact ranking Residuals Management Plan 1. In the event of cessation of operation, Irish Oxygen Company will leave the site in a manner that will have no adverse effect on the environment. 2. As all waste products are taken for re use or recycling as they are produced, there should be very little outstanding of these items for disposal. 3. Chemicals stored will have to be disposed of in a safe manner. 4. Since then, the procedures for environmental management have been followed and training of staff has been undertaken. Responsibility for environmental management is continuously stressed and monitored. All reports required under the program have been prepared and have been accepted by the EPA. Since setting up of the Environmental Management program, no complaint has been received. The public communication and awareness program has not attracted any enquiries.
