Our last report was on Davis Elementary School. This latest round of assessment was a baseline testing program for lead in water at the remaining six Elementary Schools in the District. Louis Berger s team led by Certified Industrial Hygienist Mr. Joseph L. Sbarra, CIH conducted the testing in June of Schools included in the baseline testing are as follows: (dates of sampling in parentheses) Columbus Elementary School (June 08, 2016) Daniel Webster Elementary School (June 08, 2016) Henry Barnard Early Childhood Center (June 01, 2016) Jefferson Elementary School (June 01, 2016) Trinity Elementary School (June 15, 2016) William B. Ward Elementary School (June 02, 2016) Before a detailed discussion of the sampling methodology and testing results, some background and context are important in helping to have a big picture persepective. Background The request for lead in water testing by the CSDNR was in response to public concerns raised by the revelation of elevated levels of lead in drinking water in the Newark, NJ schools. As a pro-active and voluntary measure, the CSDNR requested that Louis Berger conduct testing of drinking water throughout the district. New Rochelle is one of the first school districts to have voluntarily done so. The initial testing at New Rochelle Schools occurred on March 29, 2016 and followed the EPA s guidelines Lead in Drinking Water in Schools and Non-Residential Buildings. 2 The initial sampling reflected results in excess of the EPA Action Level for lead content at the George M. Davis Elementary School; based upon that, testing at that school was expanded in April That expanded testing revealed additional locations in excess of the EPA Action Level. The CSDNR immediately contacted the Westchester County Department of Health (DOH) to seek their expert guidance. The Westchester DOH recommended baseline testing throughout the District. All the districtwide baseline testing was conducted in concurrence with the Westchester County Dept. of Health (WCDOH). Prior to the baseline survey, representatives from Louis Berger, WCDOH and CSDNR reviewed and agreed upon the sampling strategy after an examination of the plumbing system at each School. Baseline testing at the George M. Davis Elementary School took place in May of 2016 and a separate report was issued for that School. Baseline testing was conducted at Davis first because by that point we had already identified problems from initial sampling. Baseline testing was conducted at the remaining six elementary level buildings throughout June Elementary schools were tested first as younger children are at greater risk of the effects of lead in drinking water. Since EPA guidelines require baseline testing to be performed under normal use conditions, no further testing was done during the summer break. Secondary schools are scheduled for testing in September Sampling Methodology Sampling Plan In developing the sampling plan for the baseline testing, Louis Berger and WCDOH conducted a thorough examination of the plumbing system in each Elementary School. One of the most important aspects for a baseline sampling program is to determine the location of the water service line. Sampling at each School started from location closest to the service line entrance and proceeded outwards from that point. Maps depicting the sampling plan for each School are included in Appendix C. In addition to conducting the examination of the plumbing systems, determining the locations for inclusion in the baseline testing program is equally important. Louis Berger and WCDOH jointly examined each School to determine the sampling locations utilizing EPAs guidance as follows: Drinking fountains Kitchen sinks Classroom combination sinks and drinking fountains Teacher's lounge sink, nurse's office sink Any sink known to be or visibly used for consumption (for example, coffee maker or cups are nearby) louisberger.com District-Wide Baseline Testing for Lead in Water in New Rochelle Elementary Schools Page 2

