3 Environmental Cleanup Overview Environmental cleanup being conducted in accordance with CERCLA requirements US Army is responsible for cleanup of environmental contamination at Fort Monroe US Army has separate programs for cleanup Installation Restoration Program (IRP) for historical chemical contamination Military Munitions Response Program (MMRP) for munitions & explosives of concern (MEC) Since 2006, US Army, VDEQ & FMFADA have been meeting to discuss & resolve environmental cleanup issues

4 Sites with Potential Historical Chemical Contamination Landfills, Fill Area & Incinerator Wastewater Treatment Plant Petroleum Storage Tanks Medical Facilities Railroad Lines Maintenance Areas Machine Shops Photo Processing, Graphic Arts Shop & Paint Booths The Moat & Marina Sanitary, industrial & storm water sewer discharge points Skeet & small arms ranges

5 Investigation of Potential Chemical Contamination IRP Investigation work kicked into high gear in 2008 & 2009 Samples collected & analyzed for chemical contamination 347 soil samples 52 sediment samples 308 ground water samples 73 surface water samples 45 biota samples 70 soil gas/air samples

6 IRP Investigation Results To Date No Further Action (NFA) Determination Accepted at 9 sites Under consideration at 9 additional sites Remedial Investigation underway at: Dog Beach Landfill Bldg 204/205/Marina Moat

13 Sites with Potential MEC Contamination Sources of MEC: Munitions Firing Points Rifle, Pistol & Skeet Ranges Discarded Military Munitions Types of MEC found historically: Cannonballs Live shells and mortars Parrott rounds 50 caliber anti-aircraft rounds Fuzes and detonators Drill mines Small arms rounds (in moat)

14 Investigation of Potential MEC Contamination Field investigation work began in Summer of 2009 Instruments utilized include: Electromagnetometers (detects all metal objects) Magnetometers (detects only iron/ferrous objects, sees deeper) GPS & robotic stations to establish accurate positions of anomalies

15 Focus of MEC Investigation Known & suspected areas of MEC contamination Random areas Areas that will be extensively disturbed during redevelopment The Moat Nearshore Chesapeake Bay in vicinity of beaches

16 MEC Investigation Results 2,356 digs to investigate anomalies conducted in 2009 Items recovered during digs Majority of items were cultural debris 5 MEC items (Parrott shells, cannonballs & grapeshot) 6 Munitions Debris items (including a cannon)

17 Nearshore MEC Investigation Results Magnetometer used to look for metal concentrations 3 nearshore wading transect lines at varying depths investigated along shoreline Transect locations tracked using GPS Diver investigated 31 anomalies (underwater hand digs) All anomalies were cultural debris ~ no MEC found

US Army plans to submit: RI Reports for Sitewide MEC and Moat in 2010 RI Reports for Bldg 205/206/207 Area & Dog Beach Landfill in 2011 Cleanup Decisions will be based on info in RI Reports Some environmental cleanup may be conducted in conjunction with reuse & redevelopment activities Issues still to be discussed & resolved: Storm water outfall investigation Mill Creek
