4 1 Introduction Oil used for maintenance of switchgear, transformers and tap changers is drawn from a stock of used oil that is either processed by UK Power Networks, or purchased as reclaimed oil to BS148:2009. This is the normal UK practice and has been so for very many years; oil processed to BS148:2009 is not normally used by utilities outside the UK. Oil is also purchased as Unused oil to IEC Note: All oil supplied is to be uninhibited. 2 Services Required 2.1 Reclaimed Oil A new international standard has been published, IEC Fluids for electrotechnical applications - Recycled mineral insulating oils for transformers and switchgear which effectively supersedes BS148:2009. The requirements of this standard are very similar to those for unused mineral insulating oil. UK Power Networks will require reclaimed oil to be provided to IEC within 18 months of the commencement of a new contract; until that date, oil may be provided to BS148:2009 Due to the processing equipment used in the UK, some derogation is permitted by the standard which are: PCB level which is to be less than 5ppm; Acidity to less than 0.02mg KOH/g. Reclaimed oil is to be delivered to various sites in the UK Power Networks area in the following containers: 25 litre plastic containers; 205 litre metallic drums; Bulk oil in tankers. 2.2 Unused Oil 210 litre drums. Bulk oil in tankers. 2.3 Oil Services Removal of used oil. Removal of acidic oil. Removal of oil from UK Power Networks designated scrap contractor s premises. 2.4 Processing Service Provision of process plant for on line processing at site. 5 3 Detailed Description of Oil Provision Services 3.1 Reclaimed Oil Reclaimed oil is to be provided to BS148:2009 (for 18 months, then to IEC with the derogations described above) and delivered to a number of sites within the UK Power Networks area. Each delivery of drummed oil shall have a Certificate of Conformity (CoC) to BS148:2009 and each delivery of bulk oil shall have a CoC and Certificate of Analysis (CoA), stating the actual breakdown voltage, moisture content, acidity and PCB content of the oil delivered. The most frequent deliveries will be in 25 litre plastic containers and 205 litre metallic drums. The containers shall be clean and unused. Deliveries will also be required using bulk tankers to fill transformers and to fill UK Power Networks storage tanks. The tankers shall not have contained any product other than freshly reclaimed or new uninhibited electrical insulating oil before the reclaimed oil for delivery. 3.2 Unused Oil Unused mineral insulating oil to IEC shall also be supplied in 205 litre metallic drums and bulk tanker supply. These containers shall be new, unused and clean. 3.3 Oil Services There will be a requirement to remove oil from transformers and tanks in bulk and drums; this oil will be regarded as dirty oil. The removal of this oil may be from UK Power Networks bulk storage tanks, from site in bulk or drums or equipment, or from the UK Power Networks designated scrap contractor s premises. Acidic oil will be required to be removed from UK sites as above. 4 Other Services 4.1 Oil Processing Oil processing plant will be required to process oil in transformers, both when the transformer is energised and de-energised, and to fill transformers from bulk tankers via processing equipment. UK Power Networks procedures shall be followed for these processes which will be carried out under the supervision of UK Power Networks staff. The procedures required will be discussed with the service provider before the work programme is agreed. 4.2 Oil Regeneration Oil regeneration plant will be required to process oil in transformers both when the transformer is energised and de-energised. This process will normally require the oil to be treated with inhibitor after completion of the process; the service provider shall recommend the percentage of inhibitor to be used. The equipment filled with inhibited oil will require permanent notices to be fixed stating that this equipment is filled with inhibited oil. 6 5 Quality The supplier shall demonstrate how the quality of both reclaimed and unused oil will be maintained at the delivery point at UK Power Networks premises. Drums and plastic containers containing unused and reclaimed oil shall be new and unused and clean. Tankers delivering unused oil shall have only contained unused oil and shall have been cleaned prior to filling. The tankers shall have been flushed with clean dry insulating oil (to the standard of the oil to be delivered to the customer) prior to filling and the tanker not loaded until the flushing oil is of the same quality as the oil in the bulk filling tank. Tankers delivering reclaimed oil shall have only contained unused or freshly processed reclaimed oil and shall have been cleaned prior to filling. The tankers shall have been flushed with clean dry insulating oil prior to filling and the tanker not loaded until the flushing oil is of the same quality as the oil in the bulk filling tank. Tanker pumps, hoses and fittings shall have only been previously used for unused or reclaimed oil filling. All hoses and pipes shall be sealed during transportation. A sample of oil shall be provided to UK Power Networks before filling any plant or tanks. The supplier shall demonstrate the cleaning methods to UK Power Networks before the start of a new contract for the supply of oil. 6 References BS 148:2009 IEC IEC Reclaimed mineral insulating oil for transformers and switchgear.
