Shiv Kumar, Managing Partner M/s Shiva Exim Enterprises, Plot No. 3 (A+B+C+D), SIEL Industrial Estate, Rajpura, District Patiala Subject: Environmental clearance under EIA Notification dated for increase in the production capacity of Chlorinated Paraffin from 5040 MTA to MTA and hydrochloric acid from MTA to MTA in the existing Industrial Plant located in the revenue estate of Village Khadauli, Tehsil Rajpura, District Patiala by M/s Shiva Exim Enterprises. This has reference to your application for obtaining environmental clearance under EIA notification dated for increase in the production capacity of Chlorinated Paraffin from 5040 MTA to MTA and hydrochloric acid from MTA to MTA, in the existing Industrial Plant located in the revenue estate of Village Khadauli, Tehsil Rajpura, District Patiala and subsequent presentation given before the State Level Expert Appraisal Committee (SEAC) for seeking prior environmental clearance for subject cited project as required under the EIA Notification, The proposal has been appraised as per procedure prescribed under the provisions of EIA Notification dated on the basis of the mandatory documents enclosed with the application viz., Form-1, 1-A, conceptual plan, rapid EIA report and the additional clarifications furnished in response to the observations of the SEAC. It is inter-alia noted that the proposal involves increase in the production capacity of Chlorinated Paraffin from 5040 MTA to MTA and hydrochloric acid from MTA to MTA in the existing Industrial Plant

2 located in the revenue estate of Village Khadauli, Tehsil Rajpura, District Patiala. The industry has proposed to increase in the production capacity of chlorinated paraffin wax from 5040 MTA to MTA and hydrochloric acid from MTA to MTA. The industry shall use HNP/NP/LNP and liquid chlorine as raw material for manufacturing of above mentioned products. The total water requirement of the project will be 95 KLD, which will be met from canal water supply. Out of which, 3 KLD will be used for domestic purpose, 90 KLD will be used in the process and 2 KLD will be used for cooling purpose. About 2.4 KLD of domestic effluent will be generated, which will be treated in an existing septic tank. The treated wastewater will be discharged on to land for irrigation. The excess chlorine to be evolved from the process will be neutralized in the common neutralizer installed in the premises of SIEL. Green belt will be developed in an area of 1416 sq. m. and the same will be irrigated with treated domestic effluent. The existing power requirement available is KW and about KW additional power will be required. Total power requirement will be 200 KW after expansion. D.G. set of 200 KVA will be installed as standby arrangement of power supply. No forest land falls in the project site and there is no National Park and Wild life Sanctuary within a radius of 10 Km from the project site. The case was considered by the SEAC in its 66 th meeting held on , wherein, the Committee screened the application meticulously and noticed that the project proponent is required to submit certain information/data for appraisal of the project. The observations of the Committee were conveyed to the project proponent, in compliance to which he submitted the reply. The case was again considered by the SEAC in its 68 th meeting held on , wherein, it was decided to categorize the project as category B-1 and finalized "Terms of Reference" which were conveyed to the project proponent for preparation of draft EIA study report and Environment Management Plan. Thereafter, the project proponent submitted the Rapid EIA Study report. The case was again considered by the SEAC in its 83 rd meeting held on , wherein, the Committee observed that the project proponent is required to submit certain information/data for appraisal of the project and also decided to constitute a Sub-Committee to visit the

