2 Nigeria s current response to Climate Change No LED strategy in place Environmental policies, regulations and actions exist without much climate change specifics Institutions critical for delivery of an LEDS not properly funded and lacks requisite expertise Interest of keys policy/decision makers on the issue not sufficient and official commitment is low New approach with emphasis on economic/trading cobenefits (jobs, cleaner environment and GHG reductions) is required

3 Sectoral approaches Petroleum sector Revenue earner for the nation 95% foreign exchange Contributes 80% to the nation s GDP Current high emissions from gas flaring, exploration, production and distribution. Petroleum Industry Bill (PIB) can be used to monitor and verify GHG emission reduction. PIB can be used to regulate procurement of cleaner technologies for the sector.

4 Sectoral approaches Energy sector current shortfall in electricity generation - fluctuating between 2,700 3,300 MW (PHCN Daily reading as at ) Massive importing of diesel polluting generating sets (N47.3bn=$313.7m) invested in 2008 alone Level of investment required is very high Source of fund must be from government + private sector Investments in environmentally friendly technologies need to be promoted Export of petroleum products that meet the standards of a carbon constraint world

6 Agriculture and Forestry Marginalized sectors Agriculture employs about 70% of workforce Contributes 33% of the GDP Ongoing reform in agric sector needs to be aligned to low carbon pathway 2007 National Forestry Policy seeks access of international markets for forest based carbon credits, reduce dependence of rural population on wood fuel and halting deforestation Only 12% of the nation s forest cover remaining Tremendous opportunities exist in these sectors

7 Findings Current approach cannot led to an LEDS Climate change struggling for space within policy arena; at best seen as environmental issue Mitigation and GHG reduction have gained no traction in local discourse Numerous environmental policies without strengthening and gearing regulatory institutions with resources and capacity

8 Findings Cont d Need to engage the private sector at the earliest stage Overlapping of mandates and absence of coordination is a major barrier that need to be streamlined through leadership/policy/legislation Low level of implementation of policies, measures and actions

9 Recommendations LEDS to be developed as an economic development policy, that will complement Climate change actions Lead Ministry, preferable the National Planning to be mandated to develop the LEDS Amendment of the Public Procurement Act to emphasize procurement of environmentally friendly technologies Infrastructure Concession Regulatory Commission to set stringent sustainability criteria for development of infrastructures

10 Recommendations Completion of Second National Communications based on primary research by relevant institutions including verifiable GHG inventory Undertaking a Technology Needs Assessment under the amended procurement regulations Strengthening the Petroleum Industry Bill to take account of GHG emissions and promote the procurement of cleaner technologies in the industry

11 Recommendations Design a process that engage with the stakeholders, can gather the information, write the policy Support (resources/consultants) for the lead ministry/agency Three year programme to enlist the support (and promote ownership) of an LED strategy
