2 What is CASEP? An EU-funded 36-month long programme for regional energy cooperation with technical assistance budget of 4 million Euro, between the European Union and its Partner Countries in Central Asia, targeting development of Sustainable Energy for the Region [ends April 2016] (Contracting Authority is EC DEVCO Unit H2 Geographical Coordination Central Asia, Middle East/Gulf, Asia Regional Programmes) Beneficiaries are the 5 INOGATE Partner Countries in Central Asia: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan 2

4 Main achievements Component 1 Support to policy design and formulation towards the introduction of energy efficiency and renewable energy sources (EE & RES) at national and regional levels General assessment and Legal review of MKUR and its CA RC RES towards the promotion of RES and EE completed and recommendations delivered Development and passage of Regulation on National Energy Savings Programs (NESP) and development of the National Strategy for RES (NS-RES) achieved in Kyrgyzstan; Seven meetings of Inter-institutional Technical Working Groups (IITWG) conducted Successfully supported process transition from Ministry of Energy and Industry to Ministry of Economy, of Kyrgyzstan. 4

5 Component 1 Continuation Main achievements On request of the Minister of Energy and Water Resources of the Republic of Tajikistan development of NESP and NS-RES launched and strategies finalized on these, with key CASEP support; legal draft produced for an energy savings/res/ee trust fund. [For this purpose CASEP advised and the Ministry of Energy and Water Resources of Tajikistan established an Inter-institutional working group (IIWG) for the implementation of the Law "On energy saving and energy efficiency" and elaboration proposals in this direction. Four IIWG meetings conducted to date in Tajikistan 5

7 Main achievements Component 2 Professional development of local partners in EE and RES policies and instruments Assessment of MKUR capacity for promoting of RES and EE completed Recommendations for strengthening of capacity of MKUR and its CA RC RES elaborated and presented at MKUR (November 2014 and further elaboration in June 2015); recommendations reflected in MKUR s resolution Assessment of institutional capacities of state and non-state sectors for professional development of EE and RES conducted for Kyrgyzstan and Tajikistan Assessment of institutional capacities of the Kazakh companies Kazakhenergoexpertiza and Samruk Green Energy conducted No assessment had been planned for Turkmenistan and Uzbekistan as not requested by the Beneficiary Countries 7

8 Main achievements Component 2 Continuation Capacity building plans for the Kazakh, Kyrgyz and Tajik stake-holders in EE and RES based on the assessments, were agreed on and incorporated into the work programs (confirmed in appropriate semi-annual Project Steering Committee Meetings) Three Study Tours were conducted: Study tour in small hydropower development and related issues conducted to Serbia and Croatia for Kyrgyz and Tajik representatives (May 2014) Study Tour conducted to Germany and Latvia in EE related issues in housing and buildings as well as best practices in EU EE programs, including financing schemes for Kyrgyz and Tajik representatives (August 2014) Study Tour for all five (5) beneficiary representatives, including Kazakh, Kyrgyz, Tajik, Turkmen and Uzbek stake-holders ; to Germany and Spain; fully EE/RES oriented (June 2015) 8

10 Component 2 Continuation Main achievements Regional seminar Capacity building of MKUR and its institutions in the development of RES and EE conducted (Tajikistan, November 2014 and Turkmenistan, June 2015) Four capacity building seminars were conducted in Tajikistan: Preparation of NESP and methodologies for assessment of EE potential (June 2014) Project cycle management for RES and EE projects (July 2014) Promotion of EE and RES, through creation of an institutional framework and development of national strategies and programs (October 2014 and October 2015) Two capacity building seminars were conducted in Kazakhstan: Establishing effective institution for energy efficiency promotion (July 17, 2014) Training of RES project managers in project cycle, procurement, risk management, monitoring & evaluation (July 2014) Capacity building seminar was conducted in Kyrgyzstan on Monitoring of Greenhouse Gas emission reductions through the implementation of EE and RE projects (May 2014) 10

11 Seminar for top level management of the Kazakenergoexpertiza Establishing effective institutions for energy efficiency promotion July 2014 Seminar for Samruk Green Energy Training of RES Project managers in project cycle, procurements, risk management, monitoring & evaluation July 2014 A week long Industrial Energy Audit targeted best practice Workshops were performed by CASEP experts for the Ministry of Economy of Uzbekistan and their invited Sector experts November 2015

12 Main achievements Component 3 Ensure the implementation of sustainable pilot projects in the fields of EE & RES In Kyrgyzstan: CASEP completed a strategy for rational RES use, including identification of priority focus in the sector (e.g. between solar, small hydro and biogas) and identification of priorities within these In Tajikistan: CASEP supported the Ministry of Energy and Water Resources for launching sustainable initiatives for promotion of RES and EE and implementation of all relevant legal acts and regulations (including small hydro feasibility review) In Uzbekistan: CASEP completed with the Ministry of Economy a Solar PV based electricity supply design pilot for Rural Health Centers (RHC) electricity supply 12

13 Main achievements Component 4 Awareness-raising on EE & RES CASEP completed: Assessment of the EE and RES awareness in the Beneficiary Countries Communications action plan with communications events Communications strategy CASEP Kyrgyz ministry of Energy and Industry received three (3) targeted press and media training courses (May, September, October 2015) CASEP participated in supporting Sustainable Energy Week in Astana (June 2013) The First Regional EU Sustainable energy week-type Sustainable energy days (SED) conducted by CASEP (Osh, Kyrgyzstan, July 2014). The second SED was conducted in (Bishkek, Kyrgyzstan, June 2015) and; the third SED in (Kurgan Tjube, Tajikistan, October 2015). 13
