3 1.0 General Company Information Introduction Clean Harbors is the leading provider of environmental, energy and industrial services throughout North America. The Company serves a diverse customer base, including a majority of the Fortune 500 companies, thousands of smaller private entities and numerous federal, state, provincial and local governmental agencies. Through its Safety-Kleen subsidiary, Clean Harbors also is a premier provider of used oil recycling and re-refining, parts washers and environmental services for the small quantity generator market. Within Clean Harbors Environmental Services, the Company offers Technical Services and Field Services. Technical Services provide a broad range of hazardous material management and disposal services including the collection, packaging, transportation, recycling, treatment and disposal of hazardous and non-hazardous waste. Field Services provide a wide variety of environmental cleanup services on customer sites or other locations on a scheduled or emergency response basis. Within Clean Harbors Energy and Industrial Services, the Company offers Industrial Services and Oil & Gas Field Services. Industrial Services provide industrial and specialty services, such as high-pressure and chemical cleaning, catalyst handling, decoking, material processing and industrial lodging services to refineries, chemical plants, pulp and paper mills, and other industrial facilities. Oil & Gas Field Services provide exploration, surface rentals, solids control, and environmental services to the energy sector serving oil and gas exploration, production, and power generation. 4 2.0 Facility Information Facility Overview Clean Harbors Canada, Inc., a subsidiary of Clean Harbors, Inc. headquartered in Norwell, Massachusetts, owns and operates a hazardous waste storage, treatment and disposal facility located in Ryley, Alberta. This facility has been permitted by the Alberta Environmental Protection Agency to receive, store, treat and landfill a variety of waste streams. 6 Facility History The site was originally farmland prior to becoming part of the Blindman Industrial Park and being acquired by EnviroSORT and its predecessor companies. There are fewer than 10 persons living within a 2 kilometre radius of the facility Site Characterization The EnviroSORT Red Deer facility has an approval for the operation of a facility for receiving, storing, repacking and shipping of hazardous waste and hazardous recyclables. The facility is located on NE/ W4M, Lot 3 and 4, Block 5, Plan Blindman Industrial Park in Red Deer County. The surrounding businesses are related primarily to the oil production equipment maintenance and construction. The soils are classified as a Penhold Loam. These soils are orthic black chernozems that have formed on alluvial lacustrine material. The nearest surface water body, the Red Deer River, is over 1 kilometre from the site. Soil sampling and analysis is done as prescribed by Alberta Environment in the facility s operating approval. The water table is at a depth of approximately 5 metres. The hydraulic conductivities range from 1.99 x 10 to minus 8 and 9.08 x 10 to minus 9 metres per second. The deposits in the area are consistent with a glacial lacustrine or glacial-fluvial origin with the presence of sandy lenses. Groundwater in the area is generally of acceptable quality and typically falls with the Canadian Drinking Water Quality Guidelines. Groundwater sampling and analysis is performed annually as prescribed by Alberta Environment in the facility s operating approval. Security Facility is surrounded by a chain link fence with 3 strand barbed wire on top. The facility has 3 locking access gates. Keys are given to personnel that require access to the site. The three drum containment units have raised floors and fire suppression systems. The containment units and the bulk liquid storage tanks are stored on a concrete pad that is sloped to a blind sump and has a metal roof for protection from the elements. The plastic, cardboard and steel sorting area is segregated from the other waste and has a liner underneath it. 4

8 3.0 Operating Licenses and Permits Permit Summary Operating Approval permits the operation of a hazardous waste storage and transfer facility (300 drum capacity). Unacceptable wastes are explosives, biological, infectious, radioactive and waste which is capable of detonation, of explosive decomposition and reaction at normal temperature and pressure. The main office and shop is at the front of the property. There is a container maintenance building behind the main office and shop. Empty containers used for collection of solids from drilling rigs etc are stored on the gravel pad at the rear of the plant area to the east of the container maintenance building. The facility has a Quonset for dry storage areas of consumables such as drums, pails, cardboard boxes. Oil and Solvent: The facility consolidates used oil and solvent for recycle into bulk storage tanks. These materials may be transferred directly from vacuum trucks into the tanks or pumped from drums into a vacuum truck and then transferred into the storage tanks. The storage tanks are on a concrete pad and are covered by a roof. Drummed Waste: Drummed waste is stored in three containment units which will hold up to 80 drums each on a concrete pad. These units have secondary containment and fire suppression systems. All transfer and consolidation activities take place on the bermed concrete pad. Recyclable Solids: The facility receives steel; plastic and cardboard which it sorts for recycle in a lined and segregated segregation area. 7

10 5.0 Closure Plan A comprehensive facility closure plan has been developed in accordance with RCRA requirements and is available at the site for inspection upon request. The Company utilizes both insurance and surety bonds to meet the Financial Assurance requirements of each state. Facility Closure Certificate Insurance Clean Harbors (including Safety-Kleen and all entities) presently carries general liability and auto liability insurance providing coverage in the aggregate amount in excess of $40 million. The Company purchases pollution liability insurance coverage in excess of $25 million for its fixed sites for sudden and accidental occurrences. For waste in transit, which insures the Company against liability for sudden and accidental occurrences during transit on a Company vehicle from the time waste is picked up through its delivery to a disposal site the Company purchases insurance in excess of $25 million.
