Energy statistics in EU serving the energy policy Michael Goll European Commission Eurostat E5 Energy

Overview Energy Quantities Energy Statistics Regulation - Legal basis Annual data collections Monthly data collections Energy policies Security of supply (stock holding obligation) Energy dependency Energy efficiency Combined Heat & Power Energy intensity Renewable energy Climate change and energy ( indicators) Transparency of energy prices Publications

Legal basis Regulation (EC) No 1099/2008 of the European Parliament and of the Council of 22 October 2008 on energy statistics In force since 1 st January 2009 Official Journal L304, , p amended by Commission Regulation (EU) No 844/2010 Official Journal L 258, , p. 1-55

Annual Data Collections 1 Five questionnaires by energy carrier Oil Natural Gas Solid fuels Electricity & Heat Renewables

Annual Data Collections 2 Coverage - Reporting countries EU 27 + EFTA [Norway, Iceland*, Switzerland] + Candidate Countries [Croatia, FYR of Macedonia, Turkey] Submission deadline to Eurostat 30 th November of the year following the reported period Data release deadline According to the Energy Statistics Regulation: 31 st January of the second year following the reported period 2010 ANNUAL DATA RELEASED Approximately one million records per reference year uploaded to Eurostat s Dissemination Database!

Annual Data Collections 3 Revision [first] of annual data sets A couple of months after the first data release expected for end of March 2012 this year Detailed breakdowns more detail Additional series All aggregated information to be reworked from scratch definitions, formulae, implementation, upload routines

Monthly Data Collections M-3 submitted 3 months after the reference month Monthly Oil and Natural Gas Statistics [MOS] ENERGY_MOSOIL_M & ENERGY_MOSGAS_M Monthly Electricity Statistics [ELEC3] ENERGY_ELEC3_M Monthly Solid Fuels Statistics ENERGY_SOLID_M

Monthly Data Collections M-3 submitted 3 months after the reference month Not all energy carriers covered - no specific RENEWABLES Q Only SUPPLY side data Not directly comparable with annual Monthly data are by definition provisional, i.e. meant to QUICKLY provide energy related tendencies, long before annual data can be made available

Security of supply Primary production Imports and exports Stocks Particular emphasis currently on OIL And Natural GAS Transformation output

Energy dependency Expresses to which extent Member States depend on energy imports Only one Member State is a net exporter of energy: Denmark Most Member States depend heavily on energy imports Only one fuel group is produced to an important extent inside the EU: solid fuels (hardcoal, lignite and peat)

Energy dependency in % of total energy consumption

Natural gas dependency in %

Combined Heat and Power [CHP] - NEW indicator Legal basis: Directive 2004/8/EC to promote cogeneration in the EU CHP data collection included in the regular annual questionnaire on Electricity & Heat Compiled data can be found through the navigation tree of Eurostat s both in Energy Statistics - quantities (t_nrg_quant) Structural (Lisbon) indicators (tsien010), Under the title Combined heat and power generation (tsien030)

Combined heat and power generation Percentage of gross electricity generation

Climate change and energy indicators Greenhouse gas emissions of at least 20% below 1990 levels The Kyoto Protocol requires the EU to reduce greenhouse gas emissions by 8% below 1990 levels by Most of the Member States that joined the EU in 2004 have the same target. The target for Hungary and Poland is -6% while Cyprus is no Annex-I Party to the UNFCCC and thus have no target. Share of renewable energy in gross final energy consumption should reach 20 % Reduction in primary energy use compared with projected levels, to be achieved by improving energy efficiency

Total Greenhouse Gas Emissions (in CO 2 equiv.) indexed to 1990

Renewables Directive 2009/28/EC on the promotion of the use of energy from renewable sources EU2020 Indicator: Share (%) of renewable energy in gross final energy consumption

Share of renewable energy in gross final energy consumption (in %) in 2009

Energy intensity of the economy Gross inland consumption of energy divided by GDP (kg oil equivalent per 1000 )

Energy intensity of the economy in kg of oil equivalent per 1000 of GDP in 2010

Transparency of Energy Prices Legal basis Directive 2008/92/EC of the European Parliament and of the Council concerning a Community procedure to improve the transparency of gas and electricity prices charged to industrial end-users Official Journal L298, 7 November 2008, p In force since end of November 2008

Publications 1 Broad spectrum of dissemination activities "classical" paper publications - LESS electronic publications MORE Especially as Statistics Explained articles Data in Focus - DISCONTINUED electronic dissemination through the Eurostat webpage of selected information

Publications 2 "Statistics in Focus continued as separate publications or Statistics explained pages; Data in Focus only as Statistics explained pages

Publications 3 DISCONTINUED "Energy: Yearly Statistics MAINTAINED "Energy Balance sheets pdf only new edition expected by mid-2012

Publications 4 POCKETBOOK "Energy, transport and environment indicators Next edition to be released end of 2012
