Air Quality Management Sharp drill bits are being used for drilling to reduce generation of dust. Drilling machines are equipped with water spraying system to prevent dust from getting air borne. Control Blasting are being done. Optimizing the blasting parameters to control & prevent the dust from getting air borne to control the fly rock. Rock breaker is used for breaking over sized boulders, which eliminates the generation of dust and noise due to secondary blasting activities. Water spraying on the haul roads is done on regular basis. De-dusting system is provided at crushing plant with bag filter arrangements to collect the dust generated during crushing. Besides water spraying is also done to suppress the dust. Green Belt developed around the periphery of the mining lease & plantation developed along haul roads, office, workshop etc B. Water Quality Management Garland drains provided around the pit to prevent the entry of rainwater into the mining pit. Garland drain/ filtration bund provided around dumps to retain the water percolation coming from waste dumps for settling of solid particles. Clear water is allowed to flow in natural courses. Septic tanks and soak pits provided for the disposal of domestic waste water. Rainwater falling in the catchments area of mining pits is being collected in sump of mines i.e. in lower benches. C. Noise Level Management Drilling carried out with the help of sharp drill bits which helps in reducing noise. Controlled blasting carried out to minimize vibration. Rock breaker used to avoid secondary blasting. Earmuffs/Earplugs provided to all operators and employees working near the machinery. Proper maintenance, oiling and greasing of machines at regular intervals are done to reduce generation of noise. Green belt is being developed along the lease boundary & plantation is done along haul road, around workshop etc. to minimize the propagation of noise. Periodical monitoring of noise are being done. Green Belt/ Plantation Green Belt/plantation/cultivation is being/will be developed around mine boundary, safety barrier backfilled area etc. Local, medicinal & fruit bearing plant species are being /will be planted in consultation with forest department & as per guidelines. 2.0 INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION (i) IDENTIFICATION OF PROJECT AND PROJECT PROPONENT IDENTIFICATION OF PROJECT M/s. Nuvoco Vistas Corp. Ltd. (formerly Lafarge India Limited) has an existing Arasmeta Limestone Mine (ML Area ha) with production capacity of Limestone 2.7 Million TPA at Villages Arasmeta, Amora, Gondadih and Ghagrabod, Tehsil Akaltara, District Janjgir-Champa, Chhattisgarh. IDENTIFICATION OF PROJECT PROPONENT Nuvoco Vistas Corp. Ltd. (formerly Lafarge India Limited) is one of the leading players in Eastern, Central and North India; with high performance blended cements in Portland Slag Cement (PSC), Portland Pozzolana Cement (PPC) and Ordinary Portland Cement (OPC) variants. It has also forayed into value added products like construction chemicals, wall fill solutions and cover blocks. Lafarge entered the Indian market in 1999, with the acquisition of the cement business of Tata Steel. This acquisition was followed by the purchase of the Raymond Cement facility in Then after Nuvoco Vistas Corp. Ltd. (formerly Lafarge India Limited) has acquired Lafarge India in year through its cement business. Currently Nuvoco Vistas Corp. Ltd. (formerly Lafarge India Limited) has six cement and close to sixty five ready mix concrete plants in India and has an established presence across all major cities and towns in India. Nuvoco Vistas Corp. Ltd. (formerly Lafarge India Limited) is operating six cement plants in India, two integrated plants in the state of Chhattisgarh, one in Rajasthan and one each grinding/ blending stations in West Bengal, Jharkhand and Haryana. Nuvoco Vistas Corp. Ltd. (formerly Lafarge India Limited) produces and sells Ordinary Portland Cement, Portland Slag Cement, and Portland Pozzolana Cement. The Total cement production capacity of Nuvoco Vistas Corp. Ltd. (formerly Lafarge India Limited) in the Indian market currently stands at around 11 million tonnes per year. Mine Lease Status Initially, Mining lease was granted in favor of M/s. Raymond ltd for mineral limestone M/s. Nuvoco Vistas Corp Ltd. (Formerly Lafarge India Ltd.) 4 near villages Arasmeta, Gondadih, and Amora, over an area of ha vide letter no. 3/127/78/12 dated The mining lease, advancement to the existing mining lease over an area of ha was also granted to the company vide letter no. 3/80/86/12/3 dated Both the mining leases were amalgamated and subsequently renewed under one mining lease of ha vide state Govt. order No F-3/110/98/12/2, dated for the period of 20 year from Transfer of mining lease from Raymond s to M/s Lafarge India Pvt. Ltd was done by State Govt vide letter No. M-3/110/2000/21-1 dated and executed in Form O on 17 th January, Meanwhile a small block of ha within the sanctioned area of ha was surrendered in the name of commissioning a Thermal Power Plant. The surrender of ha was granted by the State Govt. vide order no 1079/3946/12/2004 dated After all the approvals from the Govt. the extent of mining lease has been reduced to ha. Again an application for part surrender of 3.83 ha area from ha lease area was made to Sate Government. SCREENING CATEGORY OF PROJECT As per EIA Notification dated 14 th September, 2006 as amended from time to time, the project falls under Category A, Project or Activity 1(a) 3. Nuvoco Vistas Corp. Ltd. (formerly Lafarge India Limited) has an existing Arasmeta Limestone Mine (ML Area ha) with production capacity of