1 City of Cortez Service Center 110 West Progress Circle Cortez, CO PW ADVERTISEMENT: REQUEST FOR PROPOSAL WATER TREATMENT PLANT PLC AND SCADA SYSTEM UPGRADE PROJECT SCOPE: The City of Cortez is seeking qualified firms to provide proposals for the upgrade of the Water Treatment Plant SCADA system and automated control systems listed below. The proposal should list all new equipment (PLC, I/O Cards etc.) and include installation and any necessary programming. The proposal shall also include integration with and upgrades to the existing SCADA system (FactoryTalk), Win911 and XLReporter. Finally, the proposal shall include updated wiring diagrams. DUE DATE: Proposals are due no later than Wednesday, September 19, 2018, at 2:00 P.M., and should be returned to the office of the Public Works Director, City of Cortez Service Center, 110 West Progress Circle, Cortez, Colorado A minimum of three (3) copies shall be submitted in writing and signed by the proposer or his authorized representative. Proposals shall be submitted in sealed envelopes and marked on the outside with PROPOSAL: WATER TREATMENT PLANT PLC AND SCADA SYSTEM UPGRADES and with the submitting proposer s name and address. SELECTION: City Staff will review the submitted information and make a recommendation to the City Council for award. The City reserves the right to waive any formality or any informality in the process of awarding a proposal. The City of Cortez reserves the right to accept any proposal, in whole or in part, and to reject any or all proposals if it be deemed in the best interest of the City to do so. 2 City of Cortez Service Center 110 West Progress Circle Cortez, CO REQUEST FOR PROPOSAL WATER TREATMENT PLANT PLC AND SCADA SYSTEMS UPGRADE GENERAL INFORMATION The City of Cortez is seeking qualified firms to provide proposals for the upgrade of the Water Treatment Plant SCADA system and automated control systems listed below. The proposal should list all new equipment (PLC, I/O Cards etc.) and include installation and any necessary programming. PROPOSAL REQUIREMENTS The proposal should contain the following items: 1) Introduction Present the highlights of the firm s proposal including the approach, qualifications, and other distinctive aspects of the PLC/SCADA system upgrade package. 2) Project Approach Address the approach that would be taken to evaluate the project elements, specifically in regards to the existing water plant operations and assets. 3) Qualifications Provide experience and training of the project manager and key personnel expected to be assigned to this project. For each person assigned to this project, list their length of time with the firm and at least two comparable projects in which they had a primary role in a PLC/SCADA system upgrades. 4) Previous Projects List a minimum of two PLC/SCADA system upgrade projects similar to the Cortez project that the firm has completed, including the project address and a contact person and phone number for references. 5) Scope of Work Provide the consultant s interpretation of the Scope of Work and emphasize the aspects of said work that require specific attention. Recommendations for revisions or additions to the Scope of Work should also be included. 6) Schedule A detailed schedule of the timing of the work elements and their completion should be presented. 7) Cost A cost estimate for the work should be presented. This cost estimate shall include a breakdown of each work element presented in the scope of work. The cost estimate should be submitted in spreadsheet format that includes: project elements; key personnel assigned to each project element and sub task; the number of management, technical, and support personal hours per project elements; and total cost per project element. A copy of a proposed rate schedule to be used throughout the project should be included. SCOPE OF WORK The City of Cortez is seeking a qualified engineering firm to prepare a PLC/SCADA systems upgrade proposal. The outcome of this proposal will be to fully automate the control systems listed below. The proposal should list all new equipment (PLC, I/O Cards etc.) and include installation and any necessary programming. The proposal shall also include integration with and upgrades to the existing SCADA system (FactoryTalk), Win911 and XLReporter. Finally, the proposal shall include updated wiring diagrams. Existing PLC s to be upgraded: 1) Main Control Panel PLC1 Allen-Bradley SLC 5/05 2) Old Plant Main PLC - Allen-Bradley SLC 5/05 3) Media Filter Room FCC-1 - Allen-Bradley SLC 5/05 4) Media Filter Room FCC-2 - Allen-Bradley SLC 5/05 Following are existing PLC locations that are not being upgraded; however, will need to be integrated into the new PLC1 and SCADA system: 1) Hydroelectric Plant 2) Chemical Building new MicroLogix ) Membrane Plant Master Panel The Consultant shall designate a Project Coordinator who will be on site during construction to supervise all project activities. DUE DATE Questions for this project are due by September 11, 2018, at 5:00 PM. 4 EVALUATION CRITERIA The Proposal will be evaluated on its written information and the desired scope of work requirements. The proposal will be evaluated based on the following required information: SELECTION 1) Experience and qualifications of the firm and assigned personnel. 