An Integrated Monitoring System By Hydrometeorological Institute of Albania Vienna, April, 2005 Durrësi street, 219, Tirana 1

HMI 1888-The first meteorological observation Directorate of Hydrometeorological Service, under the jurisdiction of the Institute of Sciences Hydrometeorological Institute (HMI) is founded (G.R Nr.172, 14 May 1962). Since Academy of Sciences of Albania. 2

Responsibilities monitoring of hydrometeorological elements, air and water quality and levels; assessment of climatic and water resources; providing the governmental and public administration, the weather sensitive branches of economy, society and electronic media with the hydrometeorological information (especially warning of extreme atmospheric phenomena) and studies; 3

Activity HMI carries out its activity in three main fields: Meteorology Hydrology Environment. 4

Weather forecast Weather short-term term Forecasting up to 72 hours. The numerical models used the French global model "Arpege" the limited area model, "Aladin". models outputs are received "RETIM2000" RETIM2000". Forecast up to 10 days from ECMWF are also received via this broadcasting system. 5

Weather forecast forecasts - provided to electronic media, Emergency Directorate to monitor the natural disasters, etc. every ten days - a forecast up to 10 days to be included in the "Agrometeorological Bulletin" reaction of users to the quality : very good and their interest is growing. 6

National monitoring network in accordance with WMO standards, geographical and economical conditions 150 meteorological stations 6 principal (Synoptic), 28 climatologic, 101 thermo-pluviometric and 15 pluviometric 15 phenological stations. air quality - in 15 stations of meteorological network Hydrological network : 92 river stations (7 with auto registers and 5 transmitting in distance 2 DCP from MED-HYCOS programme), 7 in water springs, 131 wells and 8 maritime stations. water quality: : expedition measurements in 30 fixed points on rivers, 6 points on lakes and 8 on coast. 7

Project-idea for Developing of an integrated environmental monitoring system collect in real time the hydrometeorological and environmental information; improve the quality of prediction and warning of extreme events; improve and strengthen the existing capacities to proper standards to get information about environmental quality monitoring and inspection; Establishment of hydrometeorological and environmental databank, linkage of historical and operational archives; strengthen the HMI operating activities as a reliable counterpart for the Balkan region relating to environmental issues; 8

Integrated environmental monitoring system Develop the integrated environmental monitoring system 15 automatic weather stations ; in 5 of them parameters of air quality: total suspanded particulate matter, precipitation chemistry, primary and secondar pollutants as SO2,NOx,O3, CO, Pb in particulate). 10 automatic station that monitor the parameters of water quality, in paralell with hydrological elements in 7 main rivers and affluents 9

Needs on operational service Need for Modernization of Weather Forecasting Access to the outputs of numerical models used in other neighboring countries Training ( learning( by using ) ) in other more developed institutions; Training and/or attending regular school from basic meteorology up to the numerical modelling techniques; Program/software for data processing, e.g. CLIDATA; Program/software for evaluation of natural potential of renewable energies Closer cooperation with users!!! 10

Needs on R&D Cooperation in regional scale: Exchange of information in regional scale Common projects in: weather forecast preparing regional scenarios on expected climate changes and their impact. regional research on climate extremes evaluation of trans-boundary water systems 11
