2 HISTORY The Stormwater Utility was implemented in (WITH GREAT DIFFICULTY). CDM Smith prepared the plan and supporting data. Prior to 2008 all sewer and stormwater costs were incorporated in the sewer user fee. Prior to 1981 all sewer and stormwater costs were incorporated in the tax base. The CSO Project started planning phases in 1984 and currently has a proposed completion date of December 31, 2025.

3 STORM FEE BASICS The Equivalent Residential Unit (ERU) is based on 2,800 square feet of impervious surface. The ERU is $35 per quarter. No increase since 2008 implementation. All residential properties from 1 to 8 units are charged at the base ERU rate. All commercial and industrial properties are charged based on $35/quarter per 2,800 square feet of impervious surface.

6 WHO PAYS? Any property that contributes to stormwater systems, including: Combined sewers. Catch basins. Storm drains/pipes/culverts. Wetlands, Streams, Detention Ponds and Ponds that have control structures such as dams and gatehouses. This includes overland flow to stormwater systems.

7 APPEALS PROCESS Be prepared to have an appeals process. Make the appeals form easy to complete. Be prepared for inspections. Be prepared for denials of appeals and backlash. Make sure that the authorities to make the decisions are clear. Provide proper support for denials including GIS depictions of stormwater flow path and impact on the utility. We processed close to 1000 appeals.
