2 Solutions Center Background & Vision 2 CleanEnergySolutions.org Helps governments design and adopt policies and programs, and mobilize investments that support the deployment of clean energy technologies The Solutions Center: Is one of several CEM Initiatives, which include: International Smart Grid Action Network Global Superior Energy Performance Partnership 21st Century Power Partnership Global Lighting and Energy Access Partnership Australia Canada Indonesia Sweden France Mexico United States India The Clean Energy Ministerial (CEM) launched the Clean Energy Solutions Center in 2011.

4 Solutions Center Goals & Audience 4 CleanEnergySolutions.org Goals Serve as a principal clearinghouse of clean energy policy and program resources Share clean energy policy best practices, data, and analysis tools across countries and economies Deliver dynamic, customized services that enable expert assistance, learning, and peer-to-peer sharing of experiences Foster dialogue on emerging policy issues and innovation across the globe Serve as a primary resource for identifying project financing options and information to expand markets for clean energy Target Audiences Primary Government Representatives, Policy Makers and Advisors Secondary Private-Sector Companies Energy Entrepreneurs and Investors Non-Governmental Organizations Civil Society Others Engaged in Clean Energy

5 Ask-an-Expert : Solutions to Policy Barriers We connect you to a global network of energy experts for personalized attention and quick response technical assistance on strategies, regulations, standards, financial incentives, and deployment programs for a broad range of clean energy sectors and technologies including: Energy Access Energy Efficiency Renewable Energy Smart Grid Transportation Utilities Delivered no-cost assistance for more than 300 requests from over 90 countries. 6 Working with ECREEE- Supporting ECOWAS Templates for NREAPs and NEEAPs Subsequent consultations in developing action plans Supported Gender Mainstreaming in Energy Access Policy, and assisting with follow-on regulation Supporting development of renewable fuels standards for biofuels Developing MRV system for energy efficiency & renewable energy Clean cooking policies, measures, and standards Capacity building for energy efficiency audits and assessments 6

7 Nationally Determined Contributions Leadership Compact (NDC LC) USG launching NDC LC to partner with 15 or more developing countries from Africa, Asia, and LAC that are leaders in commitments and actions to move quickly in making substantial progress in addressing climate change. Objectives: Enable developing countries to move quickly in making substantial progress in achieving ambitious mitigation targets as reflected in their NDCs Showcase leadership in their NDC implementation so they serve as regional or global role models and inspire replication of their successful approaches by other countries. 7

8 Nationally Determined Contributions Leadership Compact (NDC LC) USG will deepen and strengthen technical assistance to support implementation of NDCs in specific sectors including clean energy Support measures to scale-up investment Provide support to NDC LC countries to conduct an array of activities to prominently showcase their leadership areas and enable learning and replication by other countries. 8

9 NDC LC and ECOWAS Beyond bi-lateral support to selected countries, one region was included ECOWAS!!! NDC focus will be on clean energy Competitive process interested countries will submit proposals through ECREEE Must be submitted by Energy or Environmental Ministers 4-5 countries will be selected and receive technical support from NDC Leadership Compact through the CESC 9

10 Criteria Identified areas of current and ongoing clean energy actions by the government that are achieving significant results and strong candidates for showcasing regional leadership Degree of commitment by the government for implementing specific clean energy policies, programs, and finance measures aligned with NDC goals and aligning clean energy programs with NDC implementation Well defined plan for advancing design and implementation of priority clean energy policies and measures 10

11 Criteria Established process for coordinated design and implementation of the priority policies and measures across key government agencies, the private sector, and civil society Willingness to publically share experiences and lessons with NDC implementation and serve as peer advisor to other ECOWAS countries and countries in other regions. 11

12 Coordination and Review ECREEE will serve as the coordination hub for the ECOWAS NDC LC and liaison with CESC ECREEE will collect proposals via their website A dedicated web page will be established in the coming days and include a unique address Review panel with consist of: 2 representatives from ECREEE 1 representative from the CESC 1 representative from the U.S. State Department 1 representative from USAID (TBC) Willingness to publically share experiences and lessons with NDC implementation and serve as peer advisor to other ECOWAS countries and countries in other regions. 12

13 Timeline Solicitation announced by end of October, prior to COP COP announcement ECOWAS is the selected region + bi-lats Special side event Countries selected by end of calendar year Formal letter of notification sent to Energy Ministers from Special Envoy for Climate Change at the U.S. Department of State Technical assistance will begin request submitted to ECREEE and engage CESC Of note, countries who will not be included in the NDC LC are still eligible for more limited assistance through the CESC Ask an Expert service 13
