3 JCM Basic Concept Facilitating diffusion of leading low carbon technologies, products, systems, services, and infrastructure as well as implementation of mitigation actions, and contributing to sustainable development of developing countries. Appropriately evaluating contributions from Japan to GHG emission reductions or removals in a quantitative manner and use them to achieve Japan s emission reduction target. Contributing to the ultimate objective of the UNFCCC by facilitating global actions for GHG emission reductions or removals. 4 JCM Partner Countries Japan has held consultations for the JCM with developing countries since 2011 and has established the JCM with Mongolia, Bangladesh, Ethiopia, Kenya, Maldives, Viet Nam, Lao PDR, Indonesia, Costa Rica, Palau, Cambodia, Mexico, Saudi Arabia, Chile, Myanmar, Thailand and Philipine. 1. 6 Importance of city s role in environmental cooperation COP21 Paris Agreement and G7 Toyama EMM mention the growing importance of cities to tackle against climate change, and enhance momentum for implementation COP21 (Nov. Dec. 2015) Acknowledge actions by Non-State Actors, such as cities and local governments Welcomes the efforts of non-party stakeholders to scale up their climate actions, and encourages the registration of those actions in the Non-State Actor Zone for Climate Action platform (118, Paris Agreement IV Enhanced Action prior to 2020 ) Facilitate further collaboration between national and local governments Encourages Parties to work closely with non-party stakeholders to catalyze efforts to strengthen mitigation and adaptation action (119, Paris Agreement, ibid.) At event on Lima-Paris Action Agenda (LPAA), ministers, governors and mayors discussed on roles of cities and local govt. tackling against climate change where Brown (Governors of California), Royal (Minister, MEDDE, France), Al Gore (Former VP, US) etc., took part. G7 Toyama EMM (May 2016) Reaffirmed growing importance of the role of cities, in promoting climate change mitigation measures and environment protection measures incl. adaptation. Unanimously agreed to further facilitate advanced actions taken by local governments, fully coordinating with actions taken by central governments. The parallel session on The role of cities was organized with participation of leaders of cities from G7 countries and discussions were summarized in the Chair s summary 6

9 Outline Feasibility study for JCM project by city to city collaboration -The feasibility study supports foreign cities effort to create the low carbonized, resilient and sustainable society by means of the sufficient experience and knowledge that Japanese cities have. -The goals are to establish JCM projects and develop continuously the JCM projects to the other areas Phase 1 Project creating flow Planning the implementation policy Effect of city to city collaboration -Japanese cities support to establish the master plan for low carbon society Phase 2 Local survey -Partner cities provide the local information and request to select candidate projects. Phase 3 Describing the study detail -Selection of the suitable location for the study by partner cities cooperation. -Local data can be provided. Phase 4 FS implementation Project establishment -Permission procedure is supported by partner cities. -Local vendor s information can be provided by partner cities Capacity building Japanese cities can give the advise during the selection and evaluation of suitable technology and the project management 9

16 16 Side event at COP22 Marrakech The 22nd session of the Conference of the Parties (COP22) Date : 7th 18th November, 2016 Place : Marrakech in Morocco Outline : The Conference of the Parties (COP) is the supreme decision-making body of the Convention targeting to stabilize greenhouse gas concentrations. COP22 successfully demonstrated to the world that the implementation of the Paris Agreement is underway. Side event in Japan pavilion ~ City to city collaboration ~ Date : 8th November, 2016 Place : Japan pavilion Panelist : Ministry of the Environment Japan, Kawasaki city, Yokohama city, Kitakyushu city Outline : The activity of city to city collaboration that Ministry of the Environment Japan is working to develop the JCM projects was presented. Japanese cities which were Kawasaki city, Yokohama city and Kitakyushu city cooperating the foreign cities for city to city collaboration were invited for the panel discussion and introduced their activities relating to city cooperation.

19 19 Prospect and challenge of city to city collaboration Prospects Expanding the cities joining in the city to city collaboration Japanese cities which are suitable for environmental cooperation will be promoted. i.e. Environmental future city, Environmental model city etc. The cities in the JCM partner countries in addition to South Asia will be involved in the city to city collaboration. * JCM partner countries other than South Asia : Bangladesh, Saudi Arabia, Ethiopia, Kenya, Mexico, Maldives, Costa Rica, Chile, Palau. Challenges 1. Supporting the continuous and long-term cooperation Some Japanese cities have the long-term prospect for city cooperation. The city to city collaboration which is a yearly study doesn t perfectly satisfy the requests. 2. There is not much incentive enough for Japanese cities to join It seems a few Japanese cities which are joining to the city to city collaboration. The incentive and motivation to involve more cities is necessary

21 21 City to city collaboration study in 2017 Ministry of the Environment Japan promotes the city cooperation activity and announce the commission for the city to city collaboration study 2017 in which the leading company or organization makes consortiums with Japanese cities to support the foreign cities to establish low carbon society. Description Date of announcement : the end of February 2017 (Tentative) Date of proposal submission : the middle of March 2017 (Tentative) Date of selection : the end of March 2017 (Tentative) Applicant : the party leading the study in cooperation with Japanese city
