7 Recast Energy Performance of Buildings Directive Directive must be transposed by July 2012; New requirements begin from 9 Jan 2013 at earliest Robust BER system in place under original EPBD: 280,000 valid BERs currently in place for Dwellings 8,000 valid BERs currently in place for non-domestic buildings Transposition Plan and new SI being finalised for consultation by end 2011

9 Recast Energy Performance of Buildings Directive Key Additional Requirements (Continued) Art 13 Requirement to display energy certificates extended to decreasing Floor areas and increasing scope of Buildings: Buildings Occupied by Public authorities and frequently visited by public 1000 m2 (current) 500 m2 from 9 Jan m2 from 9 Jan 2015 Non-domestic buildings frequently visited by the public and over 500m2 from 9 Jan 2013 Existing approach to DECs for public buildings currently being reviewed before deciding on new approach; proposals will be included in public consultation. Art 9 Nearly Zero Energy Buildings i.e. Buildings with a high energy performance where the very low amount of energy required should be to a very significant extent be met from renewable sources including onsite or nearby Outline plan for Ireland s transition to nearly zero energy buildings will be included in Recast EPBD Transposition Plan

10 Planning & Development Alternative Energy Systems feasibility study mandatory for new buildings and encouraged for existing buildings Exemptions for small scale renewable technologies for residential dwellings, industrial buildings, business premises and agricultural holdings Sustainable Residential Developments in Urban Areas-Guidelines for Planning Authorities -provides for energy efficient design, orientation and district renewables where appropriate

12 Buildings Other than Dwellings Full review of Part L /TGDL in 2012/2013 Broad approach of review to make the requirement contained in the Regulations more specific to tighten the performance levels specified in TGD L to recognise that a range of factors contribute to the overall energy consumption of buildings and to retain flexibility and options for designers/specifiers/owners

13 Buildings Other than Dwellings RFT for consultancy now being finalised: Scope: To identify ambitious & realisable energy/co2 performance targets for next and future revision of Part L make the maximum practicable contribution to Government energy/co2 targets, be comparable with the best in Europe;

14 Buildings Other than Dwellings Consultancy Tasks Analysis of Current Regulations and policy and comparison to other MS Identification of typical buildings and a design and analysis of packages of measures to be modelled. Modelling of these packages of measures to achieve step improvements in energy performance of buildings. (N.B. Feasibility and Cost/benefit) Recommendations on targets, improvement of NEAP parameters and proposed revisions to TGD L.
