Sam Son Current Situation 1.2 GENERAL INFORMATION / URBAN LAYOUT Administrative Area= 18 km2 3 urban Wards and 2 Communes Population Current population is 60,700 inhabitants ( households) - Total population Growth: 1.1% - 60% urban population - Urban density= 4,050 p/km2; Rural density= 2,500 p/km2 Economic Activities Tourism - 10 km long beach, 340 hotels and guesthouses, about 8000 rooms - In million tourists (+4%) - In peak day (around 20 days per year) Sam Son population double (+ 60,000 tourists) - Local tourism (from Hanoi) from June till September Fishery in Hoi port and along the beach Handicraft/ construction

Sam Son Current Situation 1.3 WATER SUPPLY Water Production In Thanh Hoa: Total Capacity m3/day - Ham Rong &Mat Son - Intake: Chu River - Supply Thanh Hoa City and Sam Son City In Sam Son - Two water storage tanks in Truong Le Mountain volume 800m3 and 500 m3 - Maximum water supply capacity: 7,000 m3/day (= pumping station in Thanh Hoa) Water Distribution Current water distribution capacity 7,000 m3/day (= pumping station capacity) Along the main street (Primary network: 19 km/ Secondary : 12 km/ Tertiary: 18 km) Number of connection: 5,000 (Household benefit from WS: 6,200) Coverage proportion: 48% the rest of the population use groundwater self supply Problems - Inadequate secondary and tertiary network - Problem of household connection to the network

6 Water Consumption 1. Sam Son Current Situation 1.3 WATER SUPPLY Total consumption: 750 m3/day Real WS demand: 2,051 m3/day Daily consumption per person: 60 liters (85 liters in Thanh Hoa City) Sharing out of water consumption: - Residential 59.2% - Administration 17.1% - Service/trade 14.5% - Industry/production 9.2% Only 10% of the water in hotel restaurant come from water supply system Household connected to network are using 50% groundwater 50% supplied water Water Tariff The average tariff for domestic use is 4,200 VND/m3 Administration: 6,200 VND/m 3 ; Production: 6,500 VND/m 3 ; Service: 7,000 VND/m 3 The Water supply system is currently underused. The majority of the population and activities rely on degraded underground water. The problem is the insufficiency of the network and the fact that too few people are connected.

Sam Son Current Situation 1.4 WASTEWATER Wastewater Collection Average wastewater production around 5000 m3/day Combine system - Pipes are located along the main streets of the town (covering the three urban wards) - New wastewater system (2 km pipe) have been build (first phase) - One wastewater pump with a capacity of 500 m3/day No drainage system for the rest of the City -The wastewater water is directly discharge on the ground; rice field or the sea - Only 20% of Sam Son wastewater is collected (80% of the urban core) Wastewater Treatment The collected wastewater is discharged into two wastewater pounds (located beside the existing landfill site) The wastewater is then discharged directly into the Do River without treatment Wastewater Tariff Wastewater fee per households is 10% of collected clean water fee The absence of adapted Wastewater treatment facilities is a serious problem of a tourist area, it create severe pollution damages The direct discharge of wastewater into rice field or on the ground increase the pollution of underground water which is used by around 75% of the population

Sam Son Current Situation 1.5 SOLID WASTE Solid Waste Collection The collection system cover the needs of the 3 urban wards In this three wards the solid waste production is 80 m3/day in summer and 45 m3/day during the low season Solid Waste Treatment One existing landfill site - Located West of Sam Son near Do river - Surface of 10,000 m2, already exceed the storage capacity design - Treatment capacity 50 m3/day (compare to 80 m3/day = overrun) Both storage and treatment demand exceed the current capacity of the landfill site Server pollution in summer, leachate are not treated + the wastewater pound nearby Damaging the nearby environment and the water of Do river

Sam Son Future Situation 2.2 URBAN DEVELOPMENT 100,000 habitants forecasted in 2025 in the current Sam Son - Decrease the density of the urban core (development of hotel, restaurant and resort) - Densification of the rest of the current town Territorial Expension Sam Son will be merge with 27 km2 of Quang Xuong district (6 communes) The administrative core of Sam Son will be move to the West High standard housing will be built (2000 person over 2km2) In 2025, the Total population of the new Sam Son will be 150,000 The objective is to reach 5 millions tourists per year (500,000 foreigners) Improvement and development of urban Core Truong Le Mountains Eco-tourism area - South of Sam Son - Investment: Viettel - Mailinh (3 phases 292 M USD) - Beginning - End: Quang Cu Eco-tourism Area - North of Sam Son - Investment: ACB Bank (130 M USD) - Beginning - End: Do River ecologic area

Sam Son Future Situation 2.3 WATER SUPPLY Water Production Increasing of water production from 50,000 to 80,000 m3/day in 2015 and to 140,000 m3/day in 2020 Water Distribution Supply pipe and network Upgrading of pumping station to 23,000 m3/day Water Consumption Resident to be served : 50% (with inhabitant); 2020: 85% (with inhabitant) Consumption per person : 90 litter/person/day; 2020: 120 litter/per/day Demand of WS of whole the town : m3/day; 2020: m3/day Water Tariff From 4,200 VND/m3 to 5,620 VND/m3 After +10% per year

Sam Son Future Situation 2.4 WASTEWATER / SOLID WASTE Wastewater Plan to extend the network in the urban area and the build a wastewater treatment facilities Singaporean project: cost of the project for 1 st phase ( ) is 4.84 Mill.USD. FSR have been approved in 2008 Currently there is no sufficient fund and no investor to extend the network and build the facility Solid Waste It is planned to build a solid waste treatment facility using Norway loan, located nearby Do river North-West of Samson.The loan has been approved they are now bidding for the design. The treatment capacity will be 150 t/day (= 200 m3/day) Once treated 20% of the waste will go o the existing landfill site and 70% will be used for compost, fertilizer and plastic production.