Limestone 2.7 Million TPA at Villages Arasmeta, Amora, Gondadih and Ghagrabod, Tehsil Akaltara, District Janjgir-Champa, Chhattisgarh. Besides this, the project will prove beneficial in terms of socio-economic development as it will provide employment to locals. Further, the average income level, which will be the indicator of socio economic status of households is expected to increase, which will ultimately result in better standard of living of the local people. (iv) DEMAND SUPPLY GAP Limestone produced from this mine meet the requirement/demand of cement in their existing Arasmeta cement plant situated at Tehsil Akaltara, District Janjgir-Champa, Chhattisgarh. (v) IMPORTS VS. INDIGENOUS PRODUCTION Limestone produced from this mine meet the requirement/demand of cement in their existing Arasmeta cement plant situated at Tehsil Akaltara, District Janjgir-Champa, Chhattisgarh. (vi) (vii) EXPORT POSSIBILITY Limestone produced from this mine meet the requirement/demand of cement in their existing Arasmeta cement plant situated at Tehsil Akaltara, District Janjgir-Champa, Chhattisgarh. Hence, no export possibility is there. (v) Project Description with Process Detail It is a captive limestone mine and has large capacity for limestone production, hence the mining is carried out by conventional scientific open cast mechanized method, which includes drilling, and blasting (115mm dia. blast hole), loading by excavators, transport by tipper, dozer and rock breakers. The mining plan has been approved for mechanized mining method with 6 m bench height and 12 to 18 m width. The benches developed in top OB/reject weathered material and down below for limestone, blendable limestone ROM/year. TOP SOIL & OB REMOVAL DRILLING BLASTING LOADING The sequence of mining operation is Mining will be continued in the five existing benches in Pit no. 1 and Pit no. 1 Extension, the first bench in O.B. and the rest in lime stone. In Pit No. 2 mining will be done in four existing benches, the first in O.B. The bench width near the working faces will be kept enough wider (30 to 50m) and minimum width of the benches on which heavy vehicles will play will be kept about 11m and bench heights will be the same as existing which range from2 to 3.3m in O.B. and 3 to 8m in the limestone Drilling is done through down the hole drill machine ICM 260 with 102 mm dia. A normal blast consists of 2 or 3 rows of approximately 10 holes each, drilled on a staggered pattern with the parameters shown below. Scientific and Eco-friendly blasting is done by ANFO, Slurry explosives with down the hole shock tube delay detonators of 450 and 250 milli seconds. Noise less trunk line detonators (NTD) of 17 ms and 42 ms connectors, Cord relays so as to have negligible impact on the nearby dwellings. Blasting parameters of limestone is given below. M/s. Stemming is calculated at 30% of the hole length. It varies with the length of the hole. For an 8 m bench, a 2.4 m collar is left for stemming with drill cuttings. Holes are sub-drilled by approximately 0.5 m. SME and slurry gel is used in wet holes, particularly during the wet season. Due care has been taken during blasting to be conducted near power plant. Limestone produced will be subjected to crushing to 2.5 cm. size, for which a complete crushing unit already exists outside lease area and is operational. Hence the same process will continue in future also. (vi) RAW MATERIAL REQUIRED ALONG WITH ESTIMATED QUANTITY, LIKELY SOURCE, MARKETING AREA OF FINAL PRODUCTS, MODE OF TRANSPORT OF RAW MATERIAL AND FINISHED PRODUCT This is a mining project; hence no raw material is required. Limestone is being used in captive cement plant, so no marketing area is required. No waste water is being generated from the mining process. (viii) AVAILABILITY OF WATER, ITS SOURCE, ENERGY /POWER REQUIREMENT AND SOURCE A. Water Requirement The total water requirement for the mining will be 70 KLD which is being sourced from ground water & mine sump. B. Power Requirement Electric power requirement for mines facilities are being supplied from Chhattisgarh Electricity Board. (ix) QUANTITY OF WASTE TO BE GENERATED (LIQUID AND SOLID) AND SCHEME FOR THEIR MANAGEMENT/DISPOSAL A. Liquid No waste water is being generated during mining operations. Waste water generated from mine office is being disposed off in soak pits via septic tank. B. Solid 4.0 SITE ANALYSIS (i) Waste rock in the form of shaly and siliceous limestone where Cao below 34% & Sio2 values are more than the acceptable range for blending is used for back filling and reclamation. The care for waste dump management refining walls to collects any wash off in rainy season. Plantation on such dumps to avoid soil erosion. During last five years plan period waste rock generated and dumped at earmarked area. The waste rock will be used for back filling and reclamation area at matured time. CONNECTIVITY The site is well connected with nearest town & City Bilaspur at an aerial distance of ~ 19 km in NW direction from the mine site. NH-200 is at an aerial distance of ~1.0 km in SW direction from mine site. Nearest railway station is Akaltara Railway Station at an aerial distance of ~ 9.5 km in NE direction. The nearest airport is Swami Vivekanand International Airport, Raipur at an aerial distance of ~ 105 km in SW direction from mine site. The site is well connected with the communication facilities such as telephone, telefax and internet. (ii) LAND FORM, LAND USE AND LAND OWNERSHIP Total mine area of project is ha, out of which ha land is Pvt and ha is Govt Land. (iii) TOPOGRAPHY & DRAINAGE The area is almost a Flat terrain. Part of arasmeta tank falls within lease area.

