2 Street lighting design and management It s no secret that local authorities are coming under more and more pressure to reduce costs, hit environmental targets and ensure quality services are provided to members of the public. For many local authorities across the UK, their street lighting stock is adding to these pressures and putting more and more strain on budgets and performance. We can reduce your maintenance costs Maintaining your lighting assets is costly and time consuming. Our street lighting team will help design a solution that will reduce your maintenance burden by up to 60%, freeing up time and resource to focus on high profile projects or support vital front-line services. As part of our service we can also provide the ongoing support you require for periodic testing regimes. We can reduce your procurement costs As well as fast tracking the delivery of your project, we can also reduce the time it takes you to issue your tender, ensuring that you maximise the benefits of your project by starting and completing it sooner. We are also on many consultancy frameworks where there is also provision to direct award, making it easy to access our services. We keep your project on track It s difficult to manage large complex LED lighting projects with limited in-house resources. As a result, many projects struggle to deliver their optimum benefits. By managing your project, our team will ensure that all work is carried out to standard and on schedule ensuring that your investment is protected to ensure it delivers the projected benefits. Creating a better place Creating a place that will attract family s jobs and social investment is the key to the future of all local authorities. Our street lighting team will help you design an environment which will improve your citizens safety, boost your night time economy and give people pride in their community. How can we help? We can successfully deliver your LED replacement project Your traditional low efficiency lanterns are costing you at least 100% more to run than LED lanterns. Energy and carbon credit prices are set to rise until Every extra minute, hour or day of use is burning cash that you could use to support your other vital services. Despite this many authorities are telling us that their LED replacement projects will take between 5 and 10 years, starving other services of cash and pushing the return on investment (ROI) out to 20 years. Our team can: our retrofit project in Blackburn has reduced the ROI to circa 10 years and started to make savings in year one? Fast Track and deliver your LED street lighting project between 18 months and 3 years Free up cash for your other services and reduce the ROI time by half. We will prepare the way for your project Inaccurate inventories make it more difficult and more expensive to carry out your duty to maintain and improve your assets. They also lead to inaccurate energy usage submissions and inaccurate energy bills which will eventually need to be rectified. By auditing your assets our team of experts will reduce your maintenance costs and enable you to improve the efficiency of your lighting improvement schemes and ensure that your energy bills are more accurate. On average accuracy can vary by 25%. we can complete contract specifications and release Invitation to Tender documents within 4 weeks? We can offer CMS solutions Central Management Systems (CMS) can bring greater control and efficiency to your LED lighting assets, but not all authorities are able to fund a CMS. As a result, some authorities are choosing dual phase dimming which gives control of your lighting spend. Our experts can devise the best lighting design for your local requirements. We can mitigate the impact of rising energy and carbon credit prices The price of carbon credits are set to rise to 32 in 2020 and 75 by Electricity prices are forecast to rise until 2030 and beyond. Business as usual is no longer an option you can consider when it comes to your energy bills. Our street lighting team will work with you to reduce your lighting energy consumption by over 50%, protecting you from the impact of increasing prices and freeing the funds you need to maintain vital frontline services.

3 Our experience Blackburn with Darwen Borough Council will save a projected 11.4 million and Renfrewshire Council a projected 11 million. Both these council s have made savings in year one and will continue to make savings through introducing LED street lighting. Designing and delivering Blackburn and Darwen s LED street lighting retrofit Blackburn with Darwen Borough Council made the decision to replace the aged and inefficient light sources on all main and residential routes in the borough with energy efficient and low maintenance lighting. Before implementing the retrofit programme, Capita completed onsite inspections, making sure every light asset across the borough was photographed and documented, recording current condition and any electrical information required for the retrofit. This was then passed to the Council in order for them to update their own management information system (MIS) on their current lighting assets. Capita s street lighting team then designed a solution to retrofit 17,500 units of the Council s existing street lighting stock with energy efficient LED lighting. We retained the existing street lighting columns that were proven structurally sound and replaced those that were no longer fit for purpose. By introducing the scheme, the local authority is already realising significant savings across its revenue budget. Over the next 20 years: > Energy savings alone are predicted to be in excess of 11million. > Maintenance costs are anticipated to be 60% less. > Carbon savings will be more than 30,000 tonnes; more so with added labour and carbon benefits from reduced vehicle journeys reducing fuel intake and excessive pollution. The new lighting and better visibility also helps to reduce the amount of road traffic accidents and increases road safety for pedestrians when walking in the hours of darkness. The Police are also in full support of this project, as the improved lighting assists with the reduction of crime and antisocial behaviour. We also ensured the the project promoted recycling and efficiencies to local organisations. We broke down components of the redundant lanterns and recycled them; recycled 100% of the redundant concrete columns and all packaging associated with the project was used as bedding for local animal charities. We completed the programme under budget, encountered zero accidents and it become a flagship delivery model for other high profile highway initiatives that the Council is now seeking to complete. Our LED Street lighting retrofit scheme in Blackburn was shortlisted at the LUX awards 2015 for the Outdoor Lighting Project of the Year as well as Best Sustainable Project at the 2017 North West Construction Awards.

4 Our experience? > We have delivered and performance monitored LED Street lighting projects for many local authorities including Salford, North Tyneside, Cumbria, Wrexham, Newport, Sunderland and Renfrewshire. > We have successfully delivered a 24 month retrofit programme within a 17 month time frame. > We also deliver street lighting improvement programmes for university campuses, hospitals, parks and schools. > We are able to offer multi-disciplined resource where lighting work impacts on other highway activities such as structures, bridges, environmental and highway design improvements. Designing Inverclyde Council s LED street lighting retrofit Inverclyde Council required a design solution to improve the efficiency and performance of their street lights. Capita s street lighting team designed a solution to retrofit 9000 lanterns of the Council s existing street lighting stock with energy efficient LED lighting. We retained the existing street lighting columns that were proven structurally sound and replaced 1200 columns that were no longer fit for purpose. In replacing the 9000 LED lanterns (which have a 20 year life span) across Inverclyde, the local authority is already realising significant savings across its revenue budget. Over the next 20 years > Energy savings alone are predicted to be in excess of 50%. > Maintenance costs are anticipated to be 60% less. the life span of an LED lantern is 20 years? We are on many consultancy frameworks making it easy to access our LED Street lighting service that LED Street lighting can save you up to 60% on your street lighting maintenance costs? your traditional low efficiency street lantern are costing you at least 100% more to run than LED lanterns?
