2 Page 2 Question: Is specific equipment sizing available? Chiller tonnages, boiler horsepower, loop volumes, water usage, operating schedules, etc.? Answer: Please see attached. Question: Who shall we contact to set up a site visit? Answer: Vendors should be able to provide a quote based on the additional information provided in this addendum. If you still feel it's necessary to visit the site you may do so at your convenience. It is requested that you sign in at the front office and let the principal know that you are there to obtain information in order to respond to the Chemical Treatment Bid. Question: Will questions be answered during the site visits and distributed to all bidders? Answer: Questions will not be answered during your site visit. Question: Is an extension to the due date available given the proximity to the holiday and the need to visit the site? Answer: We are not anticipating the need to extend the bid opening at this time. Question: What is the current contract amount for the services? And, who is the current contracted vendor? Answer: The current Contract amount is $14, The current contracted vendor is Share Corporation. Question: Please confirm that the unit price referenced on page 13 is MONTHLY cost. Answer: The monthly cost can be determined by dividing the yearly contract total by 12. The contractor will be responsible to determine the frequency of visits to provide total water treatment for our facilities. Question: Are your systems currently treated? Can we get copies of reports so we understand the as is condition of your systems and ensure compatibility? Need treatment chemistry on closed loops. Answer: Systems are currently treated. We have requested a copy of the treatment reports and we will share this information as soon as it is available.

3 Page 3 Question: In order to be able to put a price to your scope, we need to understand exactly what is required with regard to: Equipment sizes chiller tonnages, boiler horsepower and steam load, operating schedules, system volumes, any current issues scale, biological growth, performance issues Answer: See attached spreadsheet. Question: With closed loops, typically treatment is once and done when systems are tight and properly treated. Do any of your closed loop systems leak? If so, do you have an idea on annual water loss? Typically we will include a generous amount of closed loop treatment in our scope, however it is not unlimited. Answer: Our closed loop systems are tight and are not taking on any fresh water. Question: Are any of your hot water boilers constructed of aluminum? If so this requires special treatment. What is the current chemistry? Answer: Broadrock and Oakgrove Elementary are the only two schools with aluminum boilers. Question: Equipment needs Is it your expectation that the supplier will provide all equipment or just replace that which is not working? Is there a list of existing equipment that needs replacement or repair? Is it your expectation that if a piece of equipment fails after the fact, we are responsible for replacing it at no additional cost to you? Answer: Our treatment equipment for the schools with cooling towers is operational at this time. If the equipment is found to be nonfunctional we would request a quote to replace the inoperable equipment. All the treatment for the schools with closed loops have shot feeders which are operational. Question: Monthly service visits for open towers and steam boilers during operation is standard, however closed loops in buildings where there is no open loop or tower is typically quarterly. Are you requiring monthly closed loop checks on all buildings? If so, after an initial survey would your facility staff be willing to collect samples and bring them to a central location for our testing? This would impact total cost significantly by reducing service time. Answer: The frequency of visits will be determined by the contractor. This can be determined after the contractor s evaluation of our facilities and the attention needed to provide complete treatment to all of our facilities.

4 Page 4 Question: How often will RPS staff be testing systems? Is this currently being done? Ideally, in a perfect world it should be daily depending on automation. A minimum of 3X 2X per week is recommended. Steam boilers should be daily. Answer: With limited staff and budget dollars we are not able to test daily. Due to limited staff we are seeking a water treatment to provide complete water treatment. Question: Warranties Water treatment is not just about chemicals it s about the proper mechanical and operational aspects of the system. You can have the best chemical treatment, but if your systems are being operated, maintained, or have mechanical issues, you will have failures. We are very good at pointing out potential problems and making recommendations, however it s RPS s responsibility to ensure systems are mechanically and operationally sound. We will partner with you to ensure that repairs or acid cleaning will not be required. Nalco will need to evaluate the existing condition of equipment. If boilers are scaled already, we are not responsible for cleaning, same with chillers and towers. Answer: We perform preventative maintenance on the equipment maintained. Any items identified and information shared with RPS would be appreciated. Question: Your total coverage service requirements page 16, B.1 references heat pump and air handler coils exactly what do you expect there? Answer: Provide the correct treatment for the facilities which utilize water cooled condensers at the specific location. Question: On page 17 you indicate that the contractor shall have the responsibility to deliver, load and unload chemicals products and equipment What is currently being done? What are you receiving 5-gal, 15-gal drums of liquid chemicals? Is there a central receiving and storage facility? We ship standard freight. Can products be shipped to individual schools? Do RPS personnel move any chemicals currently? Do RPS personnel change out drums and prime pumps currently? Answer: 1. Current vendor ships treatment in 5 gallon containers and we store the treatment until vendor installs the treatment. 2. Shipments can be made to RPS-Central Receiving, 2395 Hermitage Rd, Richmond, VA No 4. No 5. No

5 Page 5 Question: On page 17 Is it your intent to have contractor provide all NEW sensing/feeding equipment at all facilities? Answer: Contractor to utilize existing treatment equipment. Question: On page 18 General Equipment Listing need further clarification on equipment: operating schedules Chiller tonnages System volumes current chemical treatment program Are there pot feeders on closed loops Are there corrosion coupon racks on any systems Steam systems o Boiler horsepower o Are there softeners on all boilers? o Are there Deaerators or feed water tanks present? o What is current treatment? o How are blow downs being performed? Manual or automated? Answer: 1. Heating or cooling equipment in operation 12 months a year. 2 Identified on spreadsheet. 3. This will be contractors responsibility if needed. 4. Will provide treatment report when available. 5. Yes 6. No 7. Identified on spreadsheet. 8. Identified on spreadsheet 9. Only at Munford school. 10. No 11. Test at the beginning of the season and treat monthly as needed. 12. Manually. Question: There is no mention of water safety in your IFB. Does RPS have a water safety plan in place? Water treatment is about performance, clean heat transfer surfaces and asset preservation. No water treatment company can protect against Legionella. It is prudent to consider a water safety plan for your cooling towers and domestic water systems in accordance with ASHRAE 188 guidelines to minimize your risk and exposure. This is a completely separate program. Answer: All of the cooling towers are located in locked enclosures.