2) Special abilities of the engineering firm that could provide the City of Cortez with a better PLC/SCADA System Upgrade. 3) Quality and depth of deliverable from previous PLC/SCADA system upgrades from a similar project. 4) Pricing of proposal on a per-item basis or menu. After the deadline for receiving proposals, the City will review the information submitted and make a selection. The City reserves the right to waive any formality or any informality in the process of awarding a proposal. The City of Cortez reserves the right to accept any proposal, in whole or in part, and to reject any or all proposals if it be deemed in the best interest of the City to do so. The City of Cortez s drinking water system supplies the City s residents and several adjacent areas outside of the City s municipal boundaries, including Montezuma Water District No. 1 and the Ute Mountain Ute Tribe. The drinking water supplied to Cortez, MCWD#1, and the Ute Mountain Ute Tribe is their exclusive source of drinking water. The water system is operated by the Public Works Department Director is Philip Johnson; Water Treatment Plant Superintendent is Richard Landreth. The City s water system consists of raw water drawn from McPhee Reservoir, followed by a small water storage reservoir, water treatment plant, finished water storage tanks, a distribution system, and associated administrative offices. The treatment plant provides a series of treatment processes, including coagulation, flocculation, sedimentation, multimedia granular filtration, submerged membrane microfiltration, and chlorine disinfection. j:\pwadmin\engineering\2018 projects\eng services\rfp - scada waterplant upgrade\2018 rfp wtp plc and scada upgrades.doc Page 4 of 5

5 Adjacent to the treatment plant is a raw water storage pond (the upper pond) and a small backwash pond (the lower ponds). Water flows from the upper raw water storage pond to the treatment plant by gravity. Backwash water from the treatment plant flows by gravity into the lower backwash ponds, and is then returned via pumping to the upper raw water storage pond. The City s drinking water system was originally constructed in 1960 and has undergone several subsequent upgrades. The treatment system was upgraded in 2006 to include submerged microfiltration treatment, complementing the existing treatment processes. In early 2010, additional upgrades were made to improve the filter backwash system. The recent upgrades have improved system performance and reliability, and helped ensure compliance with increasingly stringent public health and environmental regulations. Finished water is stored in three above ground storage tanks that pressurize the distribution system and ensure adequate water is available during high demand periods. Each storage tank has a capacity of two million gallons (MG), and all are located near the drinking water treatment plant. Two tanks are located at a higher elevation than the lower tank. The upper two tanks provide water to the Ute Mountain Ute Tribe through a dedicated pipeline and to the lower tank. The lower tank provides water to the City of Cortez and Montezuma Water District No. 1. The drinking water supply for the City of Cortez is from the Dolores River and McPhee Reservoir, the second largest reservoir within Colorado. The Dolores River is a tributary of the Colorado River, approximately 250 miles long, and flows through Colorado and Utah. It starts in southwestern Colorado near Dolores Peak and Mount Wilson in the San Miguel Mountains. It flows southwest, past the Town of Dolores, where it turns, flowing north and northwest. It then flows through the Dolores River Canyon, cuts across Paradox Valley before receiving the San Miguel River in Montrose County and crossing into Utah, where it joins the Colorado River in Grand County. McPhee Reservoir was created via the construction of McPhee Dam on the Dolores River, and is part of the Dolores Project. The Dolores Project is managed by the Dolores Water Conservancy District (DWCD), and consists of a system of canals, tunnels, and laterals that convey water from McPhee Reservoir to a number of nearby agricultural, residential, commercial, and governmental users.
