4 Basic Criteria

5 Basic criteria Substrate: The ecolabelled printed paper product shall consist of at least 90% by weight of paper or paperboard, except for books, catalogues, binders, folders, pads, booklets or forms that shall consist of at least 80% by weight of paper or paperboard (Product criterion)

6 Basic criteria Substrate: Paper and paperboard shall comply with the requirements as laid down for paper in Appendix 1 (Product criterion)

7 Basic criteria -Chemical products General rule: Printing inks, dyes, toners, overprinting varnishes, varnishes, adhesives, washing agents or damping solutions shall not be assigned following risk phrases: R50, R50/R53, R51/R53, R60, R61, R62, R63, R46, R68 No chemical formulation shall contain more than a total of 2.5% of substances that may be assigned risk phrases R50, R50/R53, R51/R53 (Process criterion)

8 Basic criteria -Chemical products Ethylene glycol ethers Ethylene glycol ethers classified with risk phrases R60 or R61, in accordance to Directive 67/548/EEC and its subsequent amendments, shall not be added to washing agents, dyes and inks, adhesives or varnishes. (Process criterion)

9 Basic criteria -Chemical products Biocide products The active components in the biocide products shall not be potentially bio-accumulative (Process criterion)

10 Basic criteria -Chemical Products Washing Agents Washing agents used for daily cleaning in printing processes that contain aromatic hydrocarbon shall be allowed if i) the total annual consumption of aromatic hydrocarbon-base washing agents does not exceed 2% of the total annu consumption of all washing agents used in site. and ii) the aromatic hydrocarbon content in each washing agent does not exceed 50% by weight of the washing agent or if the vapour pressure of the cleaning agent does not exceed 5 kpa. This criterion is not valid for the toluene used as washing agent in rotogravu printing. (Process criterion)

11 Basic criteria -Chemicals products Metal complex dyes and inks Metal complex dyes and inks shall be allowed if they are not based on lead, copper, chromium, nickel or aluminium. Copper phthalocyanine dyes or inks may be used. (Product criterion)

12 Basic criteria -Chemical Products APEOs, Pthalates and Halogenated solvents Shall not be added to the chemicals (Process criterion)

13 Basic criteria Emissions to water -Silver and photo chemicals Rinsing water from film processing and plate production containing silver and photo-chemicals shall not be discharged to the sewage. (Process criterion)

14 Basic criteria Emissions to water -Chromium or Copper -Rotogravure printing: The emission of Cr to the sewage shall not exceed 45 mg Cr per m 2 of cylinder surface used in the press during printing. The emission of Cu to the sewage shall not exceed 200 mg Cu per m 2 of cylinder surface used in the press during printing. (Process criterion)

15 Basic criteria Emissions to Air -Volatile solvents -Heat set offset printing: All volatile solvents from the drying of the print in the heat set offset printing technology shall be combusted in site. (Process criterion)

16 Basic criteria Waste The production site shall have a system for handling waste and residual products arising from the eco-labelled production -procedures for separating and using recyclable materials from the waste stream -procedures for recovering materials for other uses such as incineration -procedueres for handling hazardous waste (Process criterion)

17 Points Criteria

18 Points Criteria Substrate (5p): Five points shall be assigned the use of printing paper eco-labelled with EU-Flower. (Product criterion)

19 (Process criterion) EU-flower draft criteria Points Criteria VOC (0-30p): Points ranging from 0 to 30 shall be assigned in proportion to th total amount of VOC content in chemical products used in printin processes and calculated in the way indicated below. 20 Points Criteria Dyes and Inks (2p): The points shall be assigned for the use of vegetable oil or water-based inks and dyes or overprinting varnishes. (Process criterion)

21 Points Criteria Paper waste (0-10p): Points ranging from 0 to 10 shall be assigned for different annu amounts of paper waste from the production of printed paper products site. The number of points is showed in the table: Amount of paper waste, % Number of Points < >10-20 > (Process criterion)

23 Points Criteria Prepress (0-5p): The points ranging from O to 5 shall be assigned if one or more o the following technologies are used for the image transfer to press: Technology Compute to press without plates Computer to plate Film and form manufacturing Number of Points (Process criterion)

24 Points Criteria Emissions to water -Chromium (1p) -Rotogravure printing: The point shall be assigned for emission of Cr to the sewage of less than 20 mg Cr per m2 of cylinder surface used in the press during printing. (Process criterion)

25 Points Criteria Emissions to water -Copper (1p) -Rotogravure printing: The point shall be assigned for emission of Cu to the sewage less than 200 mg Cu per m 2 of cylinder surface used in the press during printing. (Process criterion)

26 Points Criteria Emissions to air -Chromium (1p) -Rotogravure printing: The point shall be assigned for installed and operating equipment for Cr emission reduction. (Process criterion)

27 Points Criteria Energy (0/5/10p) Purchase and use of non-fossil energy (5p) Measurements on the energy consumption (5p) (Process criterion)

28 Points Criteria The total score: In order to be awarded the Community eco-label for printed paper product a printed paper product must score a minimum number of points in relatio to the type of printing technology used for its production.
