January 2011, Hotel MONS Ljubljana, Slovenia Table of Contents Aims... 1 Presentations and discussions... 2 Conclusions... 4 Annexes:... 5 Aims The CODE project (Cogeneration Observatory and Dissemination Europe), co-funded by the Intelligent Energy Europe (IEE) programme of the European Commission and aims at monitoring the implementation of the Cogeneration Directive is moving toward its end and the workshop was good opportunity for presentation of it s interesting regional and whole EU results on the 3 rd CODE Eastern regional workshop, joined with the 2 nd COGEN Day in Slovenia. These months were very dynamic and important for the future of Cogeneration in EU. What will happen with the reference values update foreseen in February 2011? Recast of Directive 2004/08/EC or merge with Energy Service Directive? What is the role of cogeneration in the long-term energy policy perspective in the transposition to low carbon society toward 2050? Is cogeneration part of these new EU strategic studies? Can we build successful roadmap for cogeneration toward 2020? What are the key issues for the new cogeneration renaissance in EU that could efficient contribute to the EU goals? On the workshop these important questions for the future of cogeneration in EU were presented and discussed based on the CODE project results and observation in the Eastern region and EU 27. Presentation of the detailed economic analysis results of cogeneration project profitability in all EU 27 member states (WP3), presentation of success stories and weak points of the cogeneration regulatory framework in the EU and region. We are facing very intensive cogeneration technology development which results in the innovative and efficient new projects. Collected EU best practice 1

2 examples collected in Handbook (WP4) were presented supplemented with the latest cases from Slovenia. Workshop was organised by JSI (CODE partner, responsible for Eastern region) in cooperation with COGEN Europe and CHPA (CODE partner) with participation of more than 130 participants from 5 EU countries, of them 7 foreign participants from Eastern region (see list of participants in appendix of the report). The workshop languages were English and Slovene. Simultaneous interpreting was provided for all presentations. Presentations and discussions 1. CODE project introduction: By: Stane Merse, Head of Energy Efficiency Centre, JSI, CODE leader Eastern Region Short introduction presentation of the CODE project was given by Mr. Merse, explained the project goals and purpose and main deliverables with programme of the workshop (Latest info on CODE project: results: cogeneration potential in the region and EU, legislation database, IRR analysis, best practices, links, etc). 2. CHP roadmap for EU and EU energy policy framework By: Fiona Riddoch, Managing Director, COGEN Europe Complete actual energy framework of EU was presented by Mrs. Riddoch, stressing the links affecting cogeneration. What the key influencing factors are for grow of CHP that should be elaborated in the preparation of the CHP roadmap for EU (WP6) was the key question. Audience was very interested in up-to-date information about the energy policy development in EU, especially in legislative aspects and how they could influence on project development in the region. 3. Support and perspectives of CHP in Slovenia By: Silvo Škornik, Ministry of Economy, Slovenia The new support scheme for cogeneration in Slovenia was presented, tackling key important issues for the investors in cogeneration. Latest CHP potential analysis results in different sectors raised attention of the regional participants interested in the new investment and the stability of support. 4. Presenting of WP3 and summary IRR results for all CODE EU regions (WP3: target, methodology and tools, summary results for the CODE regions ) By: Dr. Tim Rotheray, CHPA Skyp presentation Dr. Rotheray has presented the methodology, approach and main results for economic evaluation of same typical standard cogeneration projects in different EU MS as the main goal of WP 3 of the CODE project. Regional findings main results and conclusions and country specific illustrations were presented. Participants expressed interest in the results and access to the developed tools and calculation results. 2

Innovative cogeneration CODE EU best practice examples Handbook (WP4: best practice cases and Handbook presentation) By: Barbara Petelin Visočnik, JSI Mrs. Petelin Visocnik presented the goals and results of WP4 for presentation and promotion of CHP projects good practice examples. Presentation of most innovative collected cases from EU with detailed analysis on success and barriers factors of all collected cases gave good overview of recent investment trends and cogeneration technology development in EU more in detail presented in the Handbook. 6. Efficient planning for successful new cogeneration By: Saša Rodošek, TES Key elements and clear methodology approach for successful cogeneration project planning and implementation were illustrated in the presentation. 7. Then years experiences with cogeneration in district heating systems in Ravne and Hrastnik By: Miran Fužir, PETROL Energetika Main experiences from the cogeneration plants operated by Petrol Energetika, the largest CHP project developer in Slovenia. 8. Increase of efficiency of renewable CHP with low temperature ORC system By: Uroš Glavina, INEA Presentation of high and low temperature Organic Rankin Cycle systems as potential technology for waste heat utilisation in renewable energy cogeneration plants (latest results of research project on low temperature ORC systems). 9. TPF model and new services for cogeneration By: Jana Habjan Piletič, JHP and Aleks Jan, Energen Key issues of private public partnership and energy contracting was presented and illustrated on practical example on CHP TPF contract in Primary school in Velenje. 10. Cogeneration - new challenge for gas suppliers By: Urban Odar, GIZ DZP Presentation of new challenges of cogeneration for natural gas distributors in Slovenia. 11. Quick pass through administrative procedures By: dr. Matej Toman, Energy Agency of the Republic of Slovenia View of energy regulator on administrative procedure necessary for getting CHP support: description of process, actual issues and evaluation of development. 12. How to get efficient support By: Borut Rajer, BORZEN Latest information and advices from Support Centre, responsible for CHP and RES support scheme operation in Slovenia. 13. Visit of trigeneration plant in Technology park Ljubljana By: PETROL Energetika Visit and practical demonstration of nearby trigeneration plant operating from

4 Conclusions Huge number of participants, which actively participated in the workshop, expressed significantly increased interest in cogeneration in Slovenia, especially after approval of new support scheme in 2009, which now pay attention also in the region, as resulted by good participation from Hungary and Czech Republic, looking for new business solutions and exchange of knowledge. The workshop highlighted the actual change of EU energy policy framework, tackling also cogeneration. Huge interest in expected new solution was observed by participants to avoid and reduce economic risks in new project preparation where clear and strict roadmap for the future cogeneration was accepted as very appropriate. Results of CODE project were well accepted and found as good support for the process and future development of cogeneration. Very critical situation was observed in Hungary where all cogeneration supports were stopped in this year and the future is very uncertain. Oversized support for solar PV plants in Czech Republic, resulting in huge investment boom in 2010 is resulting in significant network problems and stop of connection of any new plant on the network. Interest for cogeneration in Slovenia is growing very fast in Slovenia, where several new players appears on the market and number of investments is growing, especially in services and district heating. New support scheme in Slovenia is the key tool for activation of existing potential. Interest for getting more information, deep knowledge on new cogeneration technology, appropriate and efficient planning and project preparation, understanding of support scheme and practical information from the successful projects were evident by the participants, so further promotion and demonstration of cogeneration good practice is very important for sustainable development of efficient new cogeneration project. Contribution of CODE project by preparation of the workshop was very significant step in this process. 4

Tehnološki park 19, 1000 Ljubljana Guided visit of trigeneration plant will be organised after the end of workshop. Please follow the direction (800 m from Hotel MONS take your own transport) marked on the following picture. Due to security reasons, the visit will be organised in groups of 10 participants (First visit scheduled at 15:45 will be announced at the workshop end), next groups will follow after min intervals.