3 proposed site of the project to check its construction status. The Sub-Committee constituted by the SEAC submitted its report wherein, it was mentioned that there is no construction activity undertaken by the project proponent for enhancing the production capacity of the plant for which they have applied for environment clearance. Also, in compliance to the decision of SEAC in its 83 rd meeting, the project proponent submitted the reply. Lastly, the case was considered by the SEAC in its 91 st meeting held on , wherein, the Committee awarded 'Silver Grading' to the project proposal and decided to forward the case to the SEIAA with the recommendation to grant environmental clearance to the project proponent subject to certain conditions in addition to the proposed measures. Thereafter, the case was considered by the SEIAA in its 60 th meeting held on and the Authority noted that the case stands recommended by SEAC and the Committee awarded Silver Grading to the project proposal. Therefore, the Authority decided to grant environmental clearance for increase in the production capacity of chlorinated paraffin wax from 5040 MTA to MTA and hydrochloric acid from MTA to MTA in existing premises of the industry at complex of M/s SEIL Industrial Estates, Rajpura, Distt. Patiala subject to the conditions as proposed by the SEAC in addition to the proposed measures: A. SPECIFIC CONDITIONS: 1. Fresh water requirement for the project shall not exceed 95 KL/day after the expansion and it shall be met fromcanal water supply only. No ground water shall be tapped for the project requirements in any case. 2. Water meter shall be installed for metering of fresh water intake andrecords o f monthly water consumption shall be maintained. 3. Domestic waste water generation shall be 2.4 KL/day and it shall bedisposed off through septic tank onto land for irrigation. 4. Industry shall not generate and discharge any wastewater. 5. Water scrubber followed by alkali scrubber shall be provided to control the process emission of HCl & Cl and it shall be operated efficiently to achieve the norms prescribed by the PPCB. 6. All the vessels used in the manufacturing process shall be close to reduce

4 the fugitive emission. Adequate ventilation system shall be provided in work areas. 7. Measures shall be taken to reduce the process vapors emissions as far as possible. All the venting equipments shall have vapor recovery system. 8. The fugitive emission in the work zone environment and tank farm areashall b e monitored regularly. The emission shall conform to the standardsprescribed by the concerned authorities from time to time (e.g. Directors of Industrial Safet y & Health). 9. Regular performance evaluation of the scrubbing system shall beundertaken every year to check its adequacy, through credible instituteslike IIT, NPC or other such other institutes of similar repute, and its records shall be maintained. 10. Regular monitoring of ground level concentrations of HCl, Cl2, SO2, NOx,PM1 0 and PM shall be carried out in the impact zone and its records shall be maintained. Ambient air quality levels shall not exceed the standards stipulated by MoEF/PPCB. The location of the monitoring stations and frequency of monitoring shall be decided in consultation with PPCB. 11. The company must strictly comply with the rules and regulations with regards to handling and disposal of hazardous wastes in accordance with the Hazardous Wastes (Management, Handing and TransboundaryMovement) Rules 2008, as amended from time to time. 12. Hydrochloric Acid and Sodium Hypochlorite shall be sold only to the authorized end consumers. Month wise records of sell of Hydrochloric Acid an d Sodium Hypochlorite shall be maintained and submitted to the PPCB. 13. The project management shall strictly comply with the provisions made in the Factories Act, 1948 as well as Manufacture, Storage and Impact of Hazardous Chemicals Rules 1989 as amended in 2000 for handling of hazardous chemicals. 14. Necessary prior permissions from various statutory authorities shall be obtained. 15. All necessary precautionary measures shall be taken to avoid any kind of

5 accident during storage and handling of hazardous chemicals, especially chlorine. 16. Storage and use of hazardous chemicals shall be minimized to the extent possible and all necessary precautions shall be taken to mitigate the risk generated out of it. 17. Hazardous materials storage shall be at an isolated designated location. 18. Storage of hazardous chemicals shall be in multiple small capacity tanks/ containers instead of one single large capacity tank to reduce the risk. 19. All the storage tanks shall be fitted with appropriate controls to avoid any leakages. Close handling system for chemicals shall be provided. 20. Handling and charging of the chemicals shall be done in such a manner that minimal human exposure occurs. 21. Proper ventilation shall be provided in the work areas. 22. Personal Protective Equipments shall be provided to workers and its usage shall be ensured and supervised. 23. First Aid Box and required Antidotes for the chemicals used in the unit shall be made readily available in adequate quantity at all the times. 24. Necessary tie up with the nearby doctor qualified for occupational health shall be made to ensure that the medical treatment is given within the shortest possible time in case of any adverse condition. 25. Training shall be given to all workers on safety and health aspects of handling chemicals. 26. Occupational health surveillance of the workers shall be carried out on a regular basis and records shall be maintained as per the Factories Act and Rules. 27. Transportation of Hazardous Chemicals shall be as per the Motor Vehicle Act & Rules. 28. All transporting routes within the factory premises shall have paved roads to minimize splashes and spillages. 29. The overall noise level in and around the plant area shall be kept well within theprescribedstandards by providing noise control measures includingengineering control like acoustic insulations, hoods, silencers,

