Challenging green field develpment The Rabai Pwer Prject was twice awarded African Pwer Deal f the Year by leading prject finance magazines. By financial clse in Octber 2008, BWSC and ur c-spnsr Aldwych had negtiated and finalized mre than 130 frmal agreements between the varius stakehlders. Signing Ceremny, Nairbi, Octber 2008 The Rabai Pwer Plant, which is a majr milestne in the Kenyan Gvernment s lng-term energy plan, prvides a thermal, cst-effective and reliable pwer supply t meet Kenya s increasing demand fr electricity thrugh a Pwer Purchase Agreement (PPA) signed between Rabai Pwer Ltd. (RPL) and The Kenya Pwer & Lighting Cmpany Ltd. (KLPC). The plant allws fr the partial displacement f less efficient plants and back-up generatrs. This is a pineer prject in the revitalizatin f Kenya s green field pwer scheme, which had been drmant fr eight years. IPPs nt nly relieve gvernments frm the financial burden f capacity expansin in the pwer sectr, but als lead t mre cmpetitin, higher efficiency, and ultimately lwer electricity rates fr cnsumers.

3 Engineering, Prcurement & Cnstructin BWSC designed and cnstructed the 90 MW Rabai Pwer Plant n a full turnkey basis. The EPC prject was fast tracked with early generatin less than a year after financial clse. Interim Taking-Over Certificate fr the 83 MW diesel plant was achieved in Octber 2009 while Final TOC, including Steam Cycle plant increasing utput t 90 MW, was achieved in the spring f September 2009, early generatin The plant shwcases the unique Cmbined Cycle Diesel principle in which the engines exhaust gases generate steam in the Heat Recvery Bilers which feed a Steam Turbine Generatr, whereby the electrical utput f the plant is increased withut extra fuel cnsumptin, hence increasing plant net efficiency. BWSC uses its independence and flexibility t custm design pwer plants utilizing equipment frm the Wrld s leading suppliers. Special emphasis was put t select Kenyan subcntractrs fr all cnstructin and erectin wrk. BWSC knw-hw has been transferred thrugh specialist supervisrs t build the plant t internatinal standards - with an impressive safety recrd. Prductin frm the Rabai Pwer Plant ended pwer ratining in the castal regin f Kenya less than a year after financial clse. The full plant prvides reliable pwer fr up t 400,000 husehlds and businesses.

4 Operatin & Maintenance The Rabai Pwer Plant is perated and maintained by a ttal staff f 53 Kenyans and initially tw BWSC expatriate managers. Rabai Operatin & Maintenance Ltd. (ROML), wned by BWSC and Aldwych, has a 20 year O&M cntract with RPL after which time the plant is handed ver t KPLC. BWSC als has a 10 year spare parts and technical service agreement with RPL. High availability The key t high availability is a cmbinatin f the right equipment, cmpetent staff, spare parts and O&M prcedures. BWSC drew n an internatinal pl f human resurces t train and assist the new rganizatin. Recruitment f Kenyan O&M persnnel started half a year befre taking-ver t allw time fr upgrading f their cmpetences thrugh curses and hands-n training. Dwntime is minimized by an integrated maintenance system which crdinates preventive wrk, tracks spare parts, and allcates resurces. The ptimal selectin f spares fr Rabai was crdinated with prcurement f the equipment during the EPC phase. The staff in Rabai has access t expedient and prficient BWSC headquarters supprt t trublesht and surce spare parts frm selected suppliers. Detailed O&M manuals and strict adherence t the manufacturer s maintenance instructins ensure cntinued integrity f the plant. The mandatry training in health, safety and envirnment was perfrmed by the Directrate f Occupatinal Safety and Health Services. Fire-fighting curses were held at the Kenya Petrleum Refinery and first aid curses by Kenya Red Crss. These activities cntinue n a regular basis thrugh external and internal exercises and prgrams designed t prevent incidences ccuring. The lng-term view The plant is built t last and t maintain high perfrmance thrughut its lifetime. The lng term view dminates the way BWSC meets external and internal stakehlder expectatins thrugh integrated Prject Develpment, EPC and O&M.
