3 Introduction This report fulfils the requirements of the Local Air Quality Management process as set out in Part IV of the Environment Act (1995), the Air Quality Strategy for England, Scotland, Wales and Northern Ireland 2007 and the relevant Policy and Technical Guidance documents. The LAQM process places an obligation on all local authorities to regularly review and assess air quality in their areas, and to determine whether or not the air quality objectives are likely to be achieved. Where exceedences are considered likely, the local authority must then declare an Air Quality Management Area (AQMA) and prepare an Air Quality Action Plan (AQAP) setting out the measures it intends to put in place in pursuit of the objectives. In 2004 the Air Quality Action Plan was published with the aim of working towards improving air quality within the Boroughs four Air Quality Management Areas (AQMAs). Measures were included under categories for demand and traffic management, public transport, modal shift, industrial emissions and publicity. Update 2015 The tables below show the progress made on s action plan since 2004 with particular reference to the last 12 months. The action plan was originally formulated in 2004 and the measures contained therein were not produced in line with current guidance and has proven difficult to retrospectively find appropriate and relevant indicators and target reductions. This is exacerbated by many of the measures being generic across the Borough and not necessarily specific to AQMAs. It was proposed in the last progress report that as the Local Transport Plan (LTP), to which the action plan is integrated, is developing indicators (Figure 3) these would be used in lieu of individual indicators for the measures listed in Table 1. Since that time a number of changes are planned to how the LTP will be managed and therefore the continuation of such indicators is in doubt. In this report however, it has not been considered appropriate yet to develop new, separate indicators until confirmation of 2

4 these changes are available and a review of any replacements take place. If suitable then the indictors will be linked to the action plan. Actions related to ECOstars and carbon reduction within the have indicative indicators which have been used to show progress against the schemes and have been reported within the tables below. In some measures other relevant information has been included where available in place of specific indicators to show progress. The overall effectiveness of the action plan remains difficult to quantify for the reasons listed above. It should be acknowledged that many of the actions are now complete; it is the intention over the coming years to produce a new action plan integrating measures across the Borough and in the new AQMAs. Tables 1 and 2 below detail the progress made on individual measures throughout the last 12 months. Table 3 is a summary of the actions removed since Two actions have been removed, as discussed in the 2014 progress report, both actions, relating to bus measures, are considered complete. A further measure relating to the A638 Bus Corridor will be removed in the next progress report. Monitoring in the vicinity of the A638 has been in place since 2008, the corridor became operational in 2010, the graph below shows that generally concentrations have declined since the measure has been implemented. 3

5 Figure 1 Diffusion Tube Monitoring for the A638 Quality Bus Corridor Figure 2 below, shows mode share of school journeys over a 7 year period and has been included in support of the safe routes to school measure, travel plans have been completed for a high percentage of schools and measures such as the Big Pedal have proved popular. The mode share indicates that fewer car journeys are made, in turn walking and other modes has increased and bike journeys have fluctuated but currently are at about the same level at the beginning and end of the monitoring period. 4

6 Figure 2 Mode share of school journeys Planning related measures are implemented by the Core Strategy; however this will need to be replaced under the new planning regime by the Local Plan. All the measures within the AQAP should be included in the Local Plan and the Pollution Control Team will be consulted. In addition an addendum to the AQAP is being considered, it follows the best practice guidance produced by West Yorkshire, and it is the intention for this to be used in all relevant planning applications. The addendum can be found at ddendum%20v pdf. A new measure relating to the Bus Partnership will be formed for the next AQAP progress report. All other measures are progressing and will be reported on again the

13 Measure Implement the A638 Quality Bus Corridor and investigate the feasibility of expanding the Quality Bus Corridor scheme to other major routes that traverse the AQMAs, beginning with the A630 Balby Road Corridor. Figure 2 in this report shows the results and a slight downward trend can be identified along the corridor despite increasing nitrogen dioxide emissions along most major routes nationally. 14 Measure Improve the attractiveness of public transport use by a process of continual upgrading of passenger pick up points and vehicles. 15 Measure The council will investigate the feasibility of carrying out vehicle emission testing on the Boroughs fleet of private hire vehicles as part of the licensing procedure. 16 Measure The council will continue to develop the Safe Routes to School Programme, the object of which is to assess and where applicable improve the safety of the routes taken by children to and from school in order to encourage more walking and cycling and reduce the number of journeys made by car. 20 Measure The ECOstars scheme was devised under the LTP. It is a free to sign up to scheme for operators of large vehicle fleets. 25 Measure The is working towards an annual carbon reduction target of 3% as per its Carbon Commitment (CRC) obligation. The is rolling out a programme of renewable energy works to include owned buildings, schools and housing. 34 Appendix SOUTH YORKSHIRE ECO STARS FLEET RECOGNITION SCHEME IINTRODUCTION The ECO Stars Fleet Recognition Scheme 1 is a free, voluntary scheme designed to provide environmental recognition, guidance and advice to operators of goods vehicles, buses and coaches. ECO Stars actively engages with commercial vehicle operators at a local level, with the specific aim of assisting and encouraging them to reduce the negative impact of their activities on air quality and the wider environment. The scheme rates individual vehicles and the overall road transport operation using star rating criteria to assess levels of operational and environmental performance. FOCUS The scheme is a proven intervention, specifically targeting commercial vehicles (HGV, vans, buses and coaches) to reduce vehicle emissions and air quality problems that are directly related to their contribution to road traffic. It achieves this by undertaking an assessment of each operator s vehicles and a review of their management practices, providing recognition for current good practice and support for further efficiency and environmental performance improvements. As a fuel management and operational efficiency support programme, the scheme helps operators to reduce fuel consumption, thereby reducing vehicle particulate and carbon emissions.
