3 CAP Africa Programme Snapshot ¾ Outcome: 10 Cities in sub-saharan Africa adopt and publish longterm climate action plans and implement actions to deliver on their targets; and national governments reflect these actions in their NDCs and NAMAs. 6 C40-SEA New Buildings Programme C40 is providing technical assistance through the Building Energy 2020 Programme for the four South African C40 cities to implement transformative policies and programmes for new building energy efficiency, by Delivery through South Africa-based delivery partner, Sustainable Energy Africa (SEA) and four Technical Officers, one based in each municipality. Development, approval and implementation of higher energy performance requirements, on a pathway to net zero carbon, going beyond current new building energy regulations/codes and/or planning requirements. Implementation of enforcement, monitoring and verification processes to support higher standards. Programme learning and best practices shared with other cities and stakeholders, including other South African cities. 6

7 The Role of a City Adviser SAMUEL CHADEMANA CITY ADVISER - TSHWANE schademana@c40.org The role of a city adviser is to enhance the capacity of the city by facilitating the climate action planning process and provide technical and strategic guidance where necessary whilst ensuring that the ownership of the climate action plan lies with the city. City advisers are guided by their work plans which are developed together with the city and outline specific deliverables and timelines for delivery.
