We are sharing this with you, our new neighbors, to enhance public safety, awareness and environmental protection. Pipelines provide the safest method of transportation for natural gas and NGLs. If you take a hot shower, heat your home, or use anything made from rubber, plastics or synthetics, we helped provide it. HAZARDS TO BE AWARE OF LIVING NEAR AN NGL PIPELINE Though highly unlikely, incidents do occur on occasion. In the event of damage to a pipeline, be aware that NGLs can leak possibly causing environmental damage, fires, explosions or asphyxiation. THE LEADING CAUSE OF PIPELINE DAMAGE: THIRD PARTY EXCAVATION For your safety, most of our pipeline is buried. Pipeline damage is most often caused when third parties unknowingly dig, blast or drill in a pipeline right-of-way _DCP_SandHills_PAP_Affected_Public_brochure_R13_IMAGES.indd 3

4 DCP S DAMAGE PREVENTION PROGRAM DCP s damage prevention program was created to prevent potential damage caused by third party excavation activities. We communicate with excavators and the general public near our facilities to promote 811 awareness. We actively participate in nationwide 811 One Call or Call Before You Dig programs. We provide on-site notification to the public and excavators and identify the approximate location of our pipelines using a permanent marking system. Additionally, we participate in the National Pipeline Mapping System, which pinpoints the location of DCP s transmission pipelines. We continue to emphasize our focus by responding to One Calls and correctly marking lines and meeting all necessary reporting requirements. DCP S PIPELINE INTEGRITY PROGRAM WE RE STRINGENT ABOUT SAFETY DCP employs strict safety regulations and the most advanced technologies available to ensure our pipelines are more than fit for service. Our pipelines are fully automated and monitored 24 hours a day. We also conduct inspections, routine testing and risk analysis techniques, and use stateof-the-art corrosion protection. All DCP operating employees are fully trained and tested in emergency response. And, we coordinate annually with local emergency service providers to provide training and resources to ensure preparedness. PREVENTING CORROSION DCP uses multiple tools and technology to monitor for both internal and external corrosion along the pipeline. These corrosion prevention practices are used during design, construction and on-going operation, and through proper maintenance activities _DCP_SandHills_PAP_Affected_Public_brochure_R13_IMAGES.indd 4

5 LOOK FOR THE MARKERS For your safety, pipeline markers are located throughout our pipeline rights-of-way at sites such as road crossings and railroad crossings, and help identify the approximate location of our pipelines. OUR LINE MARKERS LIST: The commodity transported Our company name A 24-hour telephone number where a person monitoring our pipelines can be reached at any time: THE INFORMATION PROVIDED ON THE LINE MARKER IS HELPFUL, BUT LIMITED. IT IS IMPORTANT TO REMEMBER THAT: Line markers are placed near the pipelines, but not necessarily directly on top of them. A pipeline may not follow a straight line between adjacent markers. Line markers cannot be relied on to provide complete information on the depth or number of pipelines in the area. PIPELINE MONITORING Once the pipeline is operational, DCP will perform continuous monitoring. The pipeline will be surveyed a minimum of twice a month. We will be looking for leaks and right-of-way encroachments. Block valve and equipment inspection will be done at least twice a year. A cleaning device will be inserted into the pipeline periodically to travel freely with the product flow. DCP will also perform periodic right-of-way maintenance, clearing grass and plants, as well as, maintaining and/ or installing signs and markers in accordance with the Department of Transportation standards. 6 HOW TO RECOGNIZE AND RESPOND TO A PIPELINE LEAK Your senses of sight, sound and smell are the best ways to detect a pipeline leak: SIGHT Accumulation of NGL product on the ground or in the form of a mist Ground appears to have an ice ball A dense white cloud or fog A spot of discolored or dead vegetation in an otherwise green area A rainbow-colored sheen on the surface of water Fire and smoke if the petroleum product has ignited Dust blowing from a hole in the ground Continuous bubbling in wet or flooded areas Abnormally dry or hardened soil Flames, if leak has ignited SOUND Unusual noises - from a slight hiss to a roaring sound SMELL Strange or unusual (gaseous or hydrocarbon) odor CALL 811 BEFORE YOU DIG! Before you dig or excavate, state law requires that you contact the One Call Center by simply dialing 811. It works from anywhere in the United States. You may also need to contact companies that may not be a member of the One Call Center such as local water districts. Please call before you start your project, whether landscaping, building fences, or major construction. DCP Midstream and other utilities will mark the location of their lines at no cost to you. 7 WHAT SHOULD YOU DO IF YOU SUSPECT A PIPELINE LEAK? Your first concern should be for your personal safety and the safety of those around you. IMMEDIATELY SHUT OFF and abandon any machinery/equipment you may be operating. Avoid creating sparks or sources of heat that could cause the vapors or liquid to ignite. AVOID any open flames or other sources of ignition. Do not start up motor vehicles or electrical equipment. EVACUATE the area by heading upwind and upgrade and try to prevent unsuspecting people from entering. ABANDON any equipment being used in or near the area. DO NOT attempt to operate any pipeline valves. DIAL 911 GET HELP from local law enforcement officials to isolate the area. DO NOT attempt to extinguish a fire. Request local firefighters to assist and to protect adjacent property. Call our 24-hour emergency, toll-free number and give your name and phone number, a description of the leak, and its location. DCP Midstream will take appropriate actions to protect the public and the environment. WHAT ARE THE POTENTIAL TROUBLE SIGNS THAT SHOULD BE IMMEDIATELY REPORTED? 8 IN THE EVENT OF AN INCIDENT, DCP WILL TAKE IMMEDIATE AND APPROPRIATE STEPS TO LIMIT THE DAMAGE In an emergency, our priority is to protect the public, the environment and our employees. DCP will activate its emergency response plan, which includes notifying emergency responders. In the event of a leak or fire on the pipeline, remote controls (otherwise known as supervisory control and data acquisition, or SCADA) would be engaged to close the automated block valves immediately. The DCP Midstream Houston Control Center would be notified to shut down the section of pipeline and isolate the leak. A site survey of the area would be performed, and, if needed, evacuation and notification of residents would be done as soon as possible.
