2 Northern Natural Gas Cedar Station Upgrade Project (CP ) Weekly Status Report No. 18 Reporting Period: May 14 to May 20, 2018 PROJECT DESCRIPTION The project consists of a 7.86-mile-long, 20-inch-diameter pipeline in Dakota County, Minnesota. New valve settings with inline inspection facilities will be installed at each end of the pipeline. FEDERAL AUTHORIZATION STATUS Northern Natural Gas (Northern) began consultation with the applicable agencies and tribes in September The status of all federal authorizations are listed in the table below. The environmental training totals listed below reflect all training conducted on the pipeline. On-site Contractor: Minnesota Limited, LLC. (Minnesota Limited) Overall Construction Start Date: January 30, 2018 Environmental Training Conducted: This reporting period: 05 Total to date: 153 Construction Status Minnesota Limited continued topsoil segregation; story pole 1, erosion control device (ECD), and goal post 2 installations; and sound barrier installation for horizontal directional drills (HDD) at mile post (MP) 3.1 (Plan and Profile No. P4-6) and MP 7.4 (Plan and Profile No. P4-21). Sandblasting and coating continued for the 20-inchdiameter pipe for the HDD. The contractor continued stringing and welding the 20-inchdiameter pipe for the HDD from MP 5.3 to MP 5.7. Topsoil segregation is complete from MP 0.1 to MP 2.0, MP 3.0 to 3.5, MP 5.3 to MP 6.3 and from MP 7.0 to MP 7.6. Work in the Rosemount Junction station included excavation of 180 feet of ditch, installation of a 20-inch-diameter pipe and completion of backfill. Wetland feature W-07 at MP 1.3 was approved by the U.S. Army Corps of Engineers (USACE) and City of Rosemount for an additional 0.04 acre to be graded to prevent an unsafe side-slope condition for trucks on the timber mats. The wetland was graded and soils were properly segregated, and protected with ECDs; timber mats will be installed along the working side of the ROW. Construction Modifications Other than the additional acres graded at wetland feature W-07 described above, no construction modifications occurred during this reporting period. Stream Crossings and Environmentally Sensitive Areas - Wetland feature W-33 (Plan and Profile No. P3-4) was crossed by HDD 1 The contractor hydro-excavates a pothole to locate the existing pipeline and then installs a PVC pipe (story pole) in the ground recording depth, mile post and other relevant information on the pipe. This is part of the damage prevention procedure. 2 The contractor installs two PVC pipes vertically on either side of access roads with pennant flagging between the PVC pipes to warn contractors of the overhead risk of electrical power lines 2

4 - Wetland feature W-20 (Plan and Profile No. P4-4) is currently being crossed by HDD Rain Events No rain events in excess of 0.5 inch occurred this reporting period. The environmental inspection concluded that the jobsite was in full environmental compliance. To date, the project has received 3.20 inches of precipitation. On May 16, 2018, the City of Rosemount issued a Notice of Decision that the proposed modifications to Wetland 7 would result in no-loss of wetlands within their jurisdiction. PROJECT-WIDE LANDOWNER CONCERNS There were no landowner concerns during this reporting period.