6 enclosures etc. on all source of noise generation. The ambient noise level sh all conform to the standards prescribed under the Environment (Protection) Act, 1986 & Rules. 30. The unit shall also undertake following waste minimization measures : a. Metering and control of quantities of active ingredients to minimize was te. b. Use of automated and enclosed filling to minimize spillage. c. Reuse of byproducts from the process as raw materials or rawmaterials substitutes in other process. d. Venting equipment through vapour recovery system. e. Use of close feed system into batch reactors. f. Use of high pressure hoses for equipment cleaning to reduce wastewat er generation. g. Dry cleaning / mopping of floor instead of floor washing h. Regular preventive maintenance to avoid leakage, spillage etc. 31. The unit shall develop green belt within premises as per the guidelines of PPCB. General Conditions: 1. In the event of failure of any pollution control system adopted by the unit, the unit shall be safely closed down and shall not be restarted until the desired efficiency of the control equipment has been achieved. 2. The unit shall vigorously implement environment protection measures, risk mitigation measures and safeguards recommended in the EIA Report, Risk Assessment & Hazop Study Report and Onsite Emergency Management Plan of the project. 3. A separate Environment Management Cell equipped with full fledged laboratory facilities shall be set up to carry out the EnvironmentManagement and Monitoring functions. 4. The funds earmarked for environment protection measures shall be maintained in a separate account and there shall not be any diversion of

7 these funds for any other purpose. A yearwise expenditure on environmental safeguards shall be reported. 5. Pucca flooring / impervious layer shall be provided in the work areas,chemical storage areas and chemical handling areas to minimize soil contamination. 6. Leakages from the pipes, pumps etc. shall be minimal and if occurs, shall be arrested promptly. 7. During material transfer, spillages shall be avoided and garland drain be constructed to avoid mixing of accidental spillages with domestic wastewater or water. 8. No further expansion or modifications in the plant likely to cause environmental impacts shall be carried out without obtaining prior Environment Clearance from the concerned authority. 9. The project authorities shall earmark adequate funds to implement the conditions stipulated by SEIAA as well as PPCB along with the implementation schedule for all the conditions stipulated herein. The funds so provided shall not be diverted for any other purpose. 10. The applicant shall inform the public that the project has been accorded environmental clearance by the SEIAA and that the copies of the clearance letter are available with the PPCB and may also be seen at the Website of SEIAA/ SEAC/ PPCB. This shall be advertised within seven days from the date of the clearance letter, in at least two local newspapers that are widely circulated in the region, one of which shall be in the Punjabi language and the other in English. A copy each of the same shall be forwarded to the concerned Regional Office of the Ministry. 11. It shall be mandatory for the project management to submit halfyearly compliance report in respect of the stipulated prior environmental clearance terms and conditions in hard and soft copies to the regulatory authority concerned, on 1st June and 1st December of each calendar year. 12. The project authorities shall also adhere to the stipulations made by the Punjab Pollution Control Board.

The project authorities shall inform the PPCB, Regional Office of MoEF and SEIAA about the date of financial closure and final approval of the project by the concerned authorities and the date of start of the project. 14. The SEIAA may revoke or suspend the clearance, if implementation of any of the above conditions is not found satisfactory. 15. The company in a time bound manner shall implement these conditions. The SEIAA reserves the right to stipulate additional conditions, if the same is found necessary. The above conditions will be enforced, interalia under the provisions of the Water(Prevention & Control of Pollution) Act,1974, Air (Prevention &Control of Pollution) Act, 1981, the Environment (Protection) Act, 1986, Hazardous Wastes (Management, Handling and Transboundary Movem ent) Rules, 2008 and the Public Liability Insurance Act, 1991 along with their amendments and rules. 16. This environmental clearance is valid for five years from the date of issue. 17. Any appeal against this environmental clearance shall lie with the National Green Tribunal, if preferred, within a period of 30 days as prescribed under Section 16 of the National Green Tribunal Act, REGISTERED Endst.
