Upscaling of waste management, both in policies and waste markets Scale of government Global National regional Municipal Public health Private collectors for metal scrap, textiles, food remains, paper, coal, ashes Focus on Collection Environmental Protection, focus on leachate, gas control, flue gas cleaning Control & Technical fix Diversion Professionalizing, Recycling Institutional & responsibility issues, EPR systems in place, landfill bans & taxes Integrated policy Sustainable development Chain approach Resource policy, Circular economy, Closing the loop Circular economy >> Focus on environment 2 Towards a Circular Economy in NL waste management department

Situation in 1990 Rapidly growing waste volumes 157 landfills, not well equipped and capacity for only a few years Insufficient Energy from Waste capacity 5 Energy from Waste plants closed because of dioxin emissions Low recovery rate of all the waste together (55%) Low separate collection rate of household waste (16%) No cooperation between the three layers of government Provincial borders closed for waste transports Lack of data on waste and a small scaled, inefficient waste sector Waste Management Council, tasks Joint agreement of three tiers of government with advisory members of industry & ngo s draw up an integral national waste management plan, programs on separate collection of bio waste, residential and commercial waste and establish an information centre on prevention and recycling to support local government 3 Towards a Circular Economy in NL

As dumping of waste is cheapest 1. Introduce landfill bans & include all cost (also post closure costs) in gate fees 2. Tax landfilling (so recycling and WtE becomes a market) 3. Plan and licence WtE capacity only for non-recyclable waste 4. Stringent environmental standards for all operations and secondary products 4. Introduce minimum treatment standards per waste stream /material for recycling 5. Introduce Extended Producers Responsibility for recyclable products 6. Ambitious targets for recycling; educating citizens to participate in recycling schemes 7. Monitoring of waste figures (weighing, reporting) and track transports of waste 4 Towards a Circular Economy in NL

Approaches to MSW management Municipal solid waste management 5 Towards a Circular Economy in NL 5

Europe: resource policy is driven by environmental protection and by anticipating supply risks Roadmap to a Resource Efficient Europe (COM(2011) 571) Implementation of the Roadmap is guided by an online platform (OREP) Closing the loop, An EU Action plan for the circular Economy Links to Roadmap, OREP: Towards a Circular Economy in NL

Improvetransitionto a circular economy Sustainable products and services Sustainable consumption More & better recycling 8 Towards a Circular Economy in NL

Raw materials Policy programme towards CE Production More sustainable products in the market Raise demand for recycled materials Secundary materials Distribution More sustainable products More and better recycling Increase demand Improve performance current recycling chains Collection Use Sustainable use More re-use More repairs Less spillage Waste disposal 9 Towards a Circular Economy in NL 13 October 2013

Green Deal - Public private cooperation - Private initiative - Legal basis: covenant Goals: - Solving (legal) barriers to green initiatives - Connecting people, companies and organizations - Sharing knowledge, ambitions and commitment - Upscaling - No Financial support! Approximately. 150 deals running on this moment Examples in phosphate value chain, C&D Concrete, Slags WtE and plastic value chain. Creating a market for recycled phosphate, cleaned Slags, Recycled plastic, improved granulates and re-use cement 11 Towards a Circular Economy in NL

By letter to Parliament in June Amend existing waste management for CE and innovation 2. Approach to specific material chains en waste streams 3. Increase waste separation and collection 4. Sustainable consumption patterns 5. More sustainable supply chains 6. Simplification of targets, criteria, assessment methodologies, indicators, and labels 7. Research and education for circular economy 8. Cooperation with societal stakeholders as partners 9. Development of financial and other market incentives 12 Towards a Circular Economy in NL 13 October 2013