(vi) SOIL CLASSIFICATION Soil is sub categorised as black cotton soil and lateritic soil. (vii) CLIMATIC DATA FROM SECONDARY SOURCES The area experiences a tropical climate with wide variations in temperatures between summer and winter seasons. The year may be divided into 4 seasons. The summer season starts from April and continues till the end of June. The heat in April and May is oppressive. The SW monsoon breaks the hot spell and makes the weather tolerable. Thereafter the NE monsoon season follows and continues up to the end of September. October, November and Dec. The area experiences a tropical climate with wide variation in temperature between summer and winter season. The maximum temperature goes upto 48 during summer and minimum temperature drops upto 8 C during winter season. The annual rainfall varies from 950 to 1300 mm. The relative humidity ranges from 20% to 90%. (viii) SOCIAL INFRASTRUCTURE AVAILABLE Basic social infrastructure facilities like bus, train, medical, school, post office, police station, road etc are available and well connected with site. 5.0 PLANNING BRIEF (i) (ii) PLANNING CONCEPT (TYPE OF INDUSTRIES, FACILITIES, AND TRANSPORTATION ETC.) TOWN AND COUNTRY PLANNING/DEVELOPMENT AUTHORITY CLASSIFICATION This Mining project falls in Govt & Private land. The mining operations were commenced after getting EC. This mine is captive to plant situated at Arasmeta, PO. Gopalnagar, District Janjgir Champa (CG). POPULATION PROJECTION Temporary influx of people is there as the managerial and supervisory staff will generally be from nearby village. (iii) LAND USE PLANNING Total mine area of project is ha, out of which ha land is Pvt and ha is Govt Land. At the end of life of mine total excavated area will be 222 ha (192 ha water reservoir area & 30 ha backfilled area). (iv) ASSESSMENT OF INFRASTRUCTURE DEMAND (PHYSICAL & SOCIAL) M/s. Nuvoco Vistas Corp. Ltd. (formerly Lafarge India Limited) has assessed the demand of infrastructure (Physical & Social) in nearby area of the mine site and same will be developed M/s. This is an existing Mine. There is negligible additional impact as the existing infrastructure will be sufficient for this project. (v) AMENITIES/FACILITIES M/s. Nuvoco Vistas Corp. Ltd. (formerly Lafarge India Limited) has developed the Amenities/Facilities in the nearby area of the mine site as per requirement of local people of the nearby area under corporate social responsibilities programmes. 6.0 PROPOSED INFRASTRUCTURE (i) INDUSTRIAL AREA (PROCESSING AREA) Total mine area is ha and all the required infrastructures like Mine office, building, roads etc. are existing in mine area. (ii) RESIDENTIAL AREA (NON- PROCESSING AREA) No residential area is there at mine site. The workers are engaged from local villages, who commute to the mine area daily. (iii) GREEN BELT DEVELOPMENT Green Belt/plantation/cultivation is being/will be developed around mine boundary, safety barrier backfilled area etc. Local, medicinal & fruit bearing plant species are being /will be planted in consultation with forest department & as per guidelines. (iv) SOCIAL INFRASTRUCTURE This Mining project resulted in growth of the surrounding areas by increased indirect employment opportunities in the region including ancillary development and supporting infrastructure. The project will also its entire established social infrastructure for its employees as well as for the local community. (v) CONNECTIVITY The site is well connected with nearest town & City Bilaspur at an aerial distance of ~ 19 km in NW direction from the mine site. NH-200 is at an aerial distance of ~1.0 km in SW direction from mine site. Nearest railway station is Akaltara Railway Station at an aerial distance of ~ 9.5 km in NE direction and by road 24 km. The nearest airport is Swami Vivekanand International Airport, Raipur at an aerial distance of ~ 105 km in SW direction from mine site. The site is well connected with the communication facilities such as telephone, telefax and internet. (vi) DRINKING WATER MANAGEMENT (SOURCE & SUPPLY OF WATER) The total water requirement for the mining will be 70 KLD which is being sourced from ground water & mine sump. Mine is being planned to commence production after two years of mining lease deed execution. (ii) ESTIMATED PROJECT COST ALONG WITH ANALYSIS IN TERMS OF ECONOMIC VIABILITY OF THE PROJECT(KINDLY PROVIDE THE SAME) Capital Cost of the Project: Rs Crores/- Cost for Environment Protection for this Project: Capital cost Rs Lakhs/- Recurring cost- Rs 16.0 lacs/annum (iii) ECONOMIC VIABILITY This is an existing mining project.
