An implementing decree is being drafted. In 2017, the legislative framework was laid down for the reorganisation of the central examination for type A and type C energy experts and for rapporteurs. As of 1 January 2018, the central examinations are organised by recognised examining bodies. Since the beginning of 2017, the procedure for applying for the electric car grant has been simplified. As of 3 August 2017, leased cars are eligible for the grant. On 3 February 2017, the Flemish Government approved the concept paper for rolling out digital meters in Flanders. The concept paper sets out the broad framework and defines the functional limits of the meters, who should perform which roles, 39-8-Flemish Region Regulations and legislative s Metering Art. 9 EED how the data from the digital meters should be handled and how the roll-out will proceed. The aim is to roll out electricity and gas meters simultaneously. The Energy Decree (Energiedecreet ) and Energy Implementing Decree (Energiebesluit ) will then be amended to lay down the legal basis for the roll-out of digital meters. The procedure for amending the decree is in its final stage, and the implementing decrees are being drafted. The roll-out is expected to start from January January 2017 saw the launch of the new reform of the grant. The grants were tailored to the long-term objectives for residential buildings, as set out in the Renovation Pact, and a total renovation bonus was also introduced.