3 Another aspect of a baseline sampling plan includes collecting a sample of the water that comes from the service main. After the collection of the initial screening and follow-up samples described below, a water sample from the service line entrance in each School was collected using the following methodology as recommended by the EPA: Open the tap closest to the service connection. Let the water run, and feel the temperature of the water. As soon as the water changes from warm to cold, collect the sample. Protocols for Water Testing EPA recommends that a two-step sampling protocol be followed for identifying lead contamination, especially in large schools where many samples may be taken. In Step 1, screening samples are collected to identify the location of outlets providing water with high lead levels. In Step 2, follow-up water samples are taken from problem locations. The sampling procedure suggested by the WCDOH involved two distinct rounds of sampling: A round of initial screening, first-draw samples; and A separate round of follow-up, 30-second flush samples. Initial Screening Samples In Step 1, initial screening samples were taken to determine (1) the lead content of water entering the school and (2) the lead content of water sitting in various outlets within the school. The goal of Step 1 is to identify problem outlets or outlets with high lead concentrations. Initial screening samples involve the collection of "morning, first-draw" water. Morning, first-draw water most often contains the highest concentrations of lead. Such samples will, therefore, generally reflect the "worst case scenario" for a given outlet. Follow-Up Samples In Step 2, if initial test results reveal lead concentrations greater than 20 ppb for a given outlet, follow-up samples are analyzed. EPA has established this numeric cut-off, or trigger to ensure that the sources of lead >20ppb contamination in drinking water outlets are identified. Follow-up samples involve the collection of water from an outlet where the water has run for 30 seconds. This sampling approach is designed to analyze the lead content in the water in the plumbing behind the wall and the outlet. A comparison of initial and follow-up samples makes it possible to assess where the lead may be getting into the drinking water: either from the outlet or from the plumbing directly behind the outlet. Though the EPA recommended action level is 20 ppb, Louis Berger and CSDNR chose to use the more stringent action level standard of 15 ppb that applies to water utilities/providers. Note: for this baseline sampling event, the WCDOH recommended that all follow-up samples be analyzed, regardless of whether or not they exceeded the action level. louisberger.com District-Wide Baseline Testing for Lead in Water in New Rochelle Elementary Schools Page 3

4 As the EPA suggests, water samples were collected before the school opened and before any water was used. The EPA also recommends that the water should sit in the pipes unused for at least 8 hours but not more than 18 hours before a sample is taken; again, this was the case for each sample collected by Louis Berger. The 8 18 hour time distinction is made to ensure that the water collected is representative of the building's normal water use patterns. Samples were submitted to the RJ Lee Group and York Analytical Laboratories for analysis while maintaining chain-of-custody. A copy of laboratory results and the chain of custody are presented at the end of this report in Appendix A. Both the RJ Lee Group and York Analytical Laboratories are NY State Department of Health approved for analysis of lead in potable water. Laboratory approvals can be found in Appendix B. Assessment Results Discussion The analytical results for samples that exceeded the 15 ppb action level are presented in the Baseline Testing Results Exceedance Table for each School on the next page. For reference: the A samples are the initial screening, first draw samples; B samples are the follow-up samples that were collected after a 30-second flush. Overall, the results of the baseline testing were very favorable, with only a few isolated locations that exceeded the 15 ppb action level. 6 Conclusions and Recommendations For the Baseline testing program, 206 total drinking water locations were tested throughout 6 Schools: 19 (9.2%) of the initial, first draw samples collected exceeded the EPA action level of 15 ppb. Additionally, 8 (3.9%) of the follow-up samples exceeded the EPA action level. No exceedances from the service line entrances were detected. Upon receipt of the results, Louis Berger immediately recommended to the CSDNR to temporarily remove from service all sampling locations that exceeded 15 ppb. The CSDNR agreed and immediately complied with the recommendation. Louis Berger makes the following recommendations: Initial Steps: Shut-off all water at specified locations in excess of EPA Action Level. Turned off or disconnect all sinks in classrooms identified in excess of EPA Action Level. Turn off all drinking fountain locations identified in excess of EPA Action Level. Install water coolers at all locations where drinking fountains are shut off. Install EPA-approved filtration systems at each of the food preparation sinks in the kitchens. Next Steps: Install new drinking fountains in hallways to establish centralized drinking locations; Install filters at drinking fountains/sources; Remove fountains in classrooms; Modify sinks in classrooms to prevent bottle filling; Clean all faucet aerators (if present) for all sources used for drinking and/or cooking. Lead bearing sediment may end up in drinking water from physical corrosion of leaded solder and can build up in the aerator over time. Establish a flushing program as a routine, interim control measure: Once a week on Monday s flush the interior plumbing. To do this, locate the faucet furthest away from the service line on each wing and floor of the building, open the faucets wide, and let the water run for 10 minutes. Daily flushing for all drinking fountains. Open valves at these fountains and let the water run for one minute. Consider establishing a program for periodic testing for lead in drinking water at the School. After implementing recommendations, the CSDNR should conduct follow-up testing of the impacted sources to determine the effectiveness of the corrective action(s). louisberger.com District-Wide Baseline Testing for Lead in Water in New Rochelle Elementary Schools Page 6

It is important to recognize that this was a targeted sampling program as opposed to sampling program for every single drinking water source.
