The descriptin is valid fr March Regulatry Framewrk Building Regulatin (general) There are n special rules / regulatins fr slar thermal systems / cmpnents in the building regulatin. The general regulatins fr buildings and installatins shall be fulfilled. Sme examples f these regulatins are listed in the fllwing dcuments: Natinal Strategy f Energy - apprved by Albanian Gvernment, June Energy Building Cde - apprved by Albanian Gvernment, January 2003 Energy Efficiency Law - apprved by Albanian Gvernment in April Natinal Energy Efficiency Actin Plan - apprved by Albanian Gvernment, September The new Energy Building Cde (nt yet apprved) will include in the calculatin f energy lads als the cntributin f the slar thermal Natinal Actin Plan fr Renewable Energy Surces The Natinal Actin Plan fr Renewable Energy Surces (NAPRES) is recently prepared, but nt yet apprved. NAPRES takes int accunt all surces f renewable energy including specific targets fr the slar energy. This plan invlves technical and legislative measures fr the cuntry until the year 2018 that are in line with the relevant EU directives; the bligatins that the cuntry has as a party t the Energy Cmmunity Treaty; as well as the bjectives f the Natinal Strategy f Energy. Registratin There are n particular requirements fr the registratin f a slar thermal system t the lcal authrities. Safety cntrl There is n any particular regulatin related t the safety cntrl f a slar thermal cllectr / system. 1 The riginal reprt was published in 2007 and was develped in the framewrk f the prject Slar Keymark II with the supprt f the Intelligent Energy Eurpe prgramme. 3 Public Incentives (subsidies, rdinances r ther) Relevant incentives: There is n natinal subsidy scheme fr installatin f slar thermal cllectrs and systems (bth fr individuals and cmpanies). Testing There is a Slar Test Facility equipped t perfrm testing f slar cllectrs accrding t EN/ISO standards fr slar cllectrs. This facility is installed at the premises f Harry Fultz Institute in Tirana but it is nt yet accredited. A first set f trial tests, and the perfrmance tests fr 4 different Albanian, Italian and Greek slar thermal cllectrs, is accmplished by the Slar Test Facility. The perfrmance f these 4 slar thermal cllectrs is tested accrding t the EN standard. The results derived by the perfrmed tests at this facility such as: the perfrmance curve, the pwer curve and the stagnatin temperature f the slar cllectr can be further used fr the cmparisn f different slar cllectr types that are available in the Albanian market. Certificatin Prduct certificatin: There is n natinal certificatin scheme fr prducts f slar thermal There is n natinal energy labelling scheme fr ht water tanks. A draft certificatin scheme fr prducts f slar thermal systems is develped in the frame f the GEF/UNDP Prject Albania - Slar Water Heating Market Transfrmatin and Strengthening Initiative. Installer certificatin: There is n natinal certificatin scheme fr installers f slar thermal A draft training and certificatin scheme fr installers f slar thermal systems is develped in the frame f the GEF/UNDP Prject Albania - Slar Water Heating Market Transfrmatin and Strengthening Initiative. 4 Sme insurance cmpanies insure slar thermal cllectrs and systems as part f their insurance f the building. Usually, the installatin f slar thermal cllectrs and/r systems des nt change / affect the huse insurance practice. Other relevant infrmatin The General Directrate f Standardizatin has adpted 100% f all the EU/Internatinal Standards related t slar thermal cllectrs and Three f thse standards are translated int Albanian fr the needs f the manufacturers, installers and ther end-users. Bth, the reduced VAT and zer imprt taxes n slar thermal systems and related cmpnents are applicable in Albania. There is n natinal trade assciatin f slar thermal manufacturers, dealers, distributrs, and installers. Trade Barriers There are n any special trade barriers in Albania. Actins needed Regulatin: Supprtive actins fr the actual implementatin f the revised Energy Building Cde: - Training f the inspectrs, - Elabratin f calculatin tls fr the energy requirement fr space heating and cling, - Training f the building engineers, - Etc. Subsidies: Establishment and functining f subsidy schemes, bth fr family size and especially fr large size slar thermal Stable subsidies and/r ther incentives shuld be given t the prven quality slar thermal cllectrs. Subsidies shuld be based n the energy utput f the slar systems: - Certified test results fr factry made systems, - Measurements fr large custm made Testing: Establish the management f the Slar Test Facility accrding t the ISO/IEC standard. 5 Secure additinal funds fr financing the upgrade f the Slar Test Facility in rder t cnduct als the perfrmance testing f slar thermal systems accrding t the ISO standard. Accreditatin f the Slar Test Facility. Certificatin: Apprve the draft certificatin scheme fr prducts, which is develped in the frame f the GEF/UNDP Prject, as the natinal scheme fr certificatin f slar cllectrs and Apprve the draft training and certificatin scheme fr installers, which is develped in the frame f the GEF/UNDP Prject, as the natinal scheme fr certificatin f installers Educate the cnsumers t understand the imprtance f buying slar cllectrs with prven quality. Intrduce the Slar Keymark scheme in Albania.
