2 France s new Climate Plan The French Climate Plan is composed of 23 axes detailing the French government s main priorities in the field of climate and environment The objectives of the Climate Plan: - Further and promote the French initiatives against climate change - Define clear and staggered goals aiming at realizing a low-carbon and environmental friendly society - Mobilize every sectors impacting climate change: energy, finance, agriculture and transport industry - Highlight French actions on the international stage and help initiate a global commitment toward a low-carbon future for all 2

3 A widespread mobilization at the center of the Climate Plan France s prime objective is to accelerate the implementation of the Paris agreement at a national, European and international scale through a widespread mobilization of all the actors affected by climate change Mobilization of all actors at every level Citizens Private companies Administrations Local governments Associations Research institutes Mobilization of all Ministries All the French Ministries will be involved in the struggle against climate change, especially: The Ministry for the Ecological and Inclusive Transition (energy, climate, transport, construction) The Ministry of Economy and Finance The Ministry of agriculture and Food Mobilization of all States on a global scale It implies the mobilization of all governments and all the non-governmental organizations (NGO, international entities) Adoption of the Global Pact for the Environment Objective set to increase the number of ratifications of the Paris agreement 3

4 A joint effort from all the sectors impacting climate change : energy, mobility, finance and agriculture The mitigation of climate change entails : A decarbonation of the energy mix Promote and develop renewable energies, ban hydrocarbon exploration permits, lower the share of nuclear in the energy mix, establish a National Plan for climate change adaptation, define a new national priority: thermal renovation of older buildings A clean mobility End the sales of petrol-powered cars and diesel cars for a clean and sustainable mobility, establish a transition premium scheme and a bonus-malus system, create a Fund for Sustainable Mobility will be created to support the development of recharging infrastructures and innovative initiatives A further development of green finance Turn Paris into an international platform for green finance, creation of reference certifications, support countries eager to launch their own green bonds, offer the support from BPI and Caisse des Dépôts to establish a new investment fund in the field of green infrastructures and Eco-technologies A green agriculture End the importation of products causing deforestation, sustainable management of forest resources, reduce the GHG emissions by using the sequestration of carbon in the soil, protect the marine and terrestrial ecosystems, organize calls for projects aiming at developing solutions and technologies to preserve the nature 4

5 The One Planet Summit, on December 12th, 2017 In order to celebrate the 2 nd anniversary of the Paris Agreement, the French government decided to organize an international summit on climate, with the UN and the World Bank The objectives of the One Planet Summit: Celebrate the 2 nd anniversary of the Paris Agreement Mobilize all the governmental and non-governmental actors Highlight the actions undertaken by involved parties since the adoption of the Paris Agreement Foster the acceleration of their commitments toward the mitigation and the adaptation to climate change Enhance the mobilization of financial resources (public et private) 5
