However, n the producton process, the electronc nformaton ndustry has serous envronmental problems, so we must attach mportance to the envronmental protecton of electronc nformaton ndustry. Based on the theory of envronmental economcs, ndustral economcs and nternatonal economcs, the envronmental polluton and the current stuaton of electronc nformaton ndustry n Anhu provnce are analyzed. By referrng to the prevous research results, the new varables are ntroduced to construct the regresson model, and the envronmental effects of the electronc nformaton ndustry n Anhu provnce are studed. The results show that the electronc nformaton ndustry has a negatve scale effect, postve techncal effect and structural effect on the envronment of Anhu provnce, and the scale effect s greater than the techncal effect and the structural effect. At the same tme, the typcal case s further confrmed that the electronc nformaton ndustry has a negatve mpact on the envronment of Anhu provnce. Fnally, ths paper puts forward some countermeasures and suggestons from the perspectve of regulatons of the compensable use of envronmental qualty. 1. Introducton The electronc nformaton ndustry s not only the pllar ndustry of the natonal economy n Anhu provnce, but also the mportant ndustry of foregn drect nvestment, whch plays an mportant role n the economc development of Anhu provnce (Ceballos and Dong, 2016). At present, the electronc nformaton ndustry has been ncluded n Chna's top ten ndustral revtalzaton plan n Anhu provnce, and t wll reman fast growth n the future (Gu et al., 2016). Through the form of waste water and waste resdue, these substances wll enter the surroundng envronment to pollute the water and sol (Berkhout et al., 2016; Montanaro et al., 2017; Prozz et al., 2017; Sotgu et al., 2017; Rossett et al., 2017; Lozano et al., 2016; Zhang et al., 2016; Manna et al., 2016). Accordng to statstcs, a chp wll produce 1.98m3/pece of waste water, 2087m3/pece of exhaust gas and t/pece of sold waste. Through the nvestgaton of domestc enterprses, t was found that the proporton of hazardous wastewater n the wastewater was 72.51%, 82.07% n the exhaust gas and 56.87% n the sold waste. Therefore, f we do not attach mportance to the envronmental protecton of the electronc nformaton ndustry, t wll lead to very serous envronmental polluton problems (Lu et al., 2016). In order to promote the sustanable development of electronc nformaton ndustry n Anhu provnce, ths paper studes the envronmental effect of electronc nformaton ndustry, so as to provde reference for the healthy and healthy development of electronc nformaton ndustry and envronmental protecton. In resolvng the ssue of external envronment, the economcal method can have the bgger beneft drve mechansm and the effcency elastcty compared to the admnstratve method, and can nternalze the envronment exteror cost nto the producton cost. By analyzng the present stuaton and market share of the electronc nformaton ndustry, the nternal relatonshp between the electronc nformaton ndustry and the envronmental polluton s studed. 2 Lterature revew Studdes on FDI and Chna s envronment polluton problems done by domestc scholars are rarely seen. The present researches beleved that FDI has negatve effects on Chna s envronment. The loose envronment standards for our country are one of the essental factors that attract foregn nvestment. In 1999, Xa Youfu analyzed the enterprses numbers, gross ndustral output value, and the proporton of employees n the foregn-funded enterprses and natonal polluton ntensve ndustry ndexes. The research showed that the foregn drect nvestment has an obvous polluton dverson tendency. Pan ShenBao and Yu Maozh, based on the data of foregn nvestment and exhaust emsson amount of Jangsu, Zhejang, and Shangha three provnces, made a causalty test on the foregn drect nvestment ncrease and envronmental polluton exacerbatng. The test results showed that there s a comparatvely obvous cause and effect relatonshp between the foregn drect nvestment ncrease and envronmental polluton exacerbatng. It ndcates that the foregn drect nvestment ncrease s one of the factors leadng to the envronmental polluton exacerbatng. Sha Wenbng and Sh Tao made a meterng of tte panel data durng of 30 provnces (ctes and countes) n Chna (L et al., 2016). And they found that FDI has apparent negatve effects on the ecologcal envronment. As for the general stuaton of the whole country, the total captal of three-captal ndustral enterprse ncreases for 1% each tme, ndustral emssons ncrease 0.358%. The studes on the eastern, central, and western areas suggested that, the negatve effects of foregn drect nvestment on Chna s ecologcal envronment showed an obvous gradent feature wth hgh n the east and low n the west. Grossman and Krueger adopted the general balancng model to decompose the effects of FDI on Chna s envronment nto three aspects: scale effect, structure effect, and technology effect, and they establshed the basc framework of envronment effect analyss. In addton, Amdreon and Levnson pont out for the technology effect that, the technology can results n no more ncrease of polluton and make t decrease wth the ncrease of ncome (L and Lo, 2016). On the one hand, technology effect promotes the economc growth mode transformng from eptaxal knd to connotatve knd. And accompaned by such knd of transformaton, the transformaton coeffcent between economc actvtes and nvestment s contnuously mproved. On the other hand, the technology effect mproves the tradtonal producton means, and the applcaton of clean technologes wll reduce the envronment consumpton n the unt nvestment and output, whch s conductve for the mprovement of envronment qualty. 