1 Date: 10/18/2012 RISE Proposal Fall 2012_Huff Project title: Sustainable Village Solar PV project PHASE II Amount requested: $39,431 Proposal authors: Jessie Huff (Masters, Applied Resource Economics) Michael Nash (Masters, Mechanical Engineering) Contact information: Jessie Huff Academic Department: Jessie Huff, final semester Master of Science student, Applied Natural Resource Economics, UAF School of Business. Sustainability themes: Energy, Sustainable Design, Education and Curriculum, and increase in Social Sustainability awareness. Project Summary: This project is a partnership between CCHRC (Cold Climate Housing Research Center), UAFCTC (University of Alaska Community and Technical College), UAF students and the RISE Fund. UAF students already designed the solar PV system for the Sustainable Village (the total design was for 6 arrays, 4 have already received funding). With the help of CCHRC and a UAFCTC solar class the first 4 arrays came on-line in early October and are producing power. This project (phase II) seeks funding for two additional solar photovoltaic arrays (15 panels each) which will complete the goal of the original UAF Sustainable Village PV Project, totaling 19.35kW. The driven pipes are already in the ground, as well as buried conduit. The wire connecting to GVEA has been sizes appropriately for the additional electric load. This proposal would secure money for 30 PV panels (30 panels), 2 gimbals (early order necessary to be delivered by class time), accessories (30 micro-inverters, above ground conduit, and wire), and installation (as a short late spring 1013 UAFCTC course or a summer course). Project description: The UAF Sustainable Village has a goal of zero nonrenewable energy. One source of renewable energy suitable for Fairbanks is solar photovoltaic (PV). As part of the design for the sustainable village, students and CCHRC staff came up with the idea of installing a solar PV array to provide a renewable source of electricity. The system size is based on the expected energy needs for the SV phase one construction. The first construction phase of the sustainable village consists of 4 individual dwellings and is anticipated to use approximately 24 MW-h per year. Engineering student Michael Nash worked under the Page 1 of 8
2 guidance of CCHRC Engineer Bruno Grunau, to design an array which will support the village with a rated output of approximately 20 KW. Funding for the first four arrays (13.5 kw) resulted in a successful summer sessions class which educated 12 community students in solar PV installation as well as provided OOS staff and the instructor with a lesson plan and ideas for greatly improving the next attempt. The CTC instructor Dayne Ellanna (Power Generation Instructor) is teaching this class. This is a great opportunity for students to learn about power production, and gain handson experience. Adding the 2 additional arrays in this proposal will increase the Village Solar PV System to kw. We would like to complete the designed system and organize a short spring course to educate more people and/or allow for students who participated in the first course to have more responsibility in the instillation of the last two arrays. Figure 1: Depicting the location of the existing, funded, and unfunded pole mounted arrays. Project value: This project benefits the students living in the sustainable village because the electricity generated by the array will provide most of the village s electricity needs. As a research tool, it will allow researchers to observe the benefits and consequences of solar energy production in northern regions, and test equipment such as the Enphase Micro-inverters, gimbals, and winching systems. The project will allow all UAF students to monitor the production of the array through a web-accessible tool. This project will also strengthen the partnership between UAF and CTC. It will further the goal of collaboration between RISE and the CTC. The payback for this project is years at the current price of electricity, which is slightly less than the life expectancy of the modules themselves, but the true value of this project is in the education of those gaining hands on experience, Page 2 of 8
3 education of both the school and community at large concerning the potential for solar PV in Alaska, as well as general increased awareness of alternative energies and sustainability. Implementation plan: Date Expenses Oversight December Approval of 2 nd CTC solar panel class no funds spent Dayne Ellanna Upon approval start of class OOS purchases materials Office of Sus, and Procurement /Contract Services May June 2013 Install and Connect to Grid labor cost-tuition Dayne Ellanna Outreach Plan: In order to let the students and the broader community know about the project funded by RISE and the SIREN Fund we will use any free and available media avenues available to us. The completed system (6 panels) will also be visible from roadways and the SRC sports complex area. There is also state, national, and international interest in the UAF Sustainable Village. This project will contribute to the overall success of the Village project and some outreach concerning the Village will in turn recognize the solar PV System and its partners. Additionally the project will be advertised in order to reach potential students. We can also advertise in UAF papers and radio. The Sun Star has expressed interest in creating a series of articles covering the sudden increase of Solar PV on campus. 4 Budget: Labor will be provided by CTC Power Generation Students under the direction of Dayne Ellanna, (CTC instructor). The prices of the major components were quoted by Remote Power Inc. and/or the staff at CCHRC, and have been adjusted to reflect actual costs of first four arrays. Contract Services: Electrician $2000. CCHRC Personnel, $ Total Contract Services: $3, Rented Equipment: Man lift, scaffolding, ditch $2000. witch Total Rental Equipment: $2, Purchased Items: 30 Module package Quantity - 2 $30, Sharp 240W 30 panels M215 Microinverters - 30 Engage Cable (Portrait, 40 connector) Engage Cable terminators Engage Cable sealing caps Enlighten Monitoring Service Enphase Envoy Wireless Bridge Racking and Gimbal - 2 Conduit 30 $90 Junction Box 4 $40 AC disconnect 2 $100 #12 AWG UF-B 100 $350. 5 Construction Contingency 8.5% $3,089. TOTAL $39,431 Budget justification We hope to purchase on OOS pro cards, this is the most efficient least cost method: 240w panels, micro-inverters, and a mounting /winching system. The estimated price for the major components and the additional materials needed was quoted by Remote Power, and has been adjusted by Jessie Huff to reflect true costs of the first four installations. Remote Power was chosen because of their willingness to donate time to the effort of the University and their expertise in the area. We will continue to look for discounts on supplies if available and will continue to mention the sustainable Village to all suppliers. Additional items and the 8.5% contingency are included to account for changing item prices, shipping costs, or the unexpected. Qualification & Experience Jessie Huff has received and completed at minimum five RISE grants to date. She worked to build and purchase many and in some cases all items needed in the construction of the Sustainable Village, phase I of the SV solar PV project, and phase I of the Fire house solar PV project. Michael Nash worked on the construction crew for the village as an assistant to the plumber. Dayne Ellanna and Jessie Huff will have already instructed in construction of Solar PV arrays for RISE and now have more knowledge and are more capable of designing curriculum and creating a wonderful product and class. Technical advisers and collaborators Bruno Grunau, CCHRC, Engineer Jack Hebert, CCHRC, CEO President Dayne Ellanna, CTC Instructor Greg Egan, Remote Power, Owner Attachments: Below you will find the original drawings from Nash s work on the village.
