5 Ranking of Environmental Sites Category A Extremely Sensitive wetlands, estuaries, lagoons, sheltered tidal flats; and habitats for listed species; sites of significant concentrations of sensitive species (pinniped pupping or major bird roosting and nesting site) Category B Very Sensitive Major pinniped haul-out areas during non pupping seasons; moderate concentrations of sensitive species; moderate energy habitats including sheltered rocky or man-made shores, exposed tidal flats, riprap and cobble shores Category C Sensitive High energy habitats including boulder shores, sandy beaches, wave-cut platforms, exposed rocky shores, habitats important to large numbers of species of sport, commercial value, and scientific interest or species experiencing significant population declines though not yet threatened.

7 Economically Sensitive Sites Ranking Economic Priorities D = require high water quality for operations or existence. Resources include mariculture areas, marine labs, aquarium water intakes E = Facilities, businesses, or resources which directly use coastal waters. Resources include marinas, harbors, piers, and parks or recreational areas. F = Marine associated facilities, businesses and resources that do not directly depend on marine waters. Resources include waterfront hotels, restaurants, shops, and residential areas.
