1 Terms of Reference for Consultancy Services of Ecosystem-based Adaptation (EbA) in Mountain Ecosystem in Nepal Background The Ecosystem-based Adaptation (EbA) is the use of biodiversity and ecosystem services, as part of an overall adaptation strategy, which helps people to adapt to the adverse effects of climate change. It considers sustainable restoration, conservation and management of ecosystems to provide services that enable people to adapt to the impacts of climate change. EbA can generate significant social, economic and cultural benefits, contribute to the enhancement of biodiversity, and build on the traditional knowledge and practices of indigenous peoples and local communities. Ecosystem-based Adaptation in Mountain Ecosystems (EbA) is a global project, initiated as per the UNFCCC Adaptation Framework, to look at the impacts of climate change and being piloted in three countries; namely Nepal, Peru and Uganda. The project is supported by Germany s Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) and is jointly implemented by the United Nations Environment Programme (UNEP), the International Union for Conservation of Nature (IUCN) and the United Nations Development Programme (UNDP). In Nepal, the Ministry of Forests and Soil Conservation (MoFSC) is the implementing agency at the national level in partnership with UNDP, UNEP and IUCN, while the Ministry of Science, Technology and Environment (MoSTE) plays an overall coordination role. The pilot site for this project in Nepal is the Panchase area belonging to Kaski, Parbat and Syangja districts. This area was chosen due to its vulnerability to climate change impacts, with negative impacts on water resources, agriculture and biodiversity. The major climate risks in this area are from landslide hazards during the monsoon season. The Project is designed on the premise that the social and human adaptation is best achieved ensuring the continued provision of ecosystem services and enhancing human capacities to address current challenges and future uncertainties. This is especially true in the context of the mountain regions of Nepal where communities continue to be significantly dependent on ecosystem services for their livelihoods. The Project has four major components: (i) development of methodologies and tools for EbA decision-making in mountain ecosystems; (ii) application of EbA tools and methodologies at the ecosystem level; (iii) implementation of EbA pilots at the ecosystem level; and (iv) development of business case for EbA at the national level. The project has being implemented from January, The selected site, Panchase, is a protected forest and has been focus of national, regional and local development strategies and plans considering its high natural resource significance as well as its potential for tourism preferably eco-tourism. In this context, the project through review of existing initiatives and plans from natural resource and ecosystem perspective will try to assess EbA status, potential and entry points. IUCN seeks technical and financial proposal from the consultants for conducting following services:

Consultancy Services for Geological Assessment and Mapping and Identification of adaptation and Mitigation Measures of Dunde Landslide/Debris flow in Bhadaure Tamaghi VDC of Kaski District Collection and study of secondary data and information of the area Geological mapping and investigate the causes of the landslide failure Identify possible solutions and ecosystem based adaptation and mitigation measures and plan for immediate, mid- term and long term period Prepare geological map of the landslide zone Prepare engineering drawings and detail cost estimate for the implementation of the adaptation and mitigation plan The proposed study will be carried out in Dunde landslide area of Panchase, Kaksi Detail study report along with GIS map Engineering drawing of the area and detail cost estimate with respect to each solutions The assignment requires a multidisciplinary team to undertake specific tasks in fulfilling the goal. Consultancy Services for developing video documentary on Ecosystem-based Adaptation (EbA) in Mountain Ecosystem in Nepal project Developed a detailed work-plan with time frame in close consultation with IUCN Nepal Scripts, shooting plans for commencing on actual filming, recording and production. On site field visit and shooting Production of one main video documentary along with at least 3 short (two to five minute) video The proposed work will be carried out in EbA project sites of Panchase area of Kaski, Parbat and Syangja districts. 5 copies of DVDs of Long version 25 minutes documentary in both Nepali and English version. 5 copies of DVDs of each short version (2-5 minutes) documentary in both Nepali and English version. Compressed web-friendly versions of all documentaries. All raw footages of the shooting. The assignment requires a multidisciplinary team to undertake specific tasks in fulfilling the goal. The documentary production team will include, but is not limited to: Team leader/director with in depth knowledge on documentary preparation. Prepare draft booklet, based on the information and photographs available on An Ornithological Survey of Panchase Ecosystem Birds Survey of Panchase. Finalize the booklet with brief information of each bird species and design for printing Preapare ready to print document on bird diversity of panchase The proposed work will be carried out in Kathmandu. There is no need to conduct field visit as the final report of An Ornithological Survey of Panchase Ecosystem Birds Survey of Panchase is prepared by IUCN Nepal. Final design (ready to print) of booklet on Birds of Panchase of around 8-12 pages. The assignment requires a bird expert/ editor.