3. Analyss of envronmental effects of electronc nformaton ndustry The effect of scale effect on the envronment may be postve or negatve (Mangaracna et al., 2016). The postve effect s that wth the expanson of nvestment, the demand for envronmental qualty wll ncrease. At the same tme, the government wll ncrease nvestment n the envronment. The negatve effect s that wth the expanson of ndustral scale, the loss of resources wll ncrease. The relatonshp between polluton and development s called the envronmental Kuznets curve. The current level of ncome n developng countres s stll far from the nflecton pont, and polluton and resource-ntensve producton wll contnue for a long tme. As can be seen from Fgure 1 to Fgure 3, there s a postve correlaton between the change trend of ndustral added value and the change trend of wastewater, waste gas and sold waste emssons. An emprcal analyss on the envronmental effects of electronc nformaton ndustry n Anhu 4.1 Analyss of regresson model In order to further study the envronmental effect of the nflow of electronc nformaton ndustry to Anhu, ths paper adopts a functon of characterzng the "three wastes" emsson of electronc nformaton ndustry and the related economc ndcators of non-state electronc nformaton enterprses and state-owned electronc nformaton enterprses n Anhu provnce. W represents the "three wastes" emssons of Anhu electronc nformaton ndustry, F represents the economc ndcators of electronc nformaton of non-state enterprses n Anhu provnce, and D represents the economc ndcators of state-owned electronc nformaton enterprses. The emssons from the electronc nformaton ndustry can be expressed by the followng functons: W f ( F, D) If ( w/ F) 0, t shows that there s a postve correlaton between the electronc nformaton ndustry and pollutant emssons, that s, the electronc nformaton ndustry has a negatve effect on the envronment. If ( w/ F) x0, t shows that the electronc nformaton ndustry has a postve envronmental effect on the envronment. (1)

4 1162 Ths paper uses a functon to characterze the techncal and structural effects of state-owned enterprses and non-state enterprses n Anhu provnce on the emsson of pollutants n Chna's electronc nformaton ndustry, and establsh a lnear regresson model. lnw K ln D DK ln F FK =1, 2, L, I represents the correspondng year, lnw represents the natural logarthm of waste from the electronc nformaton ndustry, lnd represents the natural logarthm of ndustral added value of state-owned electronc and communcaton equpment manufacturng ndustry n Anhu provnce, lnf represents the natural logarthm of ndustral added value of non-state-owned electronc and communcaton equpment manufacturng ndustry n Anhu Provnce, DK represents the total assets of Anhu provnce state-owned electronc and communcatons equpment manufacturng ndustry, FK represents the total assets of Anhu non-state-owned electronc and communcatons equpment manufacturng ndustry, K represents the total amount of state-owned assets of non-state enterprses n Anhu provnce, represents the amount of random error,,, represents the parameter to be estmated. 4.2 Analyss of regresson results Drecton and ntensty of the three waste dscharges are measured. At a confdence level of 95%, the sgnfcance was examned. The regresson results of wastewater dscharge are shown n table 1. It shows that the state-owned and non-state-owned electronc nformaton enterprses n Anhu have a sgnfcant mpact on the dscharge of electronc nformaton ndustry wastewater. In the regresson equaton, s Under the condton that other condtons reman unchanged, the added value of the state-owned assets of the state-owned enterprses n Anhu s negatvely related to the dscharge of the unt assets. Wth each ncrease of 1%, ndustral wastewater emssons wll be reduced by 0.90%. s -3.52, ths ndcates that under the condton that other condtons reman unchanged, the value added of the assets of non-state-owned enterprses n Anhu provnce s negatvely correlated wth the amount of wastewater dscharged from unt assets. Wth each ncrease of 1%, ndustral wastewater emssons wll be reduced by 3.52%. From the regresson results, we can see that the effect of the techncal and structural effects on the envronment of the state-owned and non-state-owned electronc nformaton enterprses n Anhu s postve, and the postve effects of the non-state owned enterprses are larger. (2) The regresson result of waste dscharge n the producton process are shown n table 2. The regresson results show that the explanatory varables lnd/k and lnf/k have passed the sgnfcance test. It shows that the state-owned and non-state-owned electronc nformaton enterprses n Anhu have a sgnfcant mpact on the exhaust emsson of electronc nformaton ndustry. The statstc of D-W s 1.78, so there s no sequence autocorrelaton. In the regresson equaton, s Under the condton that other condtons reman unchanged, the added value of the assets of state-owned enterprses n Anhu provnce s negatvely related to the emsson of unt assets. Wth each ncrease of 1%, ndustral wastewater emssons wll be reduced by 1.99%. s -4.09, ths ndcates that under the condton that other condtons reman unchanged, the ndustral added value of unt assets of Anhu non state owned enterprses s negatvely related to the emsson of unt assets. Wth each ncrease of 1%, ndustral wastewater emssons wll be (2)

5 reduced by 4.99%. There s a postve correlaton between the ndustral added value of the non-state owned electronc nformaton enterprses n Anhu and the dscharge of waste water, waste gas and sold waste. The scale effect of the electronc nformaton ndustry s greater than the envronmental externalty caused by the techncal effect and the structural effect. There s a negatve correlaton between the ndustral added value of Anhu provnce owned electronc nformaton enterprses and the dscharge of waste water, waste gas and sold waste. The growth of state-owned enterprses s small, whch manly shows the postve externaltes of the envronment brought by technologcal progress. The envronmental effect of non - state - owned enterprses n Anhu provnce s greater than that of state - owned enterprses. The scale effect of non - state - owned enterprses n Anhu provnce s hgher than that of state - owned enterprses. From the perspectve of total assets and ndustral added value, the proporton of non-state-owned enterprses n the electronc nformaton ndustry s greater than that of state-owned enterprses, and ts growth rate s hgher than that of state-owned enterprses. The techncal effect of non-state-owned enterprses n Anhu provnce s hgher than that of state-owned enterprses. The reason s that multnatonal companes n developed countres and regons rely on ther development advantages, and constantly ntroduce new technologes and products and the development of standards, ther technology s ahead of domestc technology. As a result, the non - state owned enterprses of Anhu provnce electronc nformaton ndustry have more postve techncal effects than state-owned enterprses.
