5 A. Executive Summary 1. The 110 kv E.13 Phung Liet Substatin (SS) is amng the cre subprjects requested by the EVN HANOI and Hani Pwer Develpment Prject Management Bard (Hani DPMB) t be financed under the Hani-H Chi Minh Pwer Grid Develpment Sectr Prject. The develpment f the 110 kv E.13 Phung Liet SS aims t replace the utdated and unsafe 110kV equipment with new equipment (GIS equipment) t ensure reliability and safety and t meet the demand f lad grwth f Dng Da district and the neighbring area. The substatin is upgraded t meet increased lad develpment, replace ld and unsafe equipment by new equipment, thereby ensuring peratinal safety, raising the capacity f pwer feeders and quality f pwer supply, reducing pwer lsses and vltage drp, and imprving the peratin f the existing grid. 2. The subprject requires n additinal land acquisitin fr the upgrading f the 110 kv E.13 Phung Liet Substatin lcated in Phung Mai Ward, Dng Da District, Ha Ni City. The rehabilitatin activities shall be carried ut within the bundary f the existing 110 kv Phung Liet SS. Therefre, the subprject will nt acquire land f lcal peple and nt cause additinal scial safeguard impacts. 3. During prject preparatin, the Hani DPMB has cnducted public cnsultatin meeting with Phung Mai Ward Peple s Cmmittee and relevant parties. The result shws that there is n husehld whse land is permanently acquired by the subprject. 4. Accrding t the requirements f the ADB s SPS 2009, the prject des nt cause land acquisitin f any husehld as well as any rganizatin, therefre, it is nt required t prepare a Resettlement Plan. T ensure the impact f the prject is well managed, a Resettlement Due Diligence Dcument is prepared as a safeguard dcument f the prject. B. Descriptin f the Subprject 1. Objectives f the Subprject 5. The upgrading f the 110 kv E.13 Phung Liet Substatin aims t: Install T3-63MVA transfrmers; Replace utdated and unsafe 110kV equipment with new equipment (GIS equipment) t ensure reliability and safety; Install additinal equipment (cutter, islatr,...) t ensure reliable peratin, safety, electricity supply during cnstructin f the substatin; and Meet the demand f lad grwth f Han Kiem and Hai Ba Trung districts, lad sharing fr the neighbring substatins including 110 kv B H substatin, 110kV Giam substatin, 110kV Thanh Nhan substatin, 110 Mai Dng substatin, and 110kV Phung Liet substatin. 2. Salient Features f the Subprject 6. The 110 kv E.13 Phung Liet substatin is lcated in Phung Mai Ward, Dng Da District, Ha Ni city. The rehabilitatin and upgrading f the 110 kv Phung Liet Substatin t becme a GIS substatin in rder t imprve the reliability f electricity supply will entirely lcate 3

6 within the bundary f the existing substatin. The prpsed wrk within the current substatin prperty bundary is summarized belw: kv sectin: - 22kV: Replace the existing 110kV distributin system frm the bridge circuit diagram int a tw-bus bar system, using 110 kv GIS switchgear and utdr type. Install 32 new 22kV distributin cubicles, including tw incming cubicles, a cmmunicatins cubicle, a withdrawable discnnectr sectin cubicle, tw vltage transfrmer cubicles, tw auxiliary cubicles and 24 utging cubicles. Install tw auxiliary transfrmers 160kVA-23 / 0.4kV. Install the AC/DC system fr the substatin. Install the cntrl and prtectin system fr the substatin. The substatin will be equipped with a new cmputer cntrl system. - Cnstructin wrk: Build a new cntrl and distributin huse with the area f 25.1x8.5m including 3 flrs. Renvate existing tw-strey cntrl huse int ffices and meeting rms. Renvate the substatin gate, cable ditch system, and inner rad f the substatin. Replace the existing cncrete beams with steel beams. Equip new water supply and drainage system fr the substatin Arrange new fire preventin and fighting equipment. All f cnstructin cmpnent is carried ut entirely within the substatin area and d nt require additinal land acquisitin. 4

