5 Fundamentals Groundwater banking is an arrangement where an entity temporarily stores water in the underlying basin for future use. Groundwater banking operations remain under local control. The project must provide benefits that make local conditions better than without the project. Local mechanism to monitor, measure impacts and avoid or limit potentially negative impacts. 5

7 Objectives, Principles and Methods Overall Objectives: Improve supply reliability and sustainability for all parties Improve groundwater basin conditions Demonstration Project Phase 1 Objective: Develop substantial evidence that a groundwater recharge, storage and extraction project is feasible prior to investment of large-scale capital facilities Feasibility Established By: NSJWCD, SEWD, SJC, and EBMUD consensus. Local support for the project. Technical and financial feasibility. Able to be permitted by SJC. 7

8 The Demo Project must: Design Constraints Result in a Groundwater Export Permit. Physically export banked groundwater. Improve basin conditions. Fit within the $4M budget. Maximize additional value beyond the Demonstration. Value added to NSJWCD South System. Pump station upgrades as part of $4M significantly reduce cost of water deliveries. Upgrades to diversion facilities. Leverage additional funding opportunities WaterSmart Grant DREAM Project neighbors support. Minimum fill cover for pipeline. Tees and blind flanges along return pipeline. Leverage existing wells for pump back and monitoring. 8

12 Schedule February 17 Presented DREAM Project to Advisory Water Commission. February 24, 2016 Public meeting inviting landowners within 2-miles of extraction well. Early March Publish NOI to adopt MND (begins 30-day comment period). Early March Submit Export Permit application to Director of PW w/proposed MND. Early March Publish Notice of Permit Application (begins 30-day comment period). Early April Close public comment, prepare final MND. April 20, 2016 AWC to consider recommending GW Export Permit Approval. May 2016 Board of Supervisors consideration of CEQA documents and sets public hearing date for GW Export Permit. June Public hearing on application; Board considers issuing GW Export Permit. 12
