What is Pavement Preservation? Applying the right treatment... to the right road... at the right time

Benefits of Preservation Improved customer satisfaction Keep them (and you) happy. Lower user and agency costs in the longterm. Saves them (and you) money. Improved safety Keep them (and you) safer.

Pavement Preservation What is it? Maintain Preserve Long-term strategy that enhances pavement performance by using integrated, cost-effective set of practices that extend pavement life, improve safety and meet motorist expectations.

Pavement Preservation What it is NOT? Capacity Improvements Routine Maintenance Rehabilitation Reconstruct

What Pavement Preservation Can Do? Prolong the life of a pavement to stretch available funding further. Reduce the frequency of costly, time consuming, traffic disrupting rehab/reconstruction projects. Provide a steady state, pavement condition that is sustainable.

SHRP2 Implementation Assistance Program (IAP) Pavements Designed to help State DOTs, MPOs, local agencies, and other interested organizations deploy SHRP2 Solutions Proof of Concept Pilot help evaluate the readiness of a particular product. Lead Adopter Incentive help offset costs associated with product implementation and risk mitigation. User Incentive accomplish a variety of implementation activities. Examples include conducting internal assessments, executing system process changes, and organizing peer exchanges. 30+ Products have been offered in Rounds 1thru 6 of the IAP Round 7 is the Last Announcement 27

Primary Goals 1. Apply the Guidelines to expand State use of selected pavement preservation techniques on high-traffic-volume roads. 2. Document the process.

R26 Preservation on High-Volume Roadways Planned R-26 Project Showcase in Massachusetts in July 2015 Published Guidelines for Preservation in HVR: lay.asp?projectid=2176 For more information: Preservation_Options_for_LongLife_Pavements/ 34

Project Components Build adoption through project incentives, technical support, and peer exchanges among early implementer States. Market the program through showcases, webinars, speaking engagements, etc. Provide technical resources by developing a tool box and training programs/workshops Link efforts to partner organizations 35

R26 IAP Milestones Report S2-R26-RR-1&2 released in 2011 Implementation Plan completed Nov. 2, 2012 Deployment support established: FHWA (Thomas Van Product Lead, RC/DO Support Steve Cooper, Jennifer Albert, & Mike McGee) Cooperative Agreement with AASHTO (AASHTO/CH2MHill/APTech) Task Order w/ Leidos & APTech (David Peshkin) Round 1 IAP results released June 2013

R26: Outcomes Impacts Shorter construction periods reduce risks & enhance safety for the traveling public and construction workers. Preserving existing pavements reduces the need for major and costly major rehabilitation projects. The guides speed decision-making about which preservation strategies to use, & the strategies themselves can be applied more rapidly and with less disruption than major rehabilitation efforts, saving everyone time. Impact: 11+3+? States/Agencies routine use by 2018 Resource Responsible achieved through long-life pavement systems. 43

FHWA Pavement Preservation LONG TERM PAVEMENT PERFORMANCE (LTPP) EXPERIMENT 45

LTPP Pavement Preservation Experiment Experiment to look at both flexible & rigid pavement preservation treatments. A contract has been awarded to design the experiment, including treatments types, materials testing, performance monitoring and construction reporting. An Expert Task Group (ETG) was been establish for this experiment to provide input in experiment design and materials testing. There are 4 state representatives, 2 industry reps and one University. The goal is to build 48 test sites. 46

Other Pavement Preservation NCAT AND MNROAD PARTNERSHIP 47

Pavement Preservation Partnership Objectives Accelerated testing at MnROAD and NCAT will provide unique opportunities to determine the field performance of breakthrough materials and pavement preservation treatments. Each facility has history of evaluating the performance of pavement preservation treatments, including chip sealing, micro surfacing, crack sealing and thin overlays. Similar test sections are being developed at each facility to address needs in both northern and southern climates. Recognizing the long-term nature of measuring the impact of some pavement preservation treatments, both MnROAD and NCAT are pursuing off -site test locations on existing roads and highways that can be easily monitored. 48