A number f research methds were utilized fr the purpse f the due diligence review, including: Desk study methd was utilized t review the Feasibility Study Reprt f 110 kv E.13 Phung Liet SS subprject. A cnsultatin meeting was cnducted t cllect infrmatin and data related t the prject frm the stakehlders abut the rehabilitatin f the 110 kv E.13 Phung Liet SS. 8. Field visits were rganized t the prject area in rder t bserve and assess the prject impacts. D. Scpe f Impacts f the Subprject 9. The rehabilitatin f the 110 kv E.13 Phung Liet Substatin Subprject will be implemented within the bundary f the existing substatin. The renvatin wrk will be carried ut entirely n the existing area, thus des nt require additinal land acquisitin and nt cause any scial impacts n any husehld and/r rganizatin. 10. In additin, the substatin lcatin is relatively clse t the public rads t avid land acquisitin fr access rads and thus minimize the cst during cnstructin, peratin and maintenance. The rehabilitatin f the existing SS is envisaged t nt cause impacts n the lcal infrastructure. 5

8 E. Status f Land fr the Rehabilitatin f the Substatin 11. The renvatin f the 110 kv E.13 Phung Liet Substatin is within the bundary f the existing substatin which is lcated in Phung Mai Ward, Dng Da District f Ha Ni City. The current substatin is sufficient t implement renvatin and install new equipment withut cnducting land acquisitin. 12. The current 110 kv E.13 Phung Liet Substatin is brdered by Lung Dinh Cua Rad t the Nrthwest, by the residential building f the Ministry f Agriculture and Rural Develpment t the Nrtheast, by the residential building f the Pwer Cmpany 1 t the Sutheast, and by residential area t the Suthwest. 13. In Nvember 2013, the EVN HANOI and Hani DPMB have rganized a public meeting t disclse the prject infrmatin with Phung Mai Ward Peple s Cmmittee and ther relevant parties. The cnsultatin results shw that the lcal authrities ttally supprt the subprject implementatin within the bundary f the existing substatin. F. Cmpensatin Cst and Implementatin Schedule 14. As the substatin rehabilitatin nly requires the replacement f utdated equipment and thus des nt cause any additinal scial impacts, n cmpensatin cst is envisaged fr the subprject. 15. The rehabilitatin f the 110 kv SS is cmmenced in Nvember, 2017 and expected t be cmpleted in May EVN HANOI will infrm ADB all activities f the prject during the implementatin prcess thrugh internal mnitring reprt bi-annually and annually. G. Cnclusins and Recmmendatins 1. Cnclusin 16. The rehabilitatin f the 110 kv E.13 Phung Liet Substatin subprject invlves n land acquisitin f husehlds. N huse, structure r public infrastructure is affected by the subprject. 2. Recmmendatins 17. Cntractr shuld apply mitigatin measures t ensure n negative impact n lcal peple during the rehabilitatin f the substatin. If there is any impact n land r livelihd f lcal peple, a resettlement plan (RP) is required based n scial impact assessment and cmpensatin will be implemented as per the RP and the updated Resettlement Framewrk f the Prject. 18. EVN HANOI will cnduct regularly internal mnitring n the safeguards issues during cnstructin and prepare semiannual internal mnitring reprts t ADB. 6

The "envirnmental prtectin plan" fr Phung Liet 110kV substatin was apprved in The new installatin f substatin equipment is designed accrding t internatinal standards and in accrdance with electricity regulatins f Vietnam. - Nise must cmply with regulatins? - The nise f the equipment in the building prcess t ensure that nise standards allw Envirnmental prblems in the cnstructin prcess des nt significantly impact during peratin. - Develping mainly in the daytime, at night if cnstructin must infrm the peple surrunding the prject said. - The new equipment installatin prjects were built accrding t the regulatins n the permitted nise level.
