Presently, the project scope is very well defined and project is under full implementation, with 95% of total project funds sub-lended through 21 ongoing subproject. Works are ongoing on 17 sub-projects, while works on 3 sub-projects are already completed. The project closing date is 16 months away. With disbursements at 41 % and commitments at 71 %, the commitment is growing faster than expected during a last mission (27% commitment growth in 7 months), and the project is likely to complete the majority but not all planned construction activities by the project closing date, so closing date extension might be needed to complete all planned and ongoing investments. Wastewater investments (Component 1) remain the main focus of the Project Implementation Unit (PIU) with 43 construction contracts, 57 consultancy contracts and 6 goods contracts completed or under implementation. Though significant portion of funds have been committed under this component, delays have been experienced on a number of contracts. These are due to long project preparation, and slow permit issuing, land ownership issues taking long to resolve, unsuccessful procurement processes (mainly caused by lack of responsive bids), slowed works due to archaeological findings, and inability to work during a summer period due to the tourist season. The Institutional Strengthening (Component 2) has achieved some very important objectives, in particular with the establishment of a benchmarking system and commencement of the sludge management study, and is moving ahead with preparation for applications for EU funds. Activities on Seawater Quality Monitoring (Component 3), managed by Croatian Waters (HV) and the Ministry of Nature and Environment Protection (MEPN) has started and are making a good progress, indicating that this component will be fully implemented before the project closing. GEF grant component remain under utilized. In preparation for Croatia becoming an EU member state (July 1, 2013), the team is, together with the Client, reevaluating the existing implementation arrangements to explore possibility for help with the higher absorption of EU structural funds.
