The intent f allwing a rural hme ccupatin as a special use is t prvide a mechanism by which a business wner r entrepreneur may reasnably establish r expand their hme ccupatin n a large residential r agricultural prperty in manner that prtects neighbring prperties frm extreme r unreasnable impacts. I wn and reside n a 4.75-acre lt. I have a prperty building where all aut repair will be dne that prtects neighbring prperties frm unreasnable impacts The prperty building cntains insulated walls and cannt be seen frm the sectin line rad and mst adjacent neighbrs. Pine trees mask the adjacent neighbrs frm seeing the prperty building and parking area and helps prtect the prperty as well as the neighbrs frm any impact. In additin, we have built a 6 privacy fence t screen the view frm the suthern neighbr. The western neighbr cannt see the prperty at all since several acres separates us. The nrthern neighbr side has a vacant prperty and can minimally view the prperty, but many pine trees shadw the view t maintain privacy. The eastern side cntains the sectin line rad and is screened by trees that mask the view f the prperty building. I will have the parking area 50 frm all prperty lines (C) (2) Where allwed

I have 2 full time emplyees all year lng I will make and r generate less than 50 trips daily (C) Criteria Fr Special Use The special use is generally cnsistent with the applicable Master Plan. The special use will generally be in harmny with the character f the neighbrhd, and will generally be cmpatible with the existing and allwable land uses in the surrunding area. I am lcated in the mnument area, alng a side dirt rad and near I-25, where mst f the neighbrs reside n rughly 5 acres. The building in which the aut repair will take place cvers abut ¼ f the prperty including parking which cannt be seen frm the sectin line rad. I will make sure all vehicles are 50 frm all prperty lines. I will make sure t nt disturb the neighbrhd by keeping all aut repair within the building walls t be in harmny with the character f the neighbrhd. In additin, natural pine trees line prperty brders which masks the aut repair building and parking area. In the immediate area, we have an Alpaca farm that sells prducts f the animal and exists currently In the immediate area, we have a welding shp that currently exists. In ur immediate area, we have a salvage yard that hlds 30+ inperable vehicles. The impact f the special use des nt verburden r exceed the capacity f public facilities and services, r, in the alternative, the special use applicatin demnstrates that it will prvide adequate public facilities in a timely and efficient manner. The small aut repair building and parking area will nt have any burden n any public facility as it will be cnsidered a small business and strictly used fr custmer aut repair including: sanding, masking, patching, washing, etc. The nly public services that cme nt the prperty are waste management fr picking up waste and Snap On tl cmpany t deliver materials. Otherwise, custmers may cme and pick up a car that has already been repaired, but delivery is usually dne fr cmplete aut repair jbs. Therefre, minimal public services are used n the prperty and are nly there fr pick up r drp ff purpses. The special use will nt create unmitigated traffic cngestin r traffic hazards in the surrunding area, and has adequate, legal access. The traffic will be limited t nt exceed 50 trips per day We will nt have mre than 2 emplyees at ne time The access t the aut repair building is thrugh ur legal driveway and thrugh ur prperty nly

4 The aut repair building including parking will take up a little mre than a 1 acre (1.2) f the prperty in ttal size The special use will cmply with all applicable lcal, state, and federal laws and regulatins regarding air, water, light, r nise pllutin. There will be n water impact. All aut repair will be dne inside the building. The air will nt be affected by the aut repair. All airbrne dust particles will be cllected within building walls and distributed via waste management apprpriately. The light and nise will fllw the laws and regulatins as all activity will take place within insulated walls f the building including lighting and is nt lud enugh t disturb adjacent neighbrs. I will make sure that the nise f the aut repair area cnsists with nrmal wrking hurs fr the use f being in harmny with the character f the neighbrhd. El Pas Cunty Clrad Plicy Plan: Chapter 1 Rural-Residential Develpment Land develpment and uses which are characterized by predminantly residential lts r parcels ranging frm 2.5 t 10.0 acres in area. The land areas are typically prvided with a less-than-urban level f services (i.e. individual wells and septic systems, sme unpaved rads) and allwing fr nly a limited amunt f supprting cmmercial, ffice r industrial develpment. Designatin in the rural residential categry des nt autmatically imply the acceptability f lts as small as 2.5 acres. I am asking fr a limited use f 1.2 acres f the prperty t perate a small aut repair business. Critical Land Area An amunt r area f land devted t a given type r density f land use which is sufficient t allw that use t functin efficiently and ecnmically, and such that the use will be reasnably insulated frm health and safety risks r cmpatibility cncerns related t differing land uses which currently exist r may reasnably be prjected t exist in the vicinity. I will keep all vehicles 50 frm all prperty lines. In additin, natural grwn pine trees line the prperty brders all arund the prperty, which helps mask the lk frm adjacent prperties. The aut repair building and parking area cannt be seen frm the sectin line rad and des nt create health r safety risk t ur neighbrs. The minimal view f the aut repair building alng with the privacy given by surrunding trees eliminates any safety risk t the neighbring prperty wners. All aut repair will be dne within the building walls and therefre eliminates the risk f any harm r disturbance t adjacent prperty wners.

All the criteria fr this zne district is met, and shuld allw the apprval fr a Special Use Rural Hme Occupatin. I wuld like the ability t wrk and assist in helping tw emplyees whse family with children rely n the business based ut f my hme. I currently have a small aut repair business, nt a retail business. The business cnsists f tw full time emplyees wh supprt their individual families. I wn and reside n 4.75 treed acres. I will utilize a little mre than 1 acre (1.2) f that prperty fr the use f running the aut repair shp, including a parking area. The parking area will be 50 frm all prperty lines and will cntain n mre than 10 inperable vehicles at a time. The prperty brders are lined with pine trees that fully mask the aut repair building and parking area. Hwever, if further screening t aid in the privacy f the adjacent neighbrs is needed, I wuld be willing t prvide the materials necessary t d s. In additin, the site cannt be seen frm the sectin line rad which is the nly entrance nt the prperty. The driveway is made f rad base fr ersin, dust and mud cntrl. N mre than 50 trips per day will be made t and frm this prperty. The apprval f the aut repair business will allw us t expand ur hme ccupatin n my residential lt and, with the added measures; I will help prtect the adjacent neighbrs frm extreme and unreasnable impacts. On the small piece f residential prperty that I wn, I wuld have the aut repair building meet the setback f 50 r mre frm all prperty lines. The building itself including the parking area cannt be seen by adjacent neighbrs as it is masked with several pine trees that aid in privacy f bth the aut repair building and the respect f the adjacent neighbrs privacy. On the prperty, the aut repair business will include the fllwing actins: sanding, masking, detailing, washing, bumper & fender repair, buffing, headlight fixing, replacing parts, and accunting all behind the pine trees and 6 fence which camuflage the site f the building and parking frm adjacent neighbrs, as well as in the nrthwest crner f the prperty which cannt be seen frm the sectin line rad. The vehicles wuld be parked in the parking area beside the building nly until the aut repair jb is cmplete and the vehicle is ready t deliver t the apprpriate wner. N vehicles will be stred in this requesting area, but nly parked there fr n mre than a day r tw which is the estimated time frame it takes t cmplete an aut repair jb.
