1 REQUEST FOR PROPOSAL Center for Connected Health Policy Public Health Institute Website Development February 2018 RFP Summary Date Issued February 2, 2018 Proposal Due Date 5:00 pm PST, February 23, 2018 Selection Notification March 1, 2018 Duration of Contract March 2018 August 2018 Background on the Center for Connected Health Policy The Center for Connected Health Policy (CCHP) is a national, nonpartisan public interest organization working to maximize telehealth s ability to improve health outcomes, care delivery, and cost effectiveness. CCHP conducts objective policy analysis and research, makes nonpartisan policy recommendations, and manages innovative telehealth demonstration projects. Furthermore, CCHP encourages collaboration among policymakers, researchers, industry leaders, health advocacy organizations, and other influential groups to advance telehealth policy solutions at the state and federal levels. CCHP was established in 2008 with funding from the California Health Care Foundation (CHCF), and is a program of the Public Health Institute (PHI), an independent, nonprofit organization dedicated to promoting health, well-being, and improving the quality of life for people across the nation and around the world. CCHP was originally created to act as a resource for California and its statewide health care decision makers providing telehealth services. In 2012, CCHP s scope grew to include national telehealth policy issues as it became the federally designated National Telehealth Policy Resource Center (NTRC-P). In this capacity CCHP serves as an independent center of excellence in telehealth policy providing technical assistance to twelve federally funded telehealth regional resource centers. These telehealth resource centers (TRC) provide a range of technical and informational support to telehealth providers and organizations nationwide. 1

2 CCHP services and reaches a wide audience from federal and state policymakers, health care professionals, researchers, academics, attorneys, health care consumers and others. CCHP s materials and outreach must be able to inform, educate and appeal to this wide variety of participants. Telehealth encompasses a broad variety of technologies and tactics to deliver virtual medical, health, and education services. Telehealth is a collection of means or methods for enhancing health care, public health, and health education delivery and support using telecommunications technologies. Telehealth helps overcomes barriers of time and distance and delivers health services and education in places that lack those resources. Telehealth has existed for decades in some form or another, but it is only in the last few years it has received increasing attention as a means to achieving the goals of the Triple Aim: efficiency, better health outcomes and better care. However, the ubiquitous adoption of telehealth continues to lag despite improved technology and increasing amounts of evidence. Existing policy barriers on both federal and state levels contribute to the limited use of telehealth. Project Description The primary objective for this project is to completely overhaul CCHP s current website ( ). CCHP expects to complete a full redesign and launch of an enhanced version of cchpca.org that will include a successful transition from its current platform Drupal over to the more user friendly WordPress platform. The most popular feature on the current CCHP website is the state telehealth laws and reimbursement policies interactive map. This feature is used worldwide by an array of different users and is the cornerstone of what CCHP offers to the nation. The interactive map and tracking system is the most complex and intricate part of the current website and is lacking in user friendliness and clarity. This feature will need significant enhancements to make it more appealing to the eye as well as improve the functionality. CCHP will require the ability to expand the number of categories of information that is currently being tracked and reflected within the interactive map as well as improve the overall user experience. CCHP is interested in identifying a firm that is familiar with both Drupal and WordPress and can conceptualize, design, and program the new web site. The logo, color palette and style guide for CCHP is solid and will be delivered to the Web site developer. CCHP s last website overhaul was completed in

3 Design Elements Well organized and intuitive to use Simple and professional design Clutter free Authoritative presentation/theme Informative with rich content Appealing to a wide variety of audiences including but not limited to: medical providers, policy makers, state and federal government officials, consumers and technology experts Quick to load and operate Improved search functionality Functionality Basic Requirements: New site will be built upon a WordPress platform this will move the site away from its current Drupal platform Standard informational pages on the Center for Connected Health Policy -- mission, services, staff, about us, contact information A curated and continuously updateable resource page that will include a variety of files, links, videos, etc. Integration of an events calendar widget Capability to gather number of page visits and track document downloads via Google Analytics (or similar). A Contact Us -style form that will include a range of questions, identifiers and selection options. Ability to automatically import new mailing list subscribers directly from CCHP website into CCHP s online mail platform, Mailchimp. Include option to pull an RSS feed directly into the Site (currently pulling California Healthline) Multi device responsive design Advanced Requirements: Improved site wide faceted search capability, including the full library resources, and the 50 state legislative tracking database. Users should be able to search by items as specific as bill number, status, state, etc. 3

4 A restructuring of the current 50 state interactive map legislative tracker to create a more user friendly experience and forward thinking design for website visitors. The restructuring must also create the ability for CCHP to expand the current numbers of categories and items being tracked. Increased functionality of the current legislative tracker to allow staff to easily upload data into the tracking system alleviating the need for staff to manually input data. Build in the capability of allowing data reports to be pulled directly from the legislative tracker Timeline Responses to RFP deadline: February 23, 2018 Responses should be submitted to: Lauras@cchpca.org Contract Awarded by: March 1, 2018 Contracting Period: March 1, 2018 August 31, 2018 The website should be completed and launched within 6 months of the contract award. Throughout the contract period CCHP staff will be available to collaboratively work on the concept, design and content of the site. The full development of CCHP s website may take place in multiple phases, some of which may go beyond six months if necessary, as long as the basic information and infrastructure is accessible online by the initial deadline. Budget Candidates are requested to submit a budget that does not exceed $75,000. CCHP has allotted an additional $5,000 to host and maintain the site during its first year of operation. CCHP understands that the cost of projects like this one can range significantly. Consideration will be given to investing more over time if necessary and appropriate as our needs evolve. However, at this point, our budget constraints are firm. Request for Qualifications In order for us to consider and select a qualified vendor, please provide the following information. An overview of your firm s capabilities, including your expertise designing and building websites and whether you regularly maintain them in an ongoing way for your clients 4

5 A summary of your Firm s experience with both Drupal and WordPress Platforms. A process for completing work on the initial website (phases, timing, points of contacts, etc.) and how you partner with clients for maintenance and support once the initial launch is complete Your approach to staffing this project (including the names, levels, experience, location of potential team members) References and current contact information for at least 3 previous or current clients At least 3 web sites your firm has developed that are relevant to this project Your estimated cost to complete the project, broken down into any relevant categories, including the cost of conceptualizing, programming, launching, and maintaining the site over time. Please specify any incremental fees or costs that CCHP might incur in addition to your charges (e.g photography, graphics, hosting service) 5
