2 Green Development in Postwar Kabul An Overview

3 Postwar Kabul: Moving Forward 5 million people, whose city is under reconstruction say Hullo 30 years of war and destruction have caused a lot of depression for the citizens of Kabul Kabul Municipality i has traditionally i been the most under funded province in Afghanistan (WB 2007 Study) Much reconstruction elsewhere, little in Kabul, but we are getting there.

4 Infrastructure My Key Challenges Water / waste water pumping and distribution systems, storm water systems, sewerage treatment Adequate qualified human resources Corruption in the city hall Affordable adequate Housing relocation from unplanned to safe areas a big challenge, and increasing every day with rapid growth of settlements due to influx internal displaced people and refugees.

6 Municipality s Programs Kabul Urban Solidarity Program (KSP) to deliver infrastructure and services in both planned and un planned areas. High willingness amongst residents to contribute to capital costs as high as 40% to 50%, particularly for secondary and tertiray roads and footpaths.

7 1. Greenery Improvement Developed 30 parks in two years Planted approximately 1.6 million trees in thelast twoyears

8 Greenery to reduce soil erosion Planting of 1,000,000 trees in 2012 underway to reforest the mountain slopes

10 2. Technical and HR Capacity Enhanced human resources and technicalcapacity capacity. 150 young graduate engineers 3 year on the job training for future KM leadership (USAID funded) Machinery US $ 20 million for three Departments 1. Greenery 2. Road Construction andmaintenance and 3. Sanitation

11 3. Revitalizing Kabul Street lighting 25 kms of city streets for safety Cultural programs celebration of Women s Day, New Year in 5 important locations with music. Initiated scientific seminars on thehistoryhistory and importance of Kabul city. Aspiration to bid for big sports events, both for Kabul and for the national level, inlcuding for the Olympics someday.

12 Measures for improvements of environmental/reduction of greenhouse gasses All the bakery shops in Kabul were instructed to change their fuel from wood and coal to the gas system and it was done. All the public baths were instructed to have filters for the coal burning which they have put it in place Brick kilns are also instructed not to burn used tires for fuel, but that direction is still not followed properly. The AC units of most of the shops and other institutions have been changed to split units for heating and cooling purposes.

13 How are we reducing greenhouse gasses? Started to change all street, public spaces, and park lighting to LED lights. Street lighting gis powered by solar energy. Upgrading of informal/unplanned areas in the city. Approximately 20% of the total unplanned area has been serviced. Fund raising undser way for the rehabilitation and reconstruction of three main palaces: Darulaman, Tapai Tajbaig and Chelstoon

16 We are expecting WB support for Solid waste management: 4 transfer stations and 1 dump site/land fill + equipment to replace energy guzzling old equipment New roads and tunnels through mountains to make travel and transport efficient In city mass transit: KM plans to have a fixed track, dedicated right of way Rapid Bus Transport system called Metro Bus ASAP
