1 April 13, 2011 Ms. Janice M. Goebel California Regional Water Quality Control Board North Coast Region 5550 Skylane Blvd., Suite A Santa Rosa, CA Subject: March 2011 Darby Creek Surface Water Sampling Results Page Property, Willits, California Dear Ms. Goebel: This letter has been prepared to provide the Regional Water Quality Control Board North Coast Region (RWQCB) with the analytical results of the March 2011 surface water sampling conducted at the Page Property (Figure 1). Pursuant to Monitoring and Reporting Program R (dated November 24, 2009), surface water samples (PPSW 01, PPSW 02, PPSW 03, PPSW 05, and PPSW 06R) were collected from Darby Creek on March 1, 2011 and analyzed for hexavalent chromium by EPA Method 7199, as shown on Figure 2. Hexavalent chromium was not detected above the reporting limit ( milligrams per liter [mg/l]) in the routine surface water samples collected during the March 2011 sampling event. The data are summarized on Table 1. Table 1 also provides the historical results of data collected within the previous 12 months. The March 2011 surface water field data collection sheet and the subject laboratory analytical report are included as Appendices A and B, respectively. Appropriate quality control sampling 1 was conducted as described in the attached data validation report (Appendix C). Where validation results indicated bias or poor quality, data qualifiers were assigned to the respective analytical data. Data validation flags assigned during validation are defined in Appendix C. 1 QC sampling included a duplicate sample collected at PPSW 03. PP Monthly SW Ltr_Rpt March 2011

Surrogate compound recovery was out of control due to a required sample dilution, therefore, the sample data was reported without further clarification. Surrogate compound recovery was out of control due to matrix interference. The associated method blank surrogate spike compound was in control and, therefore, the sample data was reported without further clarification. Recovery of the Matrix Spike (MS) or Matrix Spike Duplicate (MSD) compound was out of control due to matrix interference. The associated LCS and/or LCSD was in control and, therefore, the sample data was reported without further clarification. The MS/MSD RPD was out of control due to matrix interference. The LCS/LCSD RPD was in control and, therefore, the sample data was reported without further clarification. The PDS/PDSD or PES/PESD associated with this batch of samples was out of control due to a matrix interference effect. The associated batch LCS/LCSD was in control and, hence, the associated sample data was reported without further clarification. Analyte was present in the associated method blank. Sample analyzed after holding time expired. Concentration exceeds the calibration range. Sample was extracted past end of recommended max. holding time. Analyte was detected at a concentration below the reporting limit and above the laboratory method detection limit. Reported value is estimated. LCS Recovery Percentage is within LCS ME Control Limit range. Parameter not detected at the indicated reporting limit. Spike recovery and RPD control limits do not apply resulting from the parameter concentration in the sample exceeding the spike concentration by a factor of four or greater. % Recovery and/or RPD out-of-range. Analyte presence was not confirmed by second column or GC/MS analysis. Solid - Unless otherwise indicated, solid sample data is reported on a wet weight basis, not corrected for % moisture.
