6 INITIATIVES: ENVIRONMENT BILL 44 AND CARBON NEUTRALITY In 2008, the Government of BC passed the Greenhouse Gas Reduction Targets Act, Bill 44. Carbon Neutral The government has established a target for all public-sector organizations (PSOs), including SFU, to be carbon-neutral by "Carbon neutrality" is defined here as a zero sum between the emissions we generate and carbon offsets we purchase. SFU must also achieve specific emission-reduction targets, including reducing emissions by 33 per cent from 2007 levels by 2020 and by 80 per cent by These are "hard targets" rather than "intensity targets," which means the reductions are relative to the 2007 baseline established in our first greenhouse gas (GHG) emissions audit and do not change as SFU grows in physical space or full-time employee and/or student numbers.

8 INITIATIVES: NEIGHBOURHOOD ENERGY INNOVATIVE PARTNERSHIP MODELS FOR SUSTAINABLE ENERGY DELIVERY CORIX ENERGY SERVICES Corix plays critical role in providing full range of energy services to the utility From initial concept to ongoing operations Corix builds, owns and operates the GeoExchange infrastructure Corix provides billing, complete customer care services and system maintenance Corix will also make capital investment in infrastructure, directly contributing to community development 70 years of experience in providing cost-effective, safe and efficient utility infrastructure

9 UNIVERCITY STAND-ALONE TECHNICAL CONSIDERATIONS Start-up Capacity Natural gas fired boilers Temporary location at parcel 25 Size of the system 5.7 MW including peaking loads Full Capacity Biomass energy plant Location at South Neighbourhood corner of Tower Rd. and South Science Rd Size of the plant 2.5 MW base load for biomass Start-up boilers will provide a peaking capacity

10 Radiant Costs - baseline versus NEU - Premium for stand-alone hydronic in-floor radiant: $7-$10/sf - Premium at UniverCity: $2.00-$2.50/sf in concrete (topping slab) $3.00-$3.50/sf in woodframe - Premium for radiant baseboard: $1.50-$2.00/sf - This reduction is a direct result of: - Reduced supply size due to energy efficiency requirements - Provision of NEU and ETS into building - Removal of mechanical systems; boilers and water storage - Elimination of DHW and associated piping and pumps - Variation would be due to number of zones, size of manifolds, site built vs. pre-fabricated manifolds, size of units, etc.

11 Radiant Savings - mechanical room reductions - Reduction in below-grade mechanical rooms and associated concrete works - Typical unit building (approx 70,000sf) will see an estimated return of 3 to 4 additional parking spaces to the parking count; est. value of $60,000 to $100,000 - Savings in construction cost of mechanical room to house boilers and DHW systems; concrete walls, blast doors, fire rating, etc; est. value of $250,000 - Total savings: $310,000-$350,000

12 UNIVERCITY/SFU COMBINED TECHNICAL CONSIDERATIONS FOR COMBINED SOLUTION SFU Required Start-up Capacity Natural gas fired boilers Size of the system 5 MW SFU Required Full Capacity Central Energy plant for the Campus and UniverCity High Efficiency combustion and gasification Size of the plant up to 10 MW base load for biomass Start-up boilers will be moved to the plant location, a capacity will be added to accommodate peaking requirements 30 MW total capacity w/biomass and gas Combined Full Capacity Central Biomass Energy plant for the Campus and UniverCity of 12.5 MW High Efficiency combustion and gasification 36 MW total combined capacity

13 UNIVERCITY/SFU COMBINED BENEFITS FOR ALL Move and upgrade the existing central energy plant Comply with Bill 44 requirements Use alternative energy sources; reduce neighbourhood and campus GHG s (approx 65% and 80% respectively) Capacity for future combined heat and power solutions Enhanced sellability of market units and improved space conditioning and comfort for campus and community Cost management: eliminate carbon taxation of up to $750,000/annum manage capital spending secured funding for gap differential (approx. $4-6M) over 20 year utility model w/ $32M capital cost Provision of energy to customers for baseline pricing and 20 year levelized rate security
